star this property answer text <p>The Trade and Cooperation Agreement provides businesses tariff and quota free access to the EU market, provided that these goods meet ‘Rules of Origin’ requirements.</p><p> </p><p>UK businesses must comply with customs procedures when exporting food. These procedures include Sanitary and Phytosanitary (SPS) border controls as well as technical regulations, standards and conformity assessments. For some food businesses, there may be costs associated with compliance to these procedures. Before the UK left the EU, assessments were made of these costs reflecting a variety of potential trading arrangements with the EU. Work is ongoing to assess these costs now the new trading arrangements under the Trade and Cooperation Agreement are being implemented.</p> more like this

star this property answer text <p>The Parliamentary Under-Secretary of State and I both live in Wales and serve Welsh constituencies. We have a consistent presence in Wales as we conduct many visits, events and meetings in Wales on a regular basis.</p><p>Details of Ministerial visits and meetings are published on the Office of the Secretary of State for Wales’ website and in Quarterly Ministerial Transparency Returns. In addition, visits and meetings conducted in support of the Wales Office priorities are published in the Office of the Secretary of State for Wales Annual Report and Accounts.</p><p>The UK Government has provided extensive support to Neath. A typical household in Wales has received almost £2000 in UK Government support to help with the cost of living. This includes over 205,000 payments delivered in Neath through the Energy Bills Support Scheme. During the Covid-19 pandemic around 10,000 jobs were supported through the furlough scheme, around £21 million was claimed through the Self-Employment Income Support Scheme and around £34 million was given to businesses through government-backed business loans</p><p>The UK Government has also supported innovation within Neath with around £66,000 awarded by Innovate UK since April 2019. The UK Government has also provided £28 million towards the development of the Global Centre of Rail Excellence, a rail innovation facility which will benefit Neath. £15 million in UK Government funding has also been awarded to a group of universities to establish a research and innovation centre at GCRE.</p><p>In addition, Neath Port Talbot, the local authority for the Neath constituency, is receiving over £34 million from the UK Government’s UK Shared Prosperity Fund. Neath is also receiving over £17 million from the Levelling Up Fund to restore the historic estate in the Vale of Neath. The Neath constituency also benefits from the £235 million Swansea Bay City Deal, including £47.7 million invested in the Supporting Innovation and Low Carbon Growth (SILCG) programme.</p><p>This Government is investing in Wales like never before; over £790 million in four City and Regional Growth Deals covering the whole of Wales, £585 million for local authorities to invest through the UK Shared Prosperity Fund, including over £100 million for the Multiply adult numeracy programme, £330 million in capital investment through the Levelling Up Fund and £3.2 million to preserve community assets through the Community Ownership Fund. Wales will benefit from two Freeports backed by £52 million, the British Business Bank’s new £130m Regional Investment Fund, and from Project Gigabit which will enable hard to reach communities to access lightning-fast gigabit capable broadband.</p>

Newport East has also received around £9,000 through the Multi-Sport Grassroots Facilities Programme to level up local sports facilities.</p><p>Our Semiconductor Strategy targets UK strengths, including compound semiconductors. As the home of the world's first compound semiconductor cluster, South East Wales, including Newport East, is well placed to benefit from the Semiconductor strategy and the funding announced.</p><p>In addition, Newport and Monmouthshire, the local authorities for the Newport East constituency, are receiving over £32 million and over £7 million respectively, from the UK Government’s UK Shared Prosperity Fund. Newport East also benefits from the £1.2 billion Cardiff Capital Region City Deal, including £1.5 million invested in the Severn Tunnel park and ride facility.</p><p>This Government is investing in Wales like never before; over £790 million in four City and Regional Growth Deals covering the whole of Wales, £585 million for local authorities to invest through the UK Shared Prosperity Fund, including over £100 million for the Multiply adult numeracy programme, £330 million in capital investment through the Levelling Up Fund and £3.2 million to preserve community assets through the Community Ownership Fund. We have a consistent presence in Wales as we conduct many visits, events and meetings in Wales on a regular basis.</p><p>Details of Ministerial visits and meetings are published on the Office of the Secretary of State for Wales’ website and in Quarterly Ministerial Transparency Returns. In addition, visits and meetings conducted in support of the Wales Office priorities are published in the Office of the Secretary of State for Wales Annual Report and Accounts.</p><p>The UK Government has provided extensive support to Ogmore. A typical household in Wales has received almost £2000 in UK Government support to help with the cost of living. This includes over 207,000 payments delivered in Ogmore through the Energy Bills Support Scheme. During the Covid-19 pandemic over 12,000 jobs were supported through the furlough scheme, over £22 million was claimed through the Self-Employment Income Support Scheme and over £41 million was given to businesses through government-backed business loans</p><p>The UK Government has also supported innovation within Ogmore with over £2.4 million awarded by Innovate UK since April 2019. Ogmore has also received over £4,000 through the Multi-Sport Grassroots Facilities Programme to level up local sports facilities.</p><p>In addition, Bridgend, the local authority for the Ogmore constituency, is receiving over £23 million from the UK Government’s UK Shared Prosperity Fund. The constituency also benefits from the £1.2 billion Cardiff Capital Region City Deal, including the £50 million region-wide sites and premises fund.</p><p>This Government is investing in Wales like never before; over £790 million in four City and Regional Growth Deals covering the whole of Wales, £585 million for local authorities to invest through the UK Shared Prosperity Fund, including over £100 million for the Multiply adult numeracy programme, £330 million in capital investment through the Levelling Up Fund and £3.2 million to preserve community assets through the Community Ownership Fund. Wales will benefit from two Freeports backed by £52 million, the British Business Bank’s new £130m Regional Investment Fund, and from Project Gigabit which will enable hard to reach communities to access lightning-fast gigabit capable broadband.</p>

