This is why we have made sure that there are preference services in place to help those people stop receiving unwanted mail.</p><p> </p><p> </p><p> </p><p>By registering with both preference services offered by the Direct Marketing Association (DMA) and Royal Mail’s door-to-door opt-out service, the vast majority of unsolicited mail can be stopped. 	answer	answer is ministerial correction date of answer 09/09/2015 answer text <p>The Driver and Vehicle Licensing Agency (DVLA) used media, online channels, direct mail and advertising to inform people about the abolition of the paper counterpart to the driving licence. The DVLA also engaged with trade organisations, vehicle hire companies and wrote directly to 640,000 professional bus and lorry drivers. Information has been sent to around a million drivers each month since February with driving licence renewal reminders. Awareness of the change amongst the public is now over 84%.</p><p> </p><p> </p><p> </p><p>The DVLA has a dedicated local rate telephone service in place for drivers who do not have access to the online service. This service is available Monday to Friday from 8am to 7pm and Saturday from 8am to 2pm. Since the paper counterpart was abolished in June 2015, more than 154,000 drivers have used the telephone service. We have no plans to extend the scheme to carers or partners. Carers should not use a badge if the badge holder is not travelling with them, so do not need a badge in their own right. The scheme already permits badges to be issued on a case by case basis to people with <em>any permanent disability</em> that affects their walking to the necessary degree. It will stop people being inundated withrequests which they do not wish to receive and it will stop charities wasting resources oncommunicating with people that do not wish to hear from them. 	answer	answer is ministerial correction date of answer 23/11/2015 answer text <p>Along with Gatwick and Stansted, the Government sets night flight restrictions at Heathrow, using its powers under s.78 of the Civil Aviation Act 1982.</p><br /><p>These restrictions limit the number of flights between the hours of 23.30 and 06.00 that can take place during a particular season - there are two seasons per annum, winter and summer, which coincide with the use of Greenwich Mean Time and British Summer Time. Heathrow is limited to 5,800 flights a year during these hours, which translates in to an average of 16 flights per night. Due to a voluntary agreement which prevents scheduled movements before 04.30, most of these flights are from aircraft arriving between the hours of 04.30 and 06.00. It should be noted that these restrictions do not preclude additional aircraft from operating at Heathrow during the night period in the case of emergencies or severe disruption.</p><br /><p>As well as limiting the number of movements allowed within an airline season, these restrictions place requirements on the aircraft that can operate during the night period, and place seasonal limits on the amount of noise energy that can be emitted at Heathrow. Aircraft are certified by the International Civil Aviation Organisation (ICAO) according to the noise they produce and the higher the band an aircraft is certified as the higher quota amount it uses with each movement. The Government has also prohibited the noisiest types of aircraft from using the airport during the night.
