answer	answer is ministerial correction date of answer 08/11/2018 answer text <p>We published the Litter Strategy for England in April 2017, setting out our aim to clean up the country and deliver a substantial reduction in litter and littering within a generation.</p><p>We have launched the Litter Innovation Fund to support councils and communities in the development and evaluation of innovative approaches to tackling litter. In our 25 Year Environment Plan we stated that recycling food waste is a key priority. Many local authorities have introduced separate collections of food waste and we support an increase in numbers so that the amount of food waste sent to landfill continues to decline. answer	answer is ministerial correction date of answer 19/12/2018 answer text <p>On 24 September we published the Regulating chemicals (REACH) if there’s no Brexit deal technical notice. This set out the Government’s contingency plans for regulation with the aim of minimising disruption at the point of exit, and provided information for businesses which need to prepare for a no-deal scenario. Building on this, we published UK REACH additional guidance if there is no Brexit deal on 4 December. This detailed guidance set out the actions businesses would need to take in a no-deal EU exit for a number of scenarios. Only ECHA can provide detailed guidance on registrations for access to the EU market on a no deal scenario but we ensured both the technical notice and additional guidance provided a clear link to the European Chemical Agency (ECHA) ‘no-deal’ guidance.</p><p> </p><p>The current ECHA guidance outlines an intended mechanism by which UK companies can transfer their registrations to EU based entities in order to maintain uninterrupted EU market access. ECHA have said they will provide further detail in January 2019. answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>The Secretary of State commissioned an independent review into serious and organised crime in the waste industry which was published in November last year. The Resources and Waste Strategy sets out our new strategic approach to tackling crime and poor performance in the waste sector and actions in response to the recommendations of the review. We will:</p><p> </p><ul><li><p>consult on a fundamental reform of the waste carriers, brokers and dealers system to ensure that the supply of waste to criminals is curtailed;</p></li><li><p>consult on mandatory digital tracking of waste movements; and</p></li><li><p>work with the Environment Agency to create a Joint Unit for Waste Crime to deal with the threat of serious and organised criminal gangs.</p></li></ul><p> </p><p>These actions will build on the strong action we have already taken, including by:</p><p> </p><ul><li><p>legislating to enable local authorities and the Environment Agency to issue fixed penalty notices to householders who breach their duty of care to only pass their waste to authorised operators who can dispose of it legally and safely. The penalties came into force on 7 January this year;</p></li><li><p>enhancing local authorities’ and the Environment Agency’s ability to search and seize vehicles of suspected fly-tippers and introducing new powers for the Environment Agency to block access to problem waste sites.</p></li><li><p>increasing the fixed penalties for littering offence, and introducing new powers to tackle littering from vehicles. From April this year, the minimum fixed penalty for littering will rise from £50 to £65; and</p></li><li><p>consulting on improved guidance to litter authorities on the proportionate and effective use of their enforcement powers. answer	answer is ministerial correction date of answer 22/02/2019 answer text <p>The Government published its Resources and Waste Strategy in December last year which sets out our plans to reduce plastic pollution.</p><p> </p><p>Domestically we have made good progress, from banning microbeads in rinse-off personal care products and removing 15.6 billion plastic bags from circulation with our 5p charge to strengthening the protection of our marine areas. We are currently consulting on extending and increasing the carrier bag charge.</p><p> </p><p>We are also consulting on reforming existing packaging waste regulations, introducing a deposit return scheme for drinks containers, and increasing consistency in the recycling system. Legislative proposals will be developed taking account of the consultation responses.</p><p> </p><p>Our ambition is to eliminate all avoidable plastic waste - not just single use plastics - throughout the lifetime of the 25 Year Environment Plan. However, for the most problematic plastics we are going faster, which is why we commit to work towards all plastic packaging placed on the UK market being recyclable, reusable or compostable by 2025.</p><p> </p><p>In general, we prefer to help people and companies make the right choice, rather than banning items outright. There may, however, be times when a ban is appropriate as part of a wider strategic approach. We have concluded a consultation on banning the distribution and/or sale of plastic straws, drink stirrers, and plastic stemmed cotton buds and will shortly be publishing a summary of responses.
