This will ensure that communities that host network infrastructure are recognised for their vital role in ensuring a cheaper, cleaner and self-sufficient energy supply in Britain. Any new community benefit options will not replace community engagement with developments through the existing planning and consultation processes. <br> <br> Local communities will continue to be able to have their say on Nationally Significant Infrastructure Projects (NSIPs) and the benefits they can deliver for their local area, including: environmental enhancements; job schemes; energy discounts; and investment in local infrastructure, such as faster broadband, electric vehicle charging points or energy efficiency measures. Applicants are required to set out in their Statement of Community Consultation how they propose to consult those living in the vicinity of the land. When deciding whether to accept an application for a Development Consent Order, the Planning Inspectorate (on behalf of the relevant Sectary of State) must have regard to this consultation report. Where infrastructure is required as a result of new development, local planning authorities can require contributions from developers towards that infrastructure. Contributions can be sought through Section 106 agreements and the Community Infrastructure Levy.</p><p>To create a more efficient, effective and transparent system, the Levelling Up and Regeneration Bill proposes a new Infrastructure Levy. This will be a mandatory, non-negotiable charge, set and collected locally, to largely replace the complex and discretionary Section 106 regime and CIL charge.</p><p>The Bill will require local authorities to prepare infrastructure delivery strategies. These will set out a strategy for delivering local infrastructure through spending Levy proceeds. They will create a more transparent process for local people on how funds will be spent and what infrastructure will be delivered to support development. It will be for local councils to decide which infrastructure projects they spend the proceeds on.</p><p>The Levy will be brought forward through regulations that will set out the detail of how it will operate. Our National Planning Policy Framework (NPPF) already sets out that planning policies and decisions should promote an effective use of land and make as much use as possible of previously-developed land in meeting the need for homes and other uses, while safeguarding and improving the environment, and ensuring safe and healthy living conditions.</p><p>The NPPF sets out that local plans should establish density standards for city and town centres which seek a significant uplift in density in those areas. Furthermore the NPPF is clear that where there is a shortage of land for meeting housing needs, it is especially important that planning policies and decisions avoid homes being built at low densities and that developments make optimal use of the potential of each site.</p><p>We have introduced a number of measures to support increased density including new permitted development rights to allow more buildings to be extended upwards to create new homes, and to make it easier for existing buildings to be converted to residential use. This will further support residential densification while avoiding the need to build on other types of land.</p><p>We are also bringing forward further reforms to support density through the Levelling Up and Regeneration Bill, including a duty for local authorities to produce design codes to help shape the design of their area, giving greater certainty to communities and developers. In Kent and Medway, more than 400 additional roles staff have been recruited, including pharmacy technicians, first contact physios and mental health practitioners.</p><p>NHS England is working with local partners to attract general practitioners (GPs) to the area and encouraging trainees to undertake placements in Kent. In Kent and Medway, 19 GP trainees are being funded through the Targeted Enhancement Recruitment Scheme. Kent Medical School has 100 medical students hosted in Kent and Medway general practices. Following this review, National Health Service dental contracts were agreed with five new dental practices with an overall increase of 19 whole-time equivalent dentists.</p><p>NHS England is currently preparing to procure further mandatory dental services in Kent, based on the current areas of greatest need. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The Government is committed to improving the response to victims of domestic abuse through the provisions set out in our draft Domestic Abuse Bill and consultation response.</p><p>We are carefully considering the recommendations from the Joint Committee on the draft Domestic Abuse Bill about improving access to public services for victims of domestic abuse and their children and will be responding to the Committee’s report in due course.</p><p>We want to improve the provision of mental health services to ensure that they are available to anyone in need of such services, including domestic abuse victims. Working with partners and agencies, we are monitoring developments and doing all we can to end the conflict. The UK has played a leading role in diplomatic efforts and will continue to do so. My Right Honourable Friend the Foreign Secretary visited Yemen in March. He also hosted a ministerial Quad meeting last month to discuss implementation of the Hodeidah agreement and next steps in the political process. By 2019/20 an estimated extra £18.6 billion a year is estimated to go into workplace pensions as a result of Automatic Enrolment. Automatic Enrolment has reversed the decline in workplace pension saving.</p><p> </p><p>Automatic Enrolment was designed specifically to help groups who historically were poorly served or excluded from workplace pension saving, such as women and lower earners. It is equalising workplace pension participation among eligible men and women. Conditions of use are set out within the current End User and Special User Licences; and</p><p>- Disclosure risk is managed by both the licence agreement with the researcher and the disclosure control applied within the design of the dataset.