	answer	answer is ministerial correction date of answer 31/01/2017 answer text <p>The National Lottery was established in order to support good cause projects across the UK in the Arts, Sport, Heritage and Community sectors, and has raised over £36bn since its launch in 1994.</p><p> </p><p>Under Section 95 of the Gambling Act, betting on the outcome of UK National Lottery draws including EuroMillions is prohibited to prevent funds being diverted from good causes and avoid any public confusion between playing the National Lottery and supporting good causes, and commercial gambling. However, where gambling operators in the UK offer a bet on the outcome of EuroMillions draws offered abroad (for example, a bet on the outcome of the Spanish EuroMillions draw), those bets do not have to return any money to good causes and are contrary to the spirit and intention of the prohibition in the Gambling Act.</p><p> </p><p>While current market is small this is a potential growth market for gambling operators. Should the market expand further, there is a risk that EuroMillions sales, and consequently National Lottery good cause returns, could decrease. This includes discussions on the overall level of returns to good causes.</p><p> </p><p>Camelot is responsible for operating The National Lottery. It has no role in the distribution of good cause returns.</p><p> </p><p>National Lottery good cause money is distributed by expert bodies at arm’s length from Government. 	answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>Guidance is available from the National Institute for Health and Care Excellence (NICE) on the assessment and initial management of fever in children under five, and this guidance includes recommendations on recognising the symptoms of Kawasaki disease.</p><p> </p><p>NICE’s clinical guidelines help healthcare professionals deliver the best possible care based on the best available evidence; the guidelines are not mandatory, although health and care commissioners are expected to take them fully into account.</p><p> </p><p>Information about the symptoms, causes, diagnosis, treatment and complications of Kawasaki disease is also available on the National Health Service website.</p><p> </p><p>Furthermore, learning information and resources for clinicians about Kawasaki disease is available from Societi, The UK Kawasaki Disease Foundation. 	answer	answer is ministerial correction date of answer 23/10/2018 answer text <p>NHS England expects that cannabis-based products for medicinal use should only be prescribed for indications where there is clear evidence of benefit, and in patients where there is a clinical need which cannot be met by a licensed medicine and, where established treatment options have been exhausted.</p><p> </p><p>The decision to prescribe these unlicensed medicines must be made by a specialist doctor – not a general practitioner. These doctors focus on one field of medicine such as neurology or paediatrics and are listed on the General Medical Council’s specialist register. They must make decisions on prescribing cannabis-based products for medicinal use on a case by case basis, and only when the patient has an unmet special clinical need that cannot be met by licensed products. In addition, a specialist on the General Medical Council Register should only prescribe within their own area of practice, and the decision to prescribe should be agreed by the multidisciplinary team.</p><p> </p><p>NHS England, the British Paediatric Neurology Association and the Royal College of Physicians will provide clinical advice to doctors ahead of the law change. 	answer	answer is ministerial correction date of answer 18/02/2019 answer text <p>Our number one priority is to ensure patients continue to have unhindered access to medicines as we exit the European Union and we are working with all sectors in the supply chain to ensure this happens.</p><p> </p><p>The Government remains committed to leaving the EU with a deal. Under the conditions of the Withdrawal Agreement, there will be a two-year Implementation Period within which the Government will negotiate the United Kingdom’s future relationship with the EU. During the Implementation Period, there will be no change to the current trading arrangements with the EU/European Economic Area (EEA), meaning the supply of medicines and medical products will continue unhindered.</p><p> </p><p>As a responsible Government, we are planning for all possible exit scenarios, including ‘no deal’. Our ‘no deal’ medicines supply contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the EU/ EEA to ensure that the supply of essential medicines, is not disrupted.</p><p> </p><p>In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines to the UK that come from, or via, the EU/EEA asking them to ensure a minimum of six weeks additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019. The response from industry has been very positive. The vast majority of companies have confirmed stockpiling plans are in place.</p><p> </p><p>On 7 December, the Government published updated reasonable worst-case scenario border disruption planning assumptions in the event of a ‘no deal’ EU exit. Medicines and medical products are prioritised in cross-Government planning, and the Department is working with relevant partners across Government and industry to ensure we have sufficient roll-on, roll-off freight capacity on alternative routes to enable these vital products to continue to move freely into the UK.</p><p> </p><p>We are confident that if everyone does what they need to do, supplies will continue unhindered. This is based on cards which have not expired and the applicant’s age on the date the card was issued, and not their current age. There are no provisions in our Immigration Rules for someone to travel to the UK to claim asylum.</p><p>However, we are working with the Greek authorities, UNHCR and non-governmental organisations to identify children from Greece who may qualify for transfer to the UK under section 67 of the Immigration Act 2016 or the Dublin III Regulation. We have also seconded an expert to Greece to support these efforts.</p><p>In addition, we have established a £10 million Refugee Children Fund for Europe to support the needs of vulnerable refugee and migrant children arriving in Europe. The effective response of fire and rescue services to the recent flooding demonstrates that the system is working.</p><p>I would like to take this opportunity to thank all those at the frontline involved in that response. However, these are not directly reciprocal to the UK’s Public Lending Right (PLR) Scheme, and decisions on whether UK-resident authors qualify for these will be for each Member State to make.</p><p> </p><p>The Authors' Licensing and Collecting Society (ALCS), which represents UK authors in registering and claiming payments from lending rights schemes in Europe and elsewhere, has indicated that it supports the UK's PLR scheme remaining open to residents of EEA states. It is for each local authority to decide how best to provide their library service ensuring that it meets local needs, including for those library users with a learning disability, or with autism or dementia.</p><p> </p><p>Many library services in England train staff to meet these needs and provide library spaces, resources and support designed for people with these and other disabilities or conditions. For example, Stockton-on-Tees Borough Council received around £100,000 from DCMS through the Libraries: Opportunities for Everyone fund, to develop innovative new spaces in its central libraries, including in Thornaby Library. In considering how best to deliver this statutory duty, each local authority is responsible for determining, through consultation, the local needs to deliver a modern and efficient library service that meets the requirements of their communities within available resources.</p><p> </p><p>Somerset County Council (SCC) is currently consulting on how their future library services could be delivered. A decision will be made by the Council on changes to the services when consultation feedback has been analysed. As part of the usual business of Government, officials regularly review and consider international comparisons in the development of museums policy. While the fall in lottery receipts will necessitate a reduction in the amount of funds distributed, the Heritage Lottery Fund will still support a broad range of heritage across the UK, including museums and galleries. Investment at a local level has been protected as far as possible to maximise the coverage, spread and number of grants.
