star this property answer text <p>Defra is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards and any race horse fatality is one too many.</p><p> </p><p> </p><p> </p><p>In their report, Cheltenham Festival Review 2018, the British Horseracing Authority (BHA), who are responsible for the safety of racehorses at race tracks, made seventeen recommendations to make horseracing safer. The recommendations included that the industry must support a major research project to develop a predictive model for identifying risk factors for all jump racing and that rules relating to pulling up fatigued runners must be appropriately scrutinised and enforced, to encourage positive and responsible behaviour.</p><p> </p><p> </p><p> </p><p>The Government considers that whilst the BHA have made improvements to the welfare of racehorses, there is still more work to be done. star this property answer text <p>Given over 80% of Defra’s agenda is affected by the UK’s departure from the EU, it is not possible to determine whether contracts relate solely to the UK leaving the EU. Accordingly, we are unable to estimate total expenditure on external consultants for work relating to the UK leaving the EU since 2016.</p><p>In September, the National Audit Office reported that Defra has specific contracts with BCG and PWC, up to the values of £9.5 million and £6.7 million respectively, to support the Department’s preparations for leaving the EU.</p> more like this

The annual cost of these additional staff is expected to be around £190 million in 2019/20. star this property answer text <p>Defra publishes a UK Climate Change Risk Assessment (CCRA) every five years which reviews risks and opportunities associated with current and potential future climate change. The most recent CCRA was published in January 2017 and considered a range of scenarios, including global warming of 2⁰C and 4⁰C. The next CCRA will be published in early 2022.</p><p> </p><p>At the end of this month we will release updated UK and global climate projections (UKCP18). These will be available for use by all decision makers to help them build resilience to climate change into their plans, and will form an important part of the evidence base informing the next CCRA.</p> more like this

star this property answer text <p>Under the Animal Welfare Act 2006 (the 2006 Act) it is an offence to fail to provide for an animal’s welfare or to cause it any unnecessary suffering. The 2006 Act is backed up by the statutory Code of Practice for the Welfare of Horses, Ponies, Donkeys and Their Hybrids (the Code). The Code provides owners and keepers with information on how to meet the welfare needs of their horses and includes a specific section on how to tether a horse. Local authorities have powers under the 2006 Act to investigate allegations of cruelty or poor welfare. In addition, welfare organisations such as the RPSCA and World Horse Welfare (WHW) may also investigate such matters. If anyone is concerned about the way a horse has been tethered they should report the matter either to the relevant local authority or to the RSPCA or WHW who can investigate.</p> more like this
