star this property answer text <p>Protection against measles is provided in the combination measles, mumps and rubella vaccine (MMR).</p><p>The latest <del class="ministerial">England</del> vaccine coverage figures <ins class="ministerial">for the United Kingdom</ins> (January to March 2017) show that uptake of one dose of MMR vaccine at two years was 91.7% and at five years was 95.4%, exceeding the World Health Organisation’s elimination target. Uptake of two MMR doses at five years was 88.1%.</p><p> </p><p>In November 2016, a measles and rubella elimination strategy group was established to oversee the development of a United Kingdom-wide Measles and Rubella elimination strategy. This strategy will focus on sustaining very high coverage of MMR in children below five years of age and on providing opportunities for MMR catch-up to older population groups at risk for measles and/or rubella. Public Health England (PHE) continues to work with others to supply information for health professionals and the public on the benefits and risks associated with MMR.</p><p> </p><p>PHE and NHS England work closely with providers at a local level to target specific communities where uptake of the MMR vaccine is known to be poor.</p>

star this property answer text <p>The Care Quality Commission (CQC) continues to monitor the situation with Four Seasons Healthcare Group through the Market Oversight scheme. Market Oversight is a statutory scheme, as set out in the Care Act 2014, through which the CQC assesses the financial sustainability of those care organisation that local authorities may find difficult to replace should they fail and become unable to carry on delivering services.</p><p> </p><p>The Care Act 2014 places temporary duties on local authorities to intervene to protect individuals where a care provider is no longer able to carry on because of business failure and services cease.</p><p> </p><p>In 2015, Local Government Implementation Unit, Local Government Association, Association Directors of Adult Social Services and the Department published guidance to local authorities on contingency planning for provider failure. The Government is continuing to work with local authorities to ensure they have effective and up-to-date contingency plans in place.</p>

star this property answer text <p>The average waiting time for a general practitioner (GP) appointment is not collected or held centrally. In the 2017 GP patient survey, 70.8% of respondents stated they “saw or spoke to someone at a time they wanted to or sooner”. The Government is committed to delivering routine weekend or evening appointments at either their own GP surgery or one nearby to all registered patients by March 2019.</p><p> </p><p>86 of the 88 practices in Sandwell and West Midlands Clinical Commissioning Group are participating in the Primary Care Commissioning Framework (PCCF) which is committed to the development of “primary care at scale”. In addition to all practices being open during normal opening hours, through the PCCF 100% of the clinical commissioning group population can also access GP appointments 6:30-8:30pm on weekdays and on Saturdays and Sundays at their own or a nearby practice.</p> more like this

star this property answer text <p>The Department does not issue guidance to hospitals or clinical commissioning groups (CCGs) on the criteria for access to particular clinical services. NHS England provides guidance to CCGs which are primarily responsible for commissioning services to meet the requirements of their population. In doing so, CCGs need to ensure that the services they provide are fit for purpose, reflect the needs of the local population, and are based on the available evidence. CCGs should take national guidelines into account as they take commissioning decisions.</p><p>It is the role of the National Institute for Health and Care Excellence and NHS England (alongside other arm’s length bodies) to issue guidance to CCGs, based on the latest evidence and expertise.</p> more like this

star this property answer text <p>UK Government provides NHS Blood and Transplant (NHSBT) with around £60 million a year to support organ donation. In 2013, NHSBT launched a UK – wide organ donation and transplantation strategy Taking Organ Transplantation to 2020, setting the agenda for increasing organ donation and transplantation rates. The Department has also established the National Black Asian and Minority Ethnic (BAME) Transplant Alliance with the aim of raising awareness about the need for stem cell and organ donation, and increasing the number of people from BAME communities who can benefit from either a stem cell or organ transplant.</p><br /><p>South Asian people are more likely to need a kidney transplant than a Caucasian person but families are less likely to consent to organ donation. The result is that patients from South Asian background wait much longer for organ transplants, particularly for a kidney transplant. Therefore, to support the wider 2020 strategy, the Department funded Kidney Research UK to undertake a Peer Educator Programme within the Pakistani Muslim community in Birmingham with the aim of raising awareness of the lack of donors and increasing the numbers on the bone marrow and organ donation registers. Lessons learnt will support the roll-out of the programme in other similar areas of work.</p><br /><p>NHSBT also has a wide range of leaflets promoting organ donation that are translated into a number of different South Asian languages including Bengali, Gujarati, Hindi, Punjabi and Urdu.</p><br /><p><strong></strong></p><p><strong></strong></p><p><strong></strong></p>

star this property answer text <p>Local authorities retain responsibility for managing provider failure in the social care market. The Government has worked with the Association of Directors of Adult Social Services and partners to publish guidance to support local authorities to develop contingency plans for managing the failure of a social care provider in their local area. The guidance can be found at:</p><br /><p><a href="http://www.lgiu.org.uk/report/care-and-continuity-guide/" target="_blank">http://www.lgiu.org.uk/report/care-and-continuity-guide/</a></p><br /><p>Research by the Local Government Association (LGA) suggests that as of September 2015, at least 95% of councils have contingency plans in place should a major local provider go out of business. This research is available at:</p><br /><p><a href="http://www.local.gov.uk/documents/10180/6869714/2015-08-11+Stocktake+4+Full+Tables+%28Final%29.pdf/f9826461-aaf1-4c86-b5aa-994d2046e80c" target="_blank">http://www.local.gov.uk/documents/10180/6869714/2015-08-11+Stocktake+4+Full+Tables+%28Final%29.pdf/f9826461-aaf1-4c86-b5aa-994d2046e80c</a></p><br /><p>The Government will continue to work with local authorities to ensure they have effective and up to date plans in place.</p><br /><p>The Care Act also gave the Care Quality Commission (CQC) a new function to oversee the finances of care providers which are either large or whose provision is geographically concentrated as their financial failure would make it difficult for local authorities to discharge their statutory responsibilities.</p><br /><p>The oversight function will provide early warning to relevant local authorities in the event that one of these providers is likely to fail and their services cease. This will allow local authorities time to implement contingency plans.</p><br /><p>The Government is working with the CQC and the sector to monitor risks to the system and will develop bespoke contingency plans to support local government to manage provider failure, where appropriate.</p><br /><p><strong></strong></p><p><strong></strong></p>
