unstar this property answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. The outcome we want by 2028 is for an enhanced collection across Government to better build an evidence base to identify and address the needs of veterans.</p>

unstar this property answer text <p>The runway was closed as planned on 15 April 2019 to fixed wing aircraft. Rotary wing operations have continued, while fixed wing aircraft are now operating from RAF Benson.</p><p>Construction works have commenced to remove the existing runway surface and arrestor beds. This will be followed by preparatory works for resurfacing the runway, installation of new arrestor beds and new approach lighting. Works will continue through summer to be completed in late October 2019.</p><p>The estimated capital cost of the project is £23 million inclusive of VAT. The works will assure military flying operations in support of UK Defence and the wider Government at RAF Northolt for the next 10 - 15 years.</p> more like this

unstar this property answer text <p>The Government’s position is that the National Health Service is now, and always will be, a public service free at the point of delivery.</p><p>The independent sector has been providing care for NHS patients under successive Governments. Local clinical commissioning groups (CCGs), alongside NHS England commissioners, with their clinical expertise, are responsible for commissioning high quality care for their populations. We are clear that patients should be able to access the best possible treatments based on quality of care, and not type of provider.</p><p>Under the NHS Choice Framework, published by the Department, those choosing where to go for their first appointment as an outpatient have a legal right to choose any provider which provides clinically appropriate care for their condition, and has been appointed by the NHS to provide that service, meaning it has been commissioned by a CCG or NHS England to provide this NHS service. This may be an NHS provider, a voluntary, charity or social enterprise organisation, or an independent sector provider.</p>

A split by individual scheme is therefore not available. In 2017-18 funding for these schemes was £104,709,791. Audited spend data for the 2018-19 financial year is not yet available.</p><p>This includes funding for the Healthy Start website which costs approximately £12,000 per year and which, together with the Start4Life website, promotes the Healthy Start scheme to the public and retailers. Retailers, local authorities and healthcare professionals such as midwives and health visitors are encouraged to use the relevant promotional material available on the Healthy Start website. unstar this property answer text <p>The National Air Traffic Services (NATS) undertook initial fast time simulation work for the Airports Commission to assess the possible implications arising from the indicative airspace design for a third runway at Heathrow Airport. This work took account of the likely air traffic demands of airports across the South East, including RAF Northolt.</p><p> </p><p>Heathrow Airport’s airspace design proposals for the third runway are following the Civil Aviation Authority’s airspace change process. This is a thorough process requiring extensive consultation with communities and other stakeholders, including the military and airports that may be affected by the proposal. To date Heathrow Airport has held a public consultation on its design principles as well as second consultation on its proposed design envelopes. The airport is expected to launch its statutory consultation on flightpath design options in 2022.</p><p> </p> more like this

unstar this property answer text <p>Our veterans play a vital role in keeping our country safe and many have dedicated their lives to the services. For those who fall on hard times it is only right that we give them all the support they need to put a roof over their head.</p><p>We recognise that there are limited statistics on homelessness; that is the why the MOD and MHCLG are working together to gather more comprehensive data on this issue. The Combined Homelessness and Information Network (CHAIN) statistics suggest that 3 per cent of the rough sleeping population in London have served in the Armed Forces and other independent research shows that the rough sleeping figures for veterans are around 3-4 per cent across the UK. The same research shows that an individual is less likely to be homeless if they have served in the Armed Forces.</p><p>There are, however, a number of existing support services available to veterans who are, or at risk of homelessness. This includes, the Veterans Gateway, an online web and telephone resource for veterans, within which is a housing specialist who has up-to-date information of any vacancies with the 4,000+ homes in the country specifically ringfenced for Veterans.</p><p>This is in addition to the £1.2 billion my Department has now committed to tackling all forms of homelessness and rough sleeping. This includes £1 million of specific funding targeted at ensuring veterans receive the right support and guidance required to ensure more veterans are prevented from becoming homeless.</p><p>In April 2018, we also introduced the Homelessness Reduction Act, its Duty to Refer requires public bodies to refer members of the armed forces, who maybe homeless or threatened with homelessness in England, to a local housing authority within 56 days, having gained the individual’s consent. A person who is vulnerable as a result of having been a member of Her Majesty’s regular armed forces (a veteran) has priority need for accommodation and will be housed by a local authority if they become homeless.</p><p> </p><p> </p>

unstar this property answer text <p>In 2017 the Office of Government Property published the Guide for the Disposal of Surplus Land, providing detailed guidance on how to plan for and execute land disposals.</p><p>This guide mandates that departmental land holdings must be registered on the e-PIMs central record system. Land holdings deemed surplus are recorded on the Register of Surplus Land for at least 40 days for other government departments to express an interest.</p><p>Homes England and Department for Education/LocatEd are given a higher allowance of 50 days to express an interest if the site could be developed for housing or a free school.</p><p>After the 50-day period surplus land holdings are recorded on the publicly accessible Government Property Finder on Gov.uk.</p><p>The Cabinet Office are currently in the process of sale/disposal of:</p><p>Sunningdale Park, Ascot - under conditional contract for sale, with imminent completion expected. Once finalised, the department will have no ongoing liabilities for the site.</p>

unstar this property answer text <p>Within the free school programme, if a freehold site is deemed surplus for educational use, the department commission LocatED, a government–owned property company, to market the asset, which includes posting on to the central database of Central Government Civil Estate properties and land. The department has a freehold of the Grade II listed Old Admiralty Building in London. This building is currently empty because the department is undertaking an extensive refurbishment of the building. In early 2020, the freehold will transfer to the Government Property Agency. All other departmental office premises are leasehold buildings, in which we are a tenant.</p> more like this

unstar this property answer text <p>The Department does not currently have any buildings sitting empty. The only surplus building held by the Department is Hazel Court, Haydon Place, St Johns Hill, Battersea. Hazel Court is occupied by Guardians (who perform a caretaker role) so not technically empty. Disposal options for this asset are being considered.</p><p>Part of the Department estate is made up of land that is not developable for several reasons, this includes land such as highways, footpaths and verges. Of the developable land, the following is surplus;</p><p>- Land at Elmfield Way off Harrow Rd, London W9 – Disposal options are currently being considered;</p><p>- Land at Churchill Rd, Wisbech – Currently assessing the long-term health and/or social care need;</p><p>- Land at Racecourse Lane, Shrewsbury – Currently assessing the long-term health and/or social care need;</p><p>- Land at Princess Royal Hospital, Telford – Currently assessing the long-term health and/or social care need; and</p><p>- Ransom Strip, Cumwinton Drive, Carlisle – Sale has been agreed and completion due shortly.</p>
