unstar this property answer text <p>The Department for Business and Trade operates a flexible resourcing model to maximise efficiency across negotiations. The Department is currently delivering seven trade negotiations, alongside work on the US. The number of staff working on these will change depending on the stage and scale of the deal. Staff work across multiple negotiations so it is not possible to quantify the number for each workstream.</p><p> </p><p>With the Machine of Government, Trade Negotiation Group increased its responsibility to cover wider trade policy and FTA implementation. We are working with WTO Members and interested stakeholders to deliver this outcome at the 13<sup>th</sup> WTO Ministerial Conference. The moratorium underpins global digital trade and provides certainty that electronic transmissions will not be subject to customs duties. My Department is clear that we support a permanent prohibition of such duties, as outlined in our Digital Trade Objectives and the G7 Digital Trade Principles developed under the 2021 UK Presidency.</p><p>My Department is also committed to agreeing rules against customs duties on electronic transmissions in the UK’s bilateral trade agreements.</p> more like this

unstar this property answer text <p>The Treasury allocates resources based on the priorities of the department, and officials within the Financial Services Group of HM Treasury provide advice to ministers on issues related to the mutuals sector. Resourcing is kept under regular review to ensure priorities are delivered.</p><p>The government recognises the value that mutuals bring to the UK economy. That is why we are taking appropriate steps to ensure that the legislative framework in which mutuals operate under is both a modern and supportive business environment.</p><p>As part of the Financial Services and Markets Bill, the Government is amending existing legislation so that credit unions in Great Britain can offer a wider range of products and services. In due course the government will also bring forward legislation to amend the Building Societies Act 1986, which will give building societies further flexibility in raising funds and modernise corporate governance requirements.</p><p>In addition, the government is supporting Sir Mark Hendrick’s Private Member’s Bill which would allow co-operatives, mutual insurers, and friendly societies further flexibility in determining for themselves the best strategies for their business, relating to their surplus capital and restrictions on the use of these assets.</p><p>Furthermore, the government is in active discussions with the Law Commission on options to proceed with a review of both the Co-operative and Community Benefit Societies Act 2014 and the Friendly Societies Act 1992 with a view to launching the reviews in the next financial year.</p>

unstar this property answer text <p>The Government is supporting six Private Members Bills to increase workforce participation, protect vulnerable workers, and level the playing field, ensuring unscrupulous businesses do not have a competitive advantage. Relevant trade unions were consulted prior to and throughout the development of these reforms.</p><p>The Government regularly discusses legislative proposals with the trade unions and has recently engaged with unions on the Strikes (Minimum Service Levels) Bill, which is currently progressing through the House of Lords.</p><p>I recently met with Trades Union Congress, and the Secretary of State is also scheduled to meet with the General Secretary of the Trades Union Congress in April to discuss shared interests.</p> more like this

unstar this property answer text <p>The government recognises that cash continues to be used by millions of people across the UK and that access to deposit facilities is an important factor in supporting the continued acceptance of cash.</p><p> </p><p>In 2020, the National Risk Assessment of Money Laundering and Terrorist Financing noted an increase in the abuse of cash-related services, such as cash deposit services, in Post Offices.</p><p> </p><p>The Financial Conduct Authority (FCA) and banking sector have since been working to address these vulnerabilities. As part of this, banks are implementing a range of enhanced financial crime controls for cash deposits made at the Post Office.</p><p> </p><p>Throughout, the FCA has discussed with banks the importance of considering the impact of the changes they are making on customers. The rollout of these financial controls is still at an early stage and the FCA is continuing to work with the Post Office and the banking sector to ensure that the financial controls strike an appropriate balance between dynamically combating illicit finance, and helping to maintain appropriate access to cash deposit services for legitimate customers.</p>

Whilst recognising that providing additional time to transition to UKCA requirements may lead to reduced demand for the sector in the immediate term, this decision was taken to reduce immediate burdens and costs for businesses, given current cost of living and supply chain challenges.</p><p> </p><p>The Government will continue to engage with the sector to understand the potential impacts of this change, and will consider whether targeted measures could be used to support a sustainable product testing sector.</p> more like this

unstar this property answer text <p>The Taskforce on Innovation, Growth and Regulatory Reform’s (TIGRR) report shows how, with ambition and vision, the UK can deliver on the opportunities of Brexit. The Benefits of Brexit paper outlines how the government is driving forward our commitments in response to TIGRR, including forging ahead to reform our data laws, setting out a 10 year plan to make Britain a global AI superpower, building on the successes of the Vaccine Taskforce to ensure we have the world’s most innovative life sciences sector, as well as reforms to the financial services and agriculture sectors. These reforms will create a new pro-growth, high standards regulatory framework that gives businesses the confidence to innovate, invest and create jobs.</p><p>The Retained EU Law (Revocation and Reform) Bill, introduced to Parliament on 22nd September, will help to accelerate delivery of the recommendations from TIGRR.</p> more like this

The Government will publish a review of the scheme after 3 months to inform decisions on future support after March 2023. The review will focus in particular on identifying the most vulnerable non-domestic customers and how the government will continue assisting them with energy costs. Continuing support to those deemed eligible would begin at the end of the initial 6-month support scheme, without a gap.</p>

unstar this property answer text <p>At the UK-EU Specialised Committee meeting on 22 September, which marked the end of the consultations period, the UK once again requested that the EU fulfil its obligation to finalise the UK’s association to EU Programmes. It is regrettable that the EU continues to decline this request. The UK government is now considering next steps. Our priority is to support the UK’s world leading R&amp;D sector and we have already outlined potential options for doing so.</p><p>Our preference remains association to the EU programmes as agreed under the Trade and Cooperation Agreement (TCA), including Horizon Europe, and we continue to do everything we can to secure this. The EU is in breach of the agreement reached under the TCA for the UK to participate in EU programmes and these unjustified delays are causing uncertainty for our research and business communities. That is why we entered into formal consultations with the EU, which are a mechanism set out in the TCA to resolve issues between the UK and the EU.</p><p>The 2021 Spending Review confirmed that if we are unable to associate, the funding allocated to Horizon association will go to UK government R&amp;D programmes, including international partnerships.</p>
