star this property answer text <p>The Department for International Development monitor the Famine Early Warning System (FEWS) reports and updates on a weekly basis. We also contribute to improving the methodology used for these assessments. FEWS produce many reports and cover many regions and countries, although not all of the countries at risk. When the risk of a significant worsening food security situation is reported by FEWS or others, DFID engages in a dialogue with other governments and with our operational partners on the best possible early response.</p><p>In places where we have a comparative advantage, such as countries where we have offices and an on-going bilateral programme, we fund food security, livelihood and nutrition interventions.</p><p>In countries most often at risk we also run resilience and food security programmes aimed at making communities more robust to future deterioration in food security or shocks such as droughts, floods and other natural disasters.</p> more like this

star this property answer text <p>The UN’s Needs and Priorities report for 2015 states that approximately 70 per cent of the DPRK population are food insecure and highly vulnerable to shortages in food production, which “is hampered by a lack of agricultural inputs, such as soybean seeds, fertilizer and plastic sheets”. It lists the chronic malnutrition (stunting) rate amongst children under-five as 27.9 per cent (about 540,000) and the acutely malnourished (wasting) rate as four per cent of children under-five (about 90,000).</p><p> </p><p>During the Third Session of the 13th Supreme People’s Assembly held on 9 April 2015, the DPRK announced an overall increase in state budget of 5.5% (from 2014 figures), although no specific details regarding budget allocation were given.</p><p> </p><p>The UN Central Emergency Response Fund (CERF) has provided funding to sustain emergency aid operations in the Democratic People’s Republic of Korea. In 2014 CERF allocated US$ 6.5 million funding to the DPRK, of which the UK contributed 24%. This included support for nutrition and food security.</p><p> </p>

star this property answer text <p>The UK is deeply concerned about the humanitarian situation in Yemen. According to UNOCHA, there are more people in need of humanitarian assistance in Yemen than in any other country. However, because of the conflict, it has been difficult for the UN to access all parts of Yemen to carry out humanitarian assessments. The UN data on the overall number of people and children in need are therefore estimates and should be treated accordingly.</p><br /><p>Over the last year, the UK has doubled its humanitarian commitment to Yemen to £75 million in 2015/16. This is providing vital medical supplies, water, food, malnutrition and emergency shelter, including specifically to children through our programmes with UNICEF, Save the Children, and CARE.</p> more like this

star this property answer text <p>Since financial year 2011-12, the UK has provided more than £1.2 billion of official development assistance to Pakistan. A commitment by Pakistan to respect human rights is one of the four principles set out in the Partnership Principles Assessment which provides the basis for regular bilateral assistance talks between the UK and Pakistan.</p><p>The UK Government raises human rights issues and the rights of minorities on a regular basis at the highest levels in Pakistan and we ensure our development assistance targets poor women and men, regardless of race, religion, social background, or nationality. Through DFID’s Peacebuilding Support Programme (PSP) we are supporting the provincial Government in Khyber Pakhtunkhwa to improve security and access to justice for 250,000 citizens and the new Rule of Law programme will strengthen security and justice institutions across the country. The Aawaz voice and accountability programme works in 45 districts with over 3 million poor people including minority communities to promote their rights and DFID’s education programme has enabled 4.6 million more girls to attend primary and secondary school, to stay longer and learn more.</p>

star this property answer text <p>The role of national Nepali civil society after the earthquake has been key to the emergency response, and will be important into the recovery and reconstruction phases. International humanitarian organisations who acted as part of the earthquake response, such as the UK Disaster Emergency Committee (DEC) members, have partnered with Nepal civil society organisations to deliver assistance to those most in need. These partnerships have combined international funding flows with local knowledge and expertise.</p><p>Over the course of the humanitarian response UK government representatives in Nepal have met regularly with DEC members and other international donors in order to share situation analysis and learning, as well as jointly advocate on collective issues. The UK has supported over 20 trusted partners as part of its own Nepal earthquake response, including the UN, INGOs and the Red Cross. All have worked in partnership with Nepali civil society organisations on the ground. We have conducted three rounds of field-based monitoring, meet regularly with our partners, and receive frequent reporting, which has enabled us to assess with confidence the effectiveness of our direct partners and their Nepali civil society partners.</p>

star this property answer text <p>The Government’s response to the recent devastating earthquakes now stands at £70 million. Funds raised by the British public for the DEC appeal have already reached over £85 million, which includes £5 million in matched funding provided by DFID. UK support has provided: over 230,000 people with emergency shelter; over 200,000 people with winter support such as clothes, blankets and mattresses; and over 2,000 hours of helicopter flights to provide lifesaving humanitarian assistance to communities in areas inaccessible by road.</p><p>In the first few weeks after the earthquake, DFID and the UN Resident Coordinator’s Office established a project to collect beneficiary feedback. Short, monthly perception surveys on the coverage, quality and fairness of the humanitarian response are produced by this project. This information has informed the DFID response, as well as shaped wider humanitarian efforts in Nepal.</p><p>DFID is also funding a number of ongoing surveys to understand the issues and challenges on the ground, including community recovery from the earthquake (with the Asia Foundation) and also levels of food security in the affected areas (with the World Food Programme). In a complex context, this has helped us understand the needs and challenges that are driving costs and delivery timelines.</p><p>DFID delivered much of its humanitarian support through International Non-Governmental Organisations, who had the capacity and presence on the ground to respond. We have undertaken regular monitoring of partner performance through field trips, meetings with partners, and routine narrative reporting. We have undertaken three rounds of monitoring to track partner performance, unit costs, timeliness and quality. All partner organisations have delivered to expectations.</p>
