The size and complexity of the HMCTS Reform Programme presents some challenges, but both sides continue to work together to seek swift resolution to issues.</p><p> </p><p>I have recently had positive introductory meetings with representatives of their respective recognised trade unions as has the Minister for Probation. Since 20 August, the average wait time was less than one minute. Since the Afghanistan crisis began, the FCDO alone have received 240,000 emails, sent to a number of our email addresses. FCDO along with the Home Office and the MOD, are working to assess cases raised in them as quickly as possible. We have processed the 30,000 emails from MPs sent on Afghanistan, including information about cases, that were received before 11 September and replied to all 650 Members so that we can focus on repatriation. We are replying to Members' correspondence after 12 September in the usual way. 	answer	answer is ministerial correction date of answer 02/06/2020 answer text <p>The Agriculture Bill gives the Secretary of State powers to provide financial assistance for particular listed purposes, including: managing land or water to protect or improve the environment; protecting or improving the health and welfare of livestock; supporting public access to and enjoyment of the countryside, farmland or woodland; protecting or improving the health of plants; and protecting or improving the quality of soil. Funding such purposes will enable the delivery of a number of Defra’s future policies, including the Environmental Land Management (ELM) scheme, which will be the cornerstone of our future agricultural policy.</p><p> </p><p>Founded on the principle of “public money for public goods”, ELM is intended to provide a powerful vehicle for achieving the goals of the 25 Year Environment Plan and commitment to net zero emissions. Land managers will be paid for delivering the following public goods set out in the 25 Year Environment Plan:</p><p> </p><ul><li>clean air</li><li>clean and plentiful water</li><li>thriving plants and wildlife</li><li>protection from and mitigation of environmental hazards</li><li>beauty, heritage and engagement with the environment</li><li>mitigation of and adaptation to climate change</li></ul><p> </p><p>We are working closely with a range of environmental and agricultural stakeholders to collaboratively design the new scheme so that it is fit for purpose. We are currently running a programme of Tests and Trials, the priorities for which are the building blocks we will need for the National Pilot. Electricity suppliers can now start providing discounts to eligible off-grid energy users and they will deliver this support up to 10 March. Most customers are expected to receive a credit of £150 on bills later this month and will not need to apply.</p><p>A top-up payment in addition to the £150 will be available for large users of heating oil (kerosene) in GB and NI to take account of their higher usage. These top-up payments will require an application to a delivery body and will be banded based on level of usage. Protected animals in Great Britain that are used, or bred or supplied for use, in scientific procedures, are regulated by the Home Office under the Animals (Scientific Procedures) Act 1986.</p><p> </p><p>When animals are transported, their transportation must comply fully with legal requirements aimed at protecting their welfare, including the provision of sufficient space, feed and water. All transporters are required to ensure that, when transporting animals, they do so in a way that avoids causing pain, suffering or distress. Furthermore, it is worth noting that the scientific community and regulatory bodies continually review and refine transportation practices to enhance the welfare of animals used in research. No visits to schools by the Armed Forces are directly linked to recruitment, other than specific careers/jobs fairs which generally involve a range of employers. While presentations may be given highlighting the careers available in the Armed Forces, no pupil is able to make a commitment to become a recruit in the Armed Forces during the course of a visit. The visits cover a range of activities such as career events, citizenship talks, science and maths challenges and other indoor or outdoor exercises. The purpose of the visit is always agreed in advance.</p><p>In the academic year 2017-18, centrally held records indicate that the Navy conducted an estimated 3,240 school visits and the Army carried out 4,710 visits. Records held by the Royal Air Force (RAF) indicate that in the period 1 April 2017 to 31 March 2018 the RAF visited 2,310 schools.</p><p>It will take time to collate the information for 2018-19 and to establish whether the figures can be broken down by country. The Armed Forces offer some of the best training and education to people anywhere in society. Those opportunities begin at 16 with around 1,300 Junior Soldiers graduating from Harrogate each year. The Army Foundation College at Harrogate is the only JE Phase 1 training establishment in the British Army and the JE is a tried and trusted means of engaging young people leading them to a successful Army career. The college aims to create a well-rounded junior soldier, physically, conceptually and morally. The delivery of training is conducted in accordance with a carefully synchronised college programme and is aimed to be progressive and provide variety with a balance between classroom, camp and field training.</p><p>This review considered how the Army can continue to attract the best young people under the age of 18 and, in doing so, maximise the talent of the individual to the mutual benefit of the individual, the Army and society improving their social mobility. The tendency for under-18 recruits to serve for longer than their over-18 peers and the relatively high proportion of junior entrants that promote to senior NCO ranks over the course of their careers benefits the Army and the individual.</p><p>The Review found that while the JE scheme is performing well and remains attractive to potential recruits, it is not well known and could be advertised more effectively.
