Under Section 98 of the Adoption and Children Act (2002) (England and Wales), an adopted person over the age of 18, as well as birth relatives of an adopted adult, now have the legal right to ask an adoption agency or adoption support agency that has registered as an intermediary agency to provide a service to let the adopted relative or birth relative know of their wish for communication. The agency can then seek information from a range of sources to identify and trace the adopted person. This new law came into effect from 30 December 2005. Priority will be given to cases where the adoption order was made on or before 12 November 1975.</p><p> </p><p>Any agency that provides an intermediary service must do so in accordance with the Intermediary Services Regulations (2005). The regulations require the intermediary agency to have regard to the welfare of the applicant, the subject of the application, and any other person who may be identified or otherwise affected by the application.</p><p> </p><p>Ofsted inspect adoption agencies who provide intermediary and birth records counselling to ensure it is well organised and accessible and that adopted adults and birth relatives are appropriately supported to understand their experiences. Core schools funding, for children and young people aged 5 to 16 (and up to 25 in the case of those with high needs) will rise to £43.5 billion by 2020. Head teachers are responsible for deciding how best to spend their budgets, for example to ensure that their staff are adequately trained.</p><p>Schools have a range of duties under the Equality Act 2010, including the Public Sector Equality Duty. This includes £1 billion a year to deliver 30 hours of free childcare and to increase our hourly funding rates that we introduced in April 2017.</p><p>The department’s increased level of investment was based on our ‘Review of Childcare Costs’, which was described as ‘thorough and wide ranging’ by the National Audit Office. The review looked at the costs of childcare provision, including business rates. We have commissioned new research to understand provider’s current costs.</p><p>The government has also increased Small Business Rate Relief and provided local authorities with funding to support £300 million of discretionary business rates relief. This includes around £1 billion extra a year to deliver 30 hours of free childcare and fund the increase in hourly rates that we introduced in April 2017.</p><p>Our average funding rates are based on the department’s ‘Review of Childcare Costs’ which was described as “thorough and wide ranging” by the National Audit Office. The review looked at both current and future cost pressures.</p><p>The latest Ofsted data from March 2018 showed that the number of non-domestic providers has remained stable. We continue to monitor both the implementation of 30 hours and delivery costs. This includes consulting on new criteria to strengthen level 2 qualifications to ensure practitioners have a firm foundation to progress up to level 3 and beyond. We have also taken steps to improve careers advice by upskilling Department for Work and Pensions job coaches to update their knowledge on careers in the sector, and have supported the work of the Education and Employers Charity and Tinies Childcare to promote the sector through their careers and engagement activity in schools. 	answer	answer is ministerial correction date of answer 25/07/2018 answer text <p>In 2014, the government introduced a new duty on schools to support pupils with medical conditions and has published statutory guidance on this for schools and others to follow. The guidance can be found at: <a href="https://www.gov.uk/government/publications/supporting-pupils-at-school-with-medical-conditions--3" target="_blank">https://www.gov.uk/government/publications/supporting-pupils-at-school-with-medical-conditions--3</a>.</p><p> </p><p>The guidance does not specify which medical conditions should be supported in schools. Instead, it focuses on the needs of each individual child and how their medical condition impacts on school life. It is clear that pupils at school with medical conditions should be properly supported so that they have full access to education.</p><p> </p><p>The guidance is clear that schools, local authorities, health professionals, commissioners and other support services should work together to ensure that children with medical conditions receive a full education. I met with the Health Conditions in Schools Alliance earlier this year, which includes representation from CLIC Sargent to discuss this.</p><p> </p><p>Schools also have duties under the Equalities Act 2010 to make reasonable adjustments and not to discriminate against disabled children, including those with long-term health conditions, such as bowel and bladder cancer in relation to their access to education and associated services.
