Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">Higher education providers are autonomous bodies, independent from the government. The department plays no direct role in the provision of student residential accommodation.</ins></p><p><ins class="ministerial"> <ins class="ministerial">The department assesses student accommodation rent levels through the Student Income and Expenditure Surveys that have been undertaken at regular intervals since the mid-1980s. Information on student rents is also reported in the Accommodation Costs Surveys published jointly by the National Union of Students and the student housing charity, Unipol.</ins></ins></p><p><ins class="ministerial"> <ins class="ministerial">The report published by the independent panel supporting the Post-18 Review of Education and Funding recommends that the Office for Students:</ins></ins></p><blockquote><p><ins class="ministerial"><ins class="ministerial"> <ins class="ministerial">examines the costs of student accommodation; and</ins></ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">works with students and providers to improve data about costs, rents, profits and quality.</ins></ins></ins></ins></p></blockquote><p><ins class="ministerial">The department has not yet taken decisions on these recommendations but will consider the panel’s proposals in due course.</ins></p><p> </p>

Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We have asked local authorities with a cumulative deficit on their Dedicated Schools Grant of more than 1% to submit recovery plans to the department. We are now reviewing those plans and will be discussing these with local authorities in due course.</ins></p><p><ins class="ministerial">For 2020-21, we have announced more than £700 million of additional high needs funding, which funds children with more complex special educational needs. This represents an increase of 11% compared to 2019-20, leading to a total of over £7 billion. Every local authority will receive a minimum increase of 8% per head of population aged 2-18. We will provide local authorities with provisional allocations in October. This will help local authorities to manage the pressures that they will face next year.</ins></p><p> </p><p> </p><p> </p>

star this property answer text <p>On 1 May the Government introduced a temporary VAT zero rate on personal protective equipment (PPE) that meets the standard set out in guidance from Public Health England in order to ensure that affected sectors (such as hospitals and care homes) were able to have access to PPE as required. The Government has put in place new measures that will ensure the supply of PPE to these sectors from 1 November.</p><p> </p><p>The zero rate therefore ended on 31 October (as legislated), and the costing of this measure will be subject to scrutiny by the Office for Budget Responsibility and will be set out at the next fiscal event.</p><p> </p><p>An estimate of the revenue raised from VAT on other types of face masks or PPE that have never been subject to the zero rate is not available. HMRC do not hold information on VAT revenue from specific products or services because businesses are not required to provide figures at a product level in their VAT returns, as this would impose an excessive administrative burden.</p><p> </p><p>In July, the Government announced in the Plan for Jobs additional expenditure of over £15 billion for PPE procurement.</p>

star this property answer text <p>We are considering the Centre for Mental Health modelling report as well as other relevant emerging evidence as part of our ongoing monitoring of the potential impact of COVID-19 on mental health.</p><p>We recognise that there is the potential for the COVID-19 pandemic to impact on people’s mental health and wellbeing. As such, we are working with the National Health Service, Public Health England and others, including local authorities to gather evidence and assess the potential longer-term mental health impacts of COVID-19.</p><p>As part of our plans for the NHS, as set out in the NHS Long Term Plan, there will be a comprehensive expansion and transformation of mental health services over the next five years with additional funding of £2.3 billion a year by 2023/24. Over half of this will go to improving community mental health services and services to help people experiencing mental health crises.</p> more like this

star this property answer text <p>We have examined, from what has been published, Loughborough University’s methodology for estimating housing costs by constituency. We are unable to assess how robust the method for modelling local housing costs is and we do not know the process used for calibrating the local measures with regional level statistics on child poverty from Households Below Average Income.</p><p> </p><p>National Statistics on the number and percentage of children in low income are published annually in the “Households Below Average Income” publication. These remain the most accurate published measurements of low income. The latest HBAI statistics (2018/19) show that since 2009/10, 100,000 children have been lifted out of absolute poverty (both before and after housing costs) and levels of combined material deprivation and low income for children are at their joint lowest level.</p> more like this

star this property answer text <p>The restoration of NHS services should ensure that clinically urgent patients continue to be treated first, with priority then given to the longest waiting patients, specifically those breaching or at risk of breaching 52 weeks by the end of March 2021. Continued access to independent sector capacity will help support the recovery and restoration of elective services.</p><p>In addition, the Prime Minister has announced £3 billion of extra National Health Service funding to support the NHS this winter, and this includes ensuring the retention of the Nightingale hospital surge capacity and continued access to independent hospitals capacity to help meet patient demand. In the longer term, the NHS Long Term Plan aims to increase the amount of planned surgery year on year to reduce the waiting list. This will be supported by an NHS budget increase of £33.9 billion in cash terms by 2023/24.</p> more like this

star this property answer text <p>Improving energy efficiency is the best long-term solution to tackle fuel poverty.</p><p>More than one quarter of fuel poor households in England include a resident over the age of 60. Government is taking steps to ensure low income, vulnerable households, including older people, are protected from living in a cold home.</p><p>The Energy Company Obligation Scheme provides support for low income and vulnerable households. Since ECO launched in January 2013, it has delivered energy efficiency measures to more than 2 million households. ECO, or a successor scheme, will continue to drive at least £640 million investment per year in home energy efficiency until 2028.</p><p>The Minimum Energy Efficiency Standards now require landlords spend up to £3500 improving their properties to energy efficiency Band E before renting them out. We intend to consult later this year on a long-term trajectory for improving Private Rented Sector homes to Band C.</p><p>In addition to receiving energy efficiency support, pensioners receive financial support to ensure they can keep their homes warm. Winter Fuel Payments provide pensioners with between £100 and £300 to keep their homes warm during the winter. Those on Pension Credit also receive a £140 Warm Home Discount rebate.</p><p>Our 2020 Fuel Poverty Strategy will detail our future plans to tackle fuel poverty.</p>

Planning guidance on housing for older and disabled people published last summer strengthened the link between plan making and the M4(2) standard. star this property answer text <p>Anyone can apply for a Disabled Facilities Grant, including people living in private rented accommodation, subject to a means test and an assessment of need. Tenure should not impact a person’s ability to access the home adaptations they need. The Government also funds Foundations, the national body for home improvement agencies. Foundations works closely with local authorities to promote best practice in the delivery of home adaptations, including providing information and advice to older people living in private rented accommodation and their landlords.</p> more like this
