star this property answer text <p>Changes to the welfare system in Northern Ireland were a key part of the Stormont House Agreement and without these changes it will be extremely difficult for the Executive to deliver a balanced budget. The Secretary of State for Northern Ireland has been clear that it remains vital that the Agreement is implemented in full.</p><p>The Government is pressing ahead with implementing its obligations under the Agreement and the corporation tax legislation has now passed through this House. The legislation contains a commencement clause and commencement will not take place until the conditions set out in the Stormont House Agreement have been met and changes to the welfare system in Northern Ireland have been implemented.</p><p>If the welfare reform legislation does not progress other aspects of the Agreement, including the financial package, are at risk. If the implementation of welfare reform does not take place during 2015-16 then the full £114million will be deducted from the Block Grant to reflect savings forgone.</p>

star this property answer text <p>The Government passed the Victims Payments Regulations in January 2020 as required by Parliament in exercise of the powers conferred by sections 10 and 11 of the Northern Ireland (Executive Formation etc.) Act 2019(1). The Troubles Permanent Disablement Scheme opened in August 2021. It is now making payments and providing much-needed acknowledgement and support to those victims and their families who have suffered, and continue to suffer, as a result of being injured in the Troubles.</p><p> </p><p>This scheme is being delivered by the Northern Ireland Executive and the Victims Payments Board is responsible for all operational matters, including recording and publishing data about applications to the scheme.</p><p> </p><p>However, we have contacted the Victims Payments Board and they have assured us that they will arrange for a response to be issued to you that answers this query.</p> more like this
