unstar this property answer text <p>The Department has received contact from DP World on the following maritime and port related issues:</p><p> </p><p>From February 2023, DP World met Department officials on the progress of design and implementation of their Modal Shift incentivisation scheme at DP World’s Port of Southampton facility, which Rail officials acknowledged.</p><p> </p><p>In November 2023, DP World wrote to seek an opportunity to discuss DP World’s continued investment in the UK, and reset the relationship with the Government after a period of non engagement with the Department following the P&amp;O Ferries sackings.</p><p> </p><p>More recently, last week the Department was notified of P&amp;O Ferries’ intent to sign the Seafarers’ Charter.</p> more like this

There are offences under the Act for operators providing a false and misleading declaration, operating a service inconsistently with a declaration, harbour authorities not complying with their duties under the Act, and for harbour authorities and operators who do not provide information when requested under the Act. The Maritime and Coastguard Agency will be responsible for enforcement of these offences and has powers of inspection under the Act to allow them to investigate.</p> more like this

Ultimately this will be determined by the courts and tribunals.</p><p>Whether seafarers have the right to collective consultation about proposed redundancies under section 188 and the following sections of the Trade Union and Labour Relations (Consolidation) Act 1992 (&quot;the 1992 Act&quot;) is likely to depend on whether the establishment where they work has sufficient connection with Great Britain. unstar this property answer text <p>The expansion of the UK Emissions Trading Scheme (ETS) to domestic maritime is currently planned from 2026. Officials across the UK ETS Authority have been regularly engaging across the maritime sector ahead of the next consultation on expansion of the UK ETS to domestic maritime. My officials met with industry bodies as recently as three weeks ago, and will continue to do so both ahead of, and following, the publication of the next consultation on the expansion of the UK ETS.</p><p> </p><p>The EU ETS meanwhile will apply to all cargo and passenger vessels over 5000GT operating within the European Economic Area (EEA) and internationally to the EEA from 1 Jan 2024.</p><p> </p><p>We have no plans to make a full assessment of this EU ETS scheme, it will impact all nations going to the EEA equally. The amount of in-scope emissions that allowances must be surrendered will increase from 40% in 2024, increasing to 70% in 2025, and 100% in 2026. The EU ETS will initially cover carbon dioxide emissions and be widened to include methane and nitrous oxide from 2026.</p><p> </p><p>We will continue to monitor developments of international and regional carbon pricing instruments covering shipping schemes, including the EU ETS proposal, and consider how these might interact with our domestic policy in the future. This will be applied equally to all operators travelling internationally to the EEA. The EU ETS is not expected to have any organizational impact on the MCA.</p>

unstar this property answer text <p>National Minimum Wage (NMW) legislation applies to those who work or ordinarily work in the UK and those Seafarers exploiting and exploring the UK part of the continental shelf are entitled to the UK National Minimum Wage, as well as to some workers on UK-registered ships. We have a proud record of extending the NMW to seafarers.</p><p>In October 2020, legislation came into force to extend the right to the minimum wage to all seafarers on domestic voyages in the UK territorial sea and to those working in the UK part of the continental shelf.</p><p>We will continue to consider the needs of all sectors of the economy and take measures where these are needed, taking an evidence-based approach.</p> more like this

unstar this property answer text <p>National Minimum Wage (NMW) legislation applies to those who work or ordinarily work in the UK and those Seafarers exploiting and exploring the UK part of the continental shelf are entitled to the UK National Minimum Wage, as well as to some workers on UK-registered ships. We have a proud record of extending the NMW to seafarers.</p><p>In October 2020, legislation came into force to extend the right to the minimum wage to all seafarers on domestic voyages in the UK territorial sea and to those working in the UK part of the continental shelf.</p><p>We will continue to consider the needs of all sectors of the economy and take measures where these are needed, taking an evidence-based approach.</p> more like this

All operators prepared Equality Impact Assessments and published these on their websites.</p><p> </p><p>Following the end of the consultation period the independent passenger bodies (Transport Focus and London TravelWatch) are engaging with train operators on the basis of the consultation responses they have received and the criteria they have set out. We expect train operators to work collaboratively with passenger bodies in the coming weeks, to listen to concerns raised, such as the impacts on vulnerable people, and to refine their proposals accordingly.</p><p> </p><p>As the industry takes forward vital reforms, safety and accessibility remain a top priority for all. The British Transport Police continue to support the rail network to ensure the safety and security of both passengers and rail staff.</p>

The Government’s ambition for up to 50GW of offshore wind by 2030 and plans to strengthen energy security and attract investment into the UK, means that the skilled workforce must grow. It is expected that the sector will need to grow to support around 90,000 jobs by 2030.</p><p> </p><p>The Government works with industry on the development of a skilled offshore wind workforce through the Offshore Wind Industry Council Investment in Talent Group and the Green Jobs Delivery Group, the central forum for action on green jobs and skills.</p> more like this

The Department does not plan an assessment of the report on levels of employment in the UK maritime sector, noting the report itself is already highly detailed and provides an employment estimate broken down by role.</p><p>Enhancing the UK’s maritime skills and training offer is at the heart of the Government’s commitment to level up the economy. This objective is supported by the recommendations of the Maritime 2050 People Route Map. These plans include an applicant’s commitments on addressing skill gaps and shortages. Leasing Round 4 projects have not yet bid for Contracts for Difference due to their stage in the development cycle. All six projects are preparing Development Consent Applications.</p><p> </p><p>The Green Jobs Delivery Group is the central forum for action on green jobs and skills. We have a proud record of ex-tending the NMW to seafarers.</p><p>In October 2020, legislation came into force to extend the minimum wage to all seafarers on domestic voyages in the UK territorial sea or UK section of the continental shelf.</p><p>We will continue to consider the needs of all sectors of the economy and take measures where these are needed, taking an evidence-based approach if any further changes to the NMW legislation are needed.</p> more like this

That has been the practice for many years, as I say, across multiple political Administrations, both Labour and Conservative.”</em></p><p> </p><p>The Privileges Committee inquiry relates to the conduct of the (now former) Prime Minister making statements at the despatch box on behalf of HM Government.</p><p> </p><p>There is an established precedent across multiple administrations based on the principle that former Ministers, of all political colours, may be supported with legal representation after they have left office – when matters relate to their time and conduct as a Minister of the Crown.</p><p> </p><p>This has been the case in public inquiries into matters such as BSE, Iraq, Grenfell, Infected Blood, Child Sexual Abuse and Covid.</p><p> </p><p>However, the principle is not limited to public inquiries and has been applied in other contexts, for example, litigation.
