It represents the costs of searches, advertisements, response handling, assessment and support to selection panels. The figures do not include expenditure on Contingent Labour, the process used to engage temporary staff through recruitment agency contracts.</p><p> </p><p>Generally, recruitment to the MOD for all grades below the Senior Civil Service is carried out by Defence Business Services who do not make use of external recruitment agencies when appointing MOD Crown Servants. This is not the case in Defence Equipment and Support (DE&amp;S), which is now a bespoke trading entity. Since 2013, DE&amp;S has made use of agency support in recruiting staff in order to ensure it has access to suitably qualified and experienced personnel to fill specialist vacancies. star this property answer text <p>The Royal Fleet Auxiliary, Defence Equipment and Support and the Trading Funds were included in the baseline workforce calculation.</p><p>The Ministry of Defence is managing a range of change programmes designed to deliver Defence outputs more efficiently and effectively, including Army 2020 and outsourcing logistics to Leidos. A Business Improvement Review has been set up to identify opportunities to improve the efficiency and effectiveness of support activities across Defence. This Review will look at the total shape, size and structure of our civilian workforce, the functions and processes that they are engaged in, and how those can be made more efficient.</p><p>The Department expects the civilian workforce to reduce to around 41,000 by 2020. However, the timing and reductions associated with individual programmes are still to be determined and final decisions will be subject to consultation with employee representatives, value for money considerations and, where appropriate, commercial negotiation.</p>

star this property answer text <p>The figures for unauthorised entries to military bases include drones and air balloon flying at low altitude over military sites but do not include failed attempts at unauthorised access. None of these incidents resulted in any significant ramifications for Defence Security.</p><p> </p><p>The Ministry of Defence (MOD) treats all unauthorised entries very seriously.
