	answer	answer is ministerial correction date of answer 14/02/2017 answer text <p>The Wales Office is not an employer in its own right and most staff are employed by the Ministry of Justice (MoJ).</p><p> </p><p>Pay bill figures for men and women in each department can vary significantly based on representation at different grades and how many staff in the department are in full or part time work. A more meaningful way of considering existing pay disparities amongst men and women would be to look at each department’s gender pay gap. The Civil Service has been publishing mean and median gender pay gaps for each department since 2008 as part of the annual release of Civil Service Statistics by the Office for National Statistics. However, at 31 March 2016, the Commission employed 64.1 full-time equivalent male staff and 78.6 full-time equivalent female staff. 	answer	answer is ministerial correction date of answer 16/02/2017 answer text <p>The Electoral Commission leases four access controlled offices – in London, Edinburgh, Cardiff and Belfast – none of which are located in civil service buildings. All Electoral Commission members of staff – including fixed contract and temporary or agency staff – are issued with security passes for the office that they are based in.</p><p>a) Numbers of passes issued fluctuate over the year. Passes are only issued to staff and contractors who need to be in an office for a sustained period to carry out their work for the Electoral Commission. 	answer	answer is ministerial correction date of answer 20/02/2017 answer text <p>13 passes granting entry to IPSA's offices have been issued to individuals who are not directly employed by IPSA.</p><p>Three of these individuals are temporary members of staff engaged through an agency, three are cleaners who have access to the office outside of working hours and the remaining seven are staff at IPSA's IT service provider.</p><p>With regards to (b), the Parliamentary Standards Act 2009 states that IPSA's staff are not to be regarded as the servants or agents of the Crown. Copies of these reports can be found on its website at the following address: https://www.theipsa.org.uk/publications/annual-reports-and-accounts/</p><p>During 2015-16, IPSA employed an average of 32 female and 27 male employees. This figure includes full and part-time staff, but excludes Board Members and temporary project staff engaged through an agency.</p><p>The total gross pay for male employees in 2015-16 was £1,091,483.80. The total gross pay for female employees was £1,201,905.81. It uses existing service contracts between suppliers and the Scottish Government or the Ministry of Justice.</p><p> </p><p>Since May 2010, only one contract has been contracted out by the Scotland Office. This was issued to the Royal Mail in 2011-12 for its role in providing candidates' free mailing in the Scottish Parliament election of 2011, the value of which was just over £6.4 million.</p><p> </p><p>We do not record information on pro bono costs nor the number of work days contracted out each year.</p><p> </p><p>Since January 2011, central government departments have been required to publish details of contracts above the value of £10,000 on Contracts Finder.
