star this property answer text <p>The construction of a new station at Horden is being promoted by Durham County Council and funded from the North East Local Enterprise Partnership Growth Deal. To date, no approval has been sought from the Secretary of State for its opening. The Department would expect the sponsors to work with the future Northern franchisee to develop a deliverable plan.</p><p> </p><p>The Invitation to Tender for the northern rail franchise, published in February 2015, confirmed that we would be asking bidders to replace the Pacer trains and introduce 120 new-build vehicles by January 2020. This is part of our transformation of rail travel in the north and a step in the creation of a northern powerhouse for the UK economy.</p><p> </p><p>The Government established Transport for the North (TfN) in October 2014 to formalise cooperation on transport issues in the North. The aim is for TfN to speak with one voice to Government on the transport priorities for the whole of the North. The Department is working closely with TfN and Rail North to develop and prioritise the rail options so that the first tranche is ready for consideration as part of the Government’s Rail Investment Strategy for the next rail investment period (CP6, 2019 – 2024).</p><p> </p><p><del class="ministerial">There is currently a two-hourly Northern service on the Middlesbrough-Sunderland-Newcastle route, with a couple of extra services. By December 2017, this will become an hourly service.</del></p><p><ins class="ministerial"> <p /> <p>Northern Rail provides an hourly service in each direction between Newcastle and Middlesbrough throughout the day with some additional trains at peak times with some through trains serving Hexham and Nunthorpe. Northern improved the Sunday service frequency between Newcastle and Middlesbrough in May 2015 so trains now run every hour in each direction through the week.</p><p /> <p> </p></ins><ins class="ministerial">The ITT for the future franchise requires bidders to provide a materially similar number of train services along the Durham Coast line each day of the week.</ins></p><p> </p><p /> <p> </p><p> </p>

star this property answer text <p><del class="ministerial">The way 800 loyal and experienced workers were treated by P&amp;O Ferries was shameful and utterly unacceptable. There is no excuse for their actions – and we continue to hold them to account.</del></p><p><del class="ministerial">The Department for Transport has conducted a thorough review of government contracts with P&amp;O Ferries, finding that they are not providing any direct services to UK Government. One contract between the Home Office and P&amp;O Ferries was terminated.</del></p><p><del class="ministerial">Whilst the review has concluded, if a contract were to emerge elsewhere which has not been identified through this process, then we would take appropriate action.</del></p><p> </p><p><ins class="ministerial">The way 800 loyal and experienced workers were treated by P&amp;O Ferries was shameful and utterly unacceptable. We continue to hold them to account.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Department for Transport has previously conducted a thorough review of ongoing government contracts with P&amp;O Ferries, and one ongoing contract between the Home Office and P&amp;O Ferries was terminated at our request. We cannot rule out the possibility of Departments procuring P&amp;O Ferries’ services through, for instance, internal commercial booking agents for official business on an ad-hoc basis.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">If any publicly funded ongoing contract were to emerge which has not been identified through this process, then we would take appropriate action.</ins></p>

As an independent regulator, the ORR operates within the framework set by UK and EU legislation and is accountable through Parliament and the courts.</p><p>As announced in 2012 (see <a href="http://orr.gov.uk/__data/assets/pdf_file/0004/13792/network-rail-monitor-2013-14-q4.pdf" target="_blank">http://orr.gov.uk/__data/assets/pdf_file/0004/13792/network-rail-monitor-2013-14-q4.pdf</a> for details)</p><p> </p><p>[the] <em>ORR’s Board issued an order that a reasonable sum of £1.5 million would be returned to funders at the end of CP4 for every 0.1 percentage point below the sector regulated target that Network Rail achieved. We have reviewed the available evidence and concluded that Network Rail did not do everything reasonably practicable to achieve the 2013-14 PPM target in the Long Distance sector, and determined that a reasonable sum of £76.8 million would apply. We adjusted the figure to take account of factors which were beyond Network Rail’s reasonable control including extreme weather, and external factors such as suicides and cable theft. The final sum is £53.1 million</em></p><p> </p><p> </p><p>Ministers and Department officials were briefed by the ORR shortly before the issue of the 2012 order and the final decision on the amount payable, but were not party to either decision.</p><p> </p><p> </p><p> </p><p>DfT Ministers and officials regularly meet with the Office of Rail Regulation to discuss Network Rail’s performance. ORR is the independent economic regulator accountable to parliament and ORR’s board makes its regulatory decisions independently of government.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