This includes around 216,000 payments delivered in Pontypridd through the Energy Bills Support Scheme. During the Covid-19 pandemic around 13,000 jobs were supported through the furlough scheme, around £29 million was claimed through the Self-Employment Income Support Scheme and around £62 million was given to businesses through government-backed business loans. The UK Government has also supported innovation within Pontypridd with over £4.3 million awarded by Innovate UK since April 2019.</p><p>In addition, Rhondda Cynon Taf, the local authority for the Pontypridd constituency, is receiving over £45 million from the UK Government’s UK Shared Prosperity Fund. Rhondda Cynon Taf is also receiving over £16 million from the Levelling Up Fund for transport improvements and for refurbishment of the Muni Arts Centre in Pontypridd. The constituency also benefits from the £1.2 billion Cardiff Capital Region City Deal, including the £31 million region-wide housing viability gap fund.</p><p>This Government is investing in Wales like never before; over £790 million in four City and Regional Growth Deals covering the whole of Wales, £585 million for local authorities to invest through the UK Shared Prosperity Fund, including over £100 million for the Multiply adult numeracy programme, £330 million in capital investment through the Levelling Up Fund and £3.2 million to preserve community assets through the Community Ownership Fund. Montgomeryshire has also received over £89,000 through the Multi-Sport Grassroots Facilities Programme to level up local sports facilities.</p><p>In addition, Powys, the local authority for the Montgomeryshire constituency, is receiving over £27 million from the UK Government’s UK Shared Prosperity Fund. Powys is also receiving over £13 million from the Levelling Up Fund to restore the Montgomery Canal. star this property answer text <p>During the review of the Energy Bill Relief Scheme, a large number of contributions from the private sector, trade associations, the voluntary sector and other types of organisations were assessed. These included leisure centres and swimming pools. The Government has taken a consistent approach to identifying the most energy and trade intensive sectors. All sectors that meet agreed thresholds for energy and trade intensity will be eligible for Energy and Trade Intensive Industries support. These thresholds have been set at sectors falling above the 80th percentile for energy intensity and 60th percentile for trade intensity, plus any sectors eligible for the existing energy compensation and exemption schemes.</p> more like this

star this property answer text <p>Disinformation is one of a range of tools used by hostile actors from foreign states to attempt to achieve their wider objectives. DCMS leads the operational and policy response for countering disinformation across HMG. This includes responding to acute information incidents, such as Russian information operations during the war in Ukraine, disinformation relating to COVID-19, and electoral events.</p><p>The Government has amended the National Security Bill which strengthens our legislative response to state-linked disinformation aimed at the UK. The new Foreign Interference Offence brought forward in the National Security Bill will be named as a priority offence in the Online Safety Bill, forcing companies to proactively take action against a wide range of state-sponsored disinformation and state-linked online interference.</p><p>The UK, along with our G7 and NATO partners, is working hard to protect our democracies against disinformation. We work together with our allies on gaining a better understanding of the threat of mis and disinformation, and collaborating on our collective response.</p>

star this property answer text <p>On 21<sup>st</sup> July the UK ratified the Istanbul Convention sending a strong message to women and girls across the UK, and around the world, that the Government is committed to tackling VAWG. The UK applied two reservations, including one on Article 59 which relates to support for migrant victims of domestic abuse.</p><p>The last annual progress report on ratification of the Convention confirmed that the UK’s position on Article 59 is “under review” pending the results and evaluation of the Support for Migrant Victims (SMV) Pilot Scheme. The Government will make a longer-term decision about the UK’s position on Article 59, and whether the reservation on that article should be maintained or withdrawn, in the light of the findings of the Support for Migrant Victims Scheme pilot and wider policy considerations. Therefore, we decided to apply a reservation on Article 59, which nine other countries have also done, to enable the UK to ratify as soon as possible.</p><p>The Government is committed to supporting all victims of domestic abuse, including migrant victims, regardless of immigration status. Therefore, in the interim, £1.4 million of funding has been allocated in 2022-23 to continue to fund support for migrant victims of domestic abuse.</p>

