unstar this property answer text <p>NHS England is committed to providing the most appropriate out-of-hospital urgent care, which is simple for patients to navigate. In response to the review of urgent treatment services in the National Health Service (published in 2015), patients and the public said that they felt confused by the mix of walk-in centres, minor injuries units and urgent care centres, in addition to numerous general practitioner health centres and surgeries offering varied levels of core and extended service.</p><p> </p><p>The ‘Next Steps on the NHS Five Year Forward View’ set out plans for the roll-out of urgent treatment centres. Following the publication of ‘Urgent Treatment Centres – Principles and Standards’ in July 2017, systems have been developing their plans for local service provision.</p><p> </p><p>The NHS Long Term Plan has reiterated the intent to fully implement the Urgent Treatment Centre model by autumn 2020, so that all localities have a consistent offer for out-of-hospital urgent care.</p>

unstar this property answer text <p>Our veterans play a vital role in keeping our country safe and we are committed to ensuring that they are provided with all the support they need to successfully adjust back into civilian life.</p><p>In March we allocated an additional £1 million of bespoke funding to support ex-members of the armed forces who are or are at risk of becoming homeless. The funding has been allocated between the Combined Authorities and the Greater London Authority, and will be used to develop new services and support them in engaging with existing service provision.</p><p>As recommended by the UKSA, we have included CHAIN (Combined Homelessness and Information Network) statistics within the Rough Sleeping Statistics release. Overall, 7 per cent of people seen sleeping rough by outreach workers across London during 2017/18 had served in the armed forces at some point in their lives. 3 per cent of these were UK nationals - around 135 people. Although CHAIN offers more information on the flows and characteristics of people rough sleeping, data quality is influenced by the number of outreach workers active on any one night. Therefore a local authority which does not have a commissioned outreach team may appear to have fewer rough sleepers than an adjacent borough which does have an active outreach service.</p><p>MHCLG is actively encouraging local authorities with significant numbers of rough sleepers to improve their year-round data. We are working collaboratively with local authorities to develop improved homelessness data and outcomes that can measure progress in reducing rough sleeping and homelessness.</p><p>In April 2018, we introduced a new data capture tool called H-CLIC. H-CLIC captures information on all those who engage with local authority homelessness services and will collect information on the support needs of a household, including support need resulting from being in the armed forces.</p><p>We are also establishing local data pilots which will seek to improve the evidence on rough sleeping in some areas. These data pilots will help to provide a richer picture on the characteristics of rough sleepers in some areas.</p><p>The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all.</p><p>We have committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. In its first year, our Rough Sleeping Initiative provided over 1,750 new bed spaces and 500 staff. This year we have expanded the RSI with investment of £46 million for 246 areas – providing funding for an estimated 2,600 bed spaces and 750 staff.</p>

unstar this property answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. The outcome we want by 2028 is for an enhanced collection across Government to better build an evidence base to identify and address the needs of veterans.</p>

unstar this property answer text <p>Local authorities have a statutory responsibility to review and assess local ambient air quality, and are responsible for mitigation of air pollution where people are likely to be exposed. Defra provides guidance and support to local authorities on monitoring; positioning of monitors is expected to be in line with national and local priorities.</p><p> </p><p>In addition, Defra’s national network of air quality monitors currently comprises 272 sites across the UK and is managed by the Environment Agency. Sites are organised into networks that gather information on a wide range of pollutants in towns and cities as well as in rural areas. Some monitoring sites are focused on measuring specific sources, e.g. road traffic or industry whilst others are focused on background concentrations.</p><p> </p><p>Monitoring data is made available on our UK-AIR website. Data from the Automatic Urban and Rural Network is reported in near-real-time and is updated every hour. unstar this property answer text <p>The runway was closed as planned on 15 April 2019 to fixed wing aircraft. Rotary wing operations have continued, while fixed wing aircraft are now operating from RAF Benson.</p><p>Construction works have commenced to remove the existing runway surface and arrestor beds. This will be followed by preparatory works for resurfacing the runway, installation of new arrestor beds and new approach lighting. Works will continue through summer to be completed in late October 2019.</p><p>The estimated capital cost of the project is £23 million inclusive of VAT. The works will assure military flying operations in support of UK Defence and the wider Government at RAF Northolt for the next 10 - 15 years.</p> more like this

unstar this property answer text <p>The Government’s position is that the National Health Service is now, and always will be, a public service free at the point of delivery.</p><p>The independent sector has been providing care for NHS patients under successive Governments. Local clinical commissioning groups (CCGs), alongside NHS England commissioners, with their clinical expertise, are responsible for commissioning high quality care for their populations. We are clear that patients should be able to access the best possible treatments based on quality of care, and not type of provider.</p><p>Under the NHS Choice Framework, published by the Department, those choosing where to go for their first appointment as an outpatient have a legal right to choose any provider which provides clinically appropriate care for their condition, and has been appointed by the NHS to provide that service, meaning it has been commissioned by a CCG or NHS England to provide this NHS service. This may be an NHS provider, a voluntary, charity or social enterprise organisation, or an independent sector provider.</p>

unstar this property answer text <p>Funding allocated to the Healthy Start scheme is accounted through a single cost centre together with the Nursery Milk scheme. A split by individual scheme is therefore not available. In 2017-18 funding for these schemes was £104,709,791. Audited spend data for the 2018-19 financial year is not yet available.</p><p>This includes funding for the Healthy Start website which costs approximately £12,000 per year and which, together with the Start4Life website, promotes the Healthy Start scheme to the public and retailers. Retailers, local authorities and healthcare professionals such as midwives and health visitors are encouraged to use the relevant promotional material available on the Healthy Start website. unstar this property answer text <p>The National Air Traffic Services (NATS) undertook initial fast time simulation work for the Airports Commission to assess the possible implications arising from the indicative airspace design for a third runway at Heathrow Airport. This work took account of the likely air traffic demands of airports across the South East, including RAF Northolt.</p><p> </p><p>Heathrow Airport’s airspace design proposals for the third runway are following the Civil Aviation Authority’s airspace change process. This is a thorough process requiring extensive consultation with communities and other stakeholders, including the military and airports that may be affected by the proposal. To date Heathrow Airport has held a public consultation on its design principles as well as second consultation on its proposed design envelopes. The airport is expected to launch its statutory consultation on flightpath design options in 2022.</p><p> </p> more like this

In October 2018 we announced a New Homes Ombudsman for buyers of new build homes, and our intention to bring forward legislation to close the gaps in redress services for consumers including to require all private landlords to sign up to a redress scheme.</p> more like this
