The EWS1 was designed to address concerns around the potential for costly remediation works on high-rise buildings. I recognise the leadership role RICS has taken in this challenging area. The Tree Preservation Order (TPO) system is an important method of protecting trees and woodlands of amenity value.</p><p>The Town and Country Planning Regulation 2012 clearly sets out that an authority is only liable to pay compensation for damage caused by TPO trees in certain circumstances; there are strict criteria and limitations. This is also set out in our Planning Practice Guidance.</p><p>This year, the Government has made available an increase in Core Spending Power in England from £49 billion in 2020-21 to up to £51.3 billion in 2021-22, a 4.6% increase in cash terms. 	answer	answer is ministerial correction date of answer 26/10/2020 answer text <p>The Government recognises that the community-led housing sector – of which housing co-operatives are an important part – offers significant potential for helping to meet housing need across England. In addition to helping to increase the rate of delivery of new housing, it will help to deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>The principal way in which the Government supported the community-led housebuilding sector in England in recent years was through the Community Housing Fund, making available £163 million in grants over 2018/19 and 2019/20. Budgets for future years will be considered at the Spending Review later this year.