star this property answer text <p>I have regular discussions with Cabinet colleagues about transport infrastructure in Wales. The UK Government has already invested over £340 million in rail infrastructure in Wales, including the electrification of the Severn Tunnel and improvements to Cardiff Central Station.</p><p> </p><p>By improving regional connectivity, the Integrated Rail Plan will unify labour markets, so that people can access a much wider range of jobs; bring businesses closer together; and improve access to key international gateways and markets so they become even more attractive locations for business investment. Crewe Northern Connection would improve connections from North Wales to the HS2 network, potentially bringing many passengers within 2 hours 15 minutes of London.</p><p> </p><p>The Hendy Review also recommended a number of connectivity improvements for Wales. The UK Government is considering these recommendations carefully and will respond later this year.</p><p> </p> more like this

star this property answer text <p>The Department works closely with Motability, and is responsible for the disability benefits that provide a passport to the Motability Scheme. Motability is an independent charitable organisation that is wholly responsible for the terms and the administration of the Scheme, along with oversight of Motability Operations. Motability benefits from government support through tax concessions and the direct payment of mobility allowances.</p><p><strong> </strong></p><p>There have been several external reports, including one by the National Audit Office (NAO) in December 2018, on the Motability Scheme. The Department agrees with the NAO’s finding that the Motability scheme provides an excellent service and that the Scheme is focused on delivering value for money. The Department continues to work with Motability the charity, who set the strategic policies and direction of the Scheme, to ensure that disabled people receive a value for money service with high standards for customer service.</p><p> </p><p>The Department is unable to comment on waiting times for licence renewal as this is outside our remit.</p>

star this property answer text <p>In total, Wales have been awarded approximately £9 million through the first 4 rounds of the Safer Streets Fund to take forward a variety of interventions aimed at targeting neighbourhood crime, violence against women and girls in public, and anti-social behaviour. On 29 July 2022, we announced that 7 bids from Welsh Police and Crime Commissioners were successful in Round 4, totalling £4.1 million investment. star this property answer text <p>On 21 July, the UK Government ratified the Istanbul Convention, sending a strong message across the UK, and around the world, that this Government is committed to tackling violence against women and girls.</p><p> </p><p>As outlined in the Written Ministerial Statement of 17 May 2022, we decided to apply a reservation to Article 59, which relates to residence permits for migrant victims of domestic abuse, to enable us to ratify, pending the evaluation findings of the Support for Migrant Victims (SMV) scheme pilot. We will carefully consider the findings of the SMV pilot to inform any future policy decisions as soon as is practicable.</p><p> </p><p>We are committed to supporting all victims of domestic abuse, regardless of immigration status. £1.4 million of funding has been allocated in 2022-23 to continue to fund support for migrant victims of domestic abuse.</p><p> </p> more like this

star this property answer text <p>Specific timeliness data at the stage of prosecution is owned by the CPS and the AGO. However, I am keenly aware that timeliness in rape cases is an issue nationally, and at every stage of the system. Through the data delivery dashboards, we are working with partners at local level, including in Wales, to understand specific contexts and trend analysis, and to make improvements.</p><p>In June 2021, we published the End to End Rape Review report and action plan with our plan to transform the way the criminal justice system responds to rape and increase the number of adult rape cases being charged and going to court.</p><p>Our research within this report set out that the reasons for the decline in cases reaching court are complex and wide-ranging, including an increase in personal digital data being requested, delays in investigative processes, strained relationships between different parts of the criminal justice system, a lack of specialist resources and inconsistent support to victims.</p><p>Since the report was published, we have made significant progress in delivering actions to change the system for the better. We are:</p><ul><li>Regularly publishing the CJS delivery data dashboard, which includes data for adult rape cases specifically. This allows us to increase transparency, increase understanding of the justice system and support collaboration, especially at a local level.</li><li>Expanding support for victims, including creating a national 24/7 support line for victims of rape and sexual abuse, so that every victim can access support whenever and wherever they need it. We are more than quadrupling funding for victim support services, from £41m in 2009/10 to £192m by 2024/25, and using this additional ringfenced funding to increase the number of Independent Sexual and Domestic Violence Advisors (ISVAs and IDVAs) by 300, to over 1000 by 2024/25 - a 43 percent increase over the next three years.</li><li>Establishing suspect-focused rape investigations – known as Operation Soteria – across five police forces. We will expand to 14 more by September, with a national rollout completed by June 2023.</li><li>Boosting the number of police officers, and specialist rape and sexual offences roles within the CPS, so that they have the capacity and capability to investigate rape cases more effectively. The CPS has committed to increasing its rape and serious sexual offences workforce by 194 – from 433 – by the end of March 2023.</li><li>Expanding pre-recorded cross-examination (Section 28) for victims of sexual violence and modern slavery in Crown Courts nationwide – with this vital measure now available in almost half of all Crown Courts (37 locations). The Government is committed to rolling it out nationwide by September.</li></ul><p>Alongside our progress update published in June, we additionally announced a pilot of enhanced specialist sexual violence support in the Crown Court. This is aimed squarely at doing better by rape victims, giving them the support they need to stay engaged in the process and get the justice they deserve.</p><p>We are starting to see the results of these interventions. Rape convictions were up by 67% in 2021 compared to 2020, and 27% compared to 2019.</p><p>We are committed to going further and pushing harder on our actions so that we see bigger impacts, deliver wider system change and crucially, deliver justice for victims of rape and sexual abuse.</p>
