EU nationals (and their family members) who start a course in England in the 2020/21 academic year or before will continue to be eligible for ‘home fee’ status and student finance support from Student Finance England for the duration of their course, provided they meet the residency requirement. These guarantees are not altered if the UK leaves the EU without a deal.</p> more like this

star this property answer text <p>The UK and EU have agreed to consider a joint work stream to develop alternative arrangements, including the use of technology, to ensure the absence of a hard border, and this work will form an important strand of the next phase of negotiations. Our aim is to ensure that, even if the full future relationship is not in place by the end of the implementation period, the backstop is not needed, because we will have a set of alternative arrangements ready to go. We have secured a legally binding commitment that both sides will aim to replace the backstop with alternative arrangements by December 2020 - and that they do not need to replicate the backstop in any respect.</p><p>The Government is doing everything we sensibly can to provide for ongoing scrutiny through the negotiating process. We will continue to report regularly to select committees in person and by responding fully to inquiries and reports.</p><p> </p> more like this

star this property answer text <p>On 13 March we published details of our plans to avoid a hard border between Northern Ireland and Ireland in a no deal scenario. We have confirmed a temporary, unilateral approach to checks, processes and tariffs to do all we can to achieve this. The UK Government would not introduce any new checks or controls on goods crossing from Ireland to Northern Ireland, including any new customs declarations. The UK temporary tariff regime would therefore not apply to goods crossing from Ireland into Northern Ireland.</p><p>As these are unilateral measures, they only mitigate the impacts from exit that are within the UK Government’s control. These measures do not set out the position in respect of tariffs or processes to be applied to goods moving from Northern Ireland to Ireland. We also recognise that there challenges and risks for maintaining control of our borders and for the competitiveness of businesses in Northern Ireland. That is why we are clear that this approach would be strictly temporary.</p><p>A negotiated settlement is the only means of sustainably guaranteeing no hard border and protecting businesses in Northern Ireland. In anticipation of this, and to ensure that the UK is ready to move at pace in the next phase, the Government is putting in place the UK’s arrangements to support this work, with a team drawing in all the relevant departments including DExEU, HMT, HMRC, BEIS, DEFRA, Home Office, and the NIO. This will report directly to the UK’s negotiating team.</p><p><strong> </strong></p>

star this property answer text <p>The Government has been in discussions with technology companies for many months. While no contracts have yet been signed, in the event of doing so we will follow the usual process.</p><p>Parliament has been clear in what is needed to unite behind a Withdrawal Agreement: namely, legally binding changes to the backstop. The Prime Minister has set out three ways in which legally binding changes to the backstop could be achieved. First, the backstop could be replaced with alternative arrangements to avoid a hard border between Northern Ireland and Ireland. Secondly, there could be a legally binding time limit to the existing backstop, or thirdly, there could be a legally binding unilateral exit clause to that backstop.</p><p>The Prime Minister and President Juncker agreed that our teams should hold further talks to find a way forward, both will meet again before the end of February to take stock of those discussions.</p><p> </p> more like this

star this property answer text <p>I refer the noble Lord to the answer I gave on 6 February 2019 to <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2019-01-24/HL13093/" target="_blank">HL13093</a> and <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Lords/2019-01-24/HL13094/" target="_blank">HL13094</a>.</p><p>The eligibility criteria for free school meals (FSM) remains the same following changes to the rollout schedule for Universal Credit (UC), and we will keep the level of the earnings threshold under review following UC rollout. Households that are receiving legacy benefits will continue to access FSM in the same way they do now, and as households migrate to UC in due course, they will remain eligible for FSM throughout the rollout of UC. Our protections mean that even if a household moves above the earnings threshold or ceases to claim benefits, they will continue to receive FSM for the duration of the UC rollout.</p><p>No child that is eligible for and currently receives FSM will lose their entitlement to FSM as a result of UC during the roll out phase, and even more children will benefit by retaining eligibility through the protections we have put in place.</p><p>The department wants to make sure that as many eligible pupils as possible are claiming FSM and to make it as simple as possible for schools and local authorities to determine eligibility. To support this we provide:</p><p>The eligibility checking service to make the checking process as quick and simple as possible for schools and local authorities;</p><p>A model registration form for paper-based applications; and</p><p>Guidance to Jobcentre Plus advisors and work coaches so they can make UC claimants aware that they might be entitled to FSM.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Government has no plans to introduce a system of national registration for private landlords. Government is instead focussed on tackling rogue landlords. In April 2018, using powers under the Housing and Planning Act 2016, we introduced a national database of rogue landlords and property agents. We are committed to making this database publicly accessible as soon as parliamentary time allows.</p><p>Moreover, and unlike in Scotland, Wales and Northern Ireland, local housing authorities in England are also able to introduce selective licensing of landlords in targeted areas to tackle specific problems, as long as the statutory requirements are met. We have commissioned an independent review of the effectiveness of selective licencing which is on track to report in the spring 2019.</p> more like this

Northern Ireland is the only part of the UK that will share a land border with the EU after Brexit. In the referendum, Northern Ireland voters voted to remain in the EU by a majority of 56% to 44%. In UK as a whole, voters voted by 52% to 48% to leave the EU. Northern Ireland’s constitutional framework, under the Belfast/Good Friday Agreement, has a distinctive cross-border dimension. Once the UK leaves the EU, the land border in Northern Ireland will change from an internal to an external EU border. As part of this process, the department seeks advice from independent and expert education advisors when deciding on whether to approve qualifications for inclusion in the technical and applied qualifications performance table lists.</p><p>The department publishes the list of those qualifications included in performance tables on an annual basis.