</p><p> </p><p>To further protect respondent confidentiality in line with current NHS Digital policy, the APMS 2014 is available for secondary research applications through the UKDS portal via the NHS Digital Data Access Request Service (DARS) and is subject to further assessment criteria:</p><p>- The legal basis must be correct and appropriate; evidence of legal basis must cover all intended data flows and processing;</p><p>- The Common Law Duty of Confidentiality must be met;</p><p>- Adequate security controls must be in place for each controller(s) and processor(s), covering all processing and storage locations;</p><p>- The application must provide a clear explanation of all intended purposes, and all processing activities;</p><p>- The data requested must be justified by the purpose, and align with the application;</p><p>- The application must evidence in plain English, the benefit to the health and social care system;</p><p>- Information Commissioner's Office registration for all controller(s)/processor(s) must cover the proposed data processing;</p><p>- The territory of use must be stated;</p><p>- Onward sharing of data must be limited to anonymous data, or sub-licenced to allow this;</p><p>- Data controller(s) must have an active data sharing framework contract in place;</p><p>- European Union or commercially funded applications must ensure adequate controls are in place; and</p><p>- Applications must demonstrate compliance with the Data Protection Act, Health and Social Care Act, Care Act, and the European Union General Data Protection Regulations.</p><p> </p><p>NHS Digital is currently looking at technical and governance options for creating a completely anonymised APMS 2014 dataset by the end of the year, which would be subject to the UKDS EUL terms and conditions only.</p><p> </p><p>Other survey datasets uploaded since November 2017 are available in two versions. It collaborates with charities to support their work to improve healthcare worker knowledge on meningococcal disease, including through the development and distribution of information aimed at all healthcare professionals.</p><p> </p><p>In 2015-16, PHE spent £50,000 on media to raise awareness of the Meningitis ACWY immunisation. A wide range of communications with young people and their parents was undertaken. Media budgets for financial year 2016-17 are not yet finalised.</p><p> </p><p>In 2016-17, PHE provided a £24,000 grant to Meningitis Research Foundation and Meningitis Now, to support their work to increase awareness and knowledge of meningitis and septicaemia symptoms amongst parents. Activities included: inserting 350,000 copies of ‘Babywatch’ and ‘Totwatch’ information materials into the ‘red book’ provided to all new mothers; distributing ‘Babywatch’ toolkit containing cards and posters to 500 maternity units and special care baby units; and a social media campaign to promote Meningitis Now’s ‘Meningitis Signs and Symptoms’ app.</p><p> </p><p>Meningitis Now’s social media campaign generated almost 4 million opportunities to see their adverts (“impressions”) and there were 470,522 views of their videos about the symptoms of meningitis and septicaemia, with the majority of views coming from people new to the charity. This resulted in an 80% rise in downloads of the campaign app. The charity also had nearly 300 new orders for signs and symptoms cards.</p><p> </p><p>Research conducted by PHE in 2016 showed a high level of awareness of meningitis. As the APMS data was identified as containing particularly sensitive data, additional technical disclosure control measures were considered necessary by the NHS Digital Disclosure Control Panel to minimise the risk of re-identification. 	answer	answer is ministerial correction date of answer 20/12/2016 answer text <p>Civil Service Employee Policy provides a central health and well-being service to support departments in their well-being work.</p><p>In 2015, the People Board agreed a strategic approach to health and well-being for the Civil Service. This identified mental health as a key priority. This strategic approach was developed into a Strategic Action Plan, which has now been successfully implemented.</p><p> </p><p>The Law Officers’ Departments provide all staff with access to an Employee Assistance Programme. The service is confidential and includes a 24hours a day, 365 days a year free helpline. Staff can speak to an advisor who will listen and help to explore ways forward on a range of issues including mental health– this can include information, advice, signposting to other local or national services, referral for telephone or face-to-face counselling, or a combination of these. 	answer	answer is ministerial correction date of answer 20/12/2016 answer text <p>The Cabinet Office is committed to helping its employees experiencing mental health problems and has a range of support services in place.</p><p>The Cabinet Office has signed up to the Time to Change pledge on mental health and our Employee Assistance Programme provides online support, counselling and a 24/7 telephone service.</p><p>Our Occupational Health Service helps line managers support employees with their mental health. The Department has also established a Listening Service, a confidential helpline resourced by staff who have been trained in active listening and emotional support.</p><p>The Department provides access to training for example in mindfulness and resilience. Cabinet Office staff are also supported by the central well-being service and staff networks (such as the WorkWell group and disability network), and the Department takes part in awareness campaigns.</p><p>The Cabinet Office provides a central well-being service to other departments including:</p><ul><li>supporting the Civil Service Health and Well-being and Disability Champions to meet the ambitions in the Talent Action Plan and the Work, Health and Disability Green Paper;</li><li>providing policy and manager guidance to support the return to work of those with a mental health illness;</li><li>central messaging in support of events such as World Mental Health Day;</li><li>raising capability through Civil Service Learning training materials;</li><li>supporting individuals with mental health-related workplace adjustments;</li><li>equipping caseworkers to deal with complex mental health issues; and</li><li>sharing and developing best practice.</li></ul><p> </p> answering member constituency Ipswich answering member printed Ben Gummer question first answered 20/12/2016 09:07:28 answering member 3988 label Biography information for Ben Gummer
