The UK and the EU have a mutual interest in maintaining our integrated chemical supply chains as the chemicals industry is an economically significant sector in both regions, and it underpins key downstream sectors including automotive, aerospace, construction and pharmaceuticals. In the White Paper on our future relationship with the European Union published in July, the UK has proposed that chemicals are part of a UK-EU free trade area on goods, with continued UK participation in the European Chemicals Agency (ECHA) underpinning this arrangement. The PSI specifies that closed visits should be imposed where there is an identified risk of smuggling prohibited items.</p><p>We recognise the benefits that Internet Based Video Services (IBVS) can provide in assisting prisoners with maintaining family ties. At present, however, prisoners are not allowed to use an IBVS as a way of communicating, due to operational concerns about the control measures available to safeguard the use of such communications. On 29 October, DCMS published two of the consultations promised in the FTIR, on new legislation to reform existing access agreement arrangements to provide a right of entry for communication providers in cases of absentee landlords, and to ensure full fibre connections to new build developments. At Budget, the Government also announced £200m from the National Productivity Investment Fund (NPIF) to further support the deployment of full fibre to the commercially most difficult to reach premises. In its October Connected Nations report, Ofcom confirmed that full fibre coverage had reached 1.4 million premises in May 2018, up from less than 900,000 premises in May 2017. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Since launching the Preventing Sexual Violence in Conflict Initiative (PSVI) in 2012, the UK has continued to lead global efforts to end the horror of sexual violence in conflict, and we have committed over £44 million in UK funding across 26 countries. The Ministry of Defence has trained 17,000 000 national and international police and military personnel, including peacekeepers, on sexual and gender-based violence issues, including in Kenya, Nigeria, DRC, Malawi and Iraq. The UK’s PSVI Team of Experts has been deployed over 90 times, to build the capacity of partner governments, the UN and NGOs. We have launched the first and second editions of the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict, and employed the Protocol to build the capacity of governments, judiciary, police, military and civil society to gather evidence of sexual violence in conflict and strengthen prosecutions. It has also been used by many NGOs and international organisations such as the ICC and UN OHCHR. To help tackle the stigma of sexual violence, we launched the ‘Principles for Global Action: preventing and addressing stigma associated with conflict-related sexual violence’ at the UN General Assembly in September 2017. These principles have been used by organisations including the UN, for example as part of the Stigma Alleviation Program in Bosnia and Herzegovina. We have been working hard with our international partners to establish a network of Marine Protected Areas (MPAs), and gain agreement for MPAs in East Antarctica, the Weddell Sea and around the Antarctic Peninsula. It is not in our gift to implement the MPA unilaterally. It is subject to an international treaty. At the recent CCAMLR annual meeting, which concluded on 2 November 2018, these proposals were rejected by Russia and China. Not studying the EBacc prior to age 16 is likely to close down options early by precluding pupils from taking those subjects any further (for example, at A level). They provide a sound basis for a variety of careers beyond the age of 16. These subjects also enrich pupils’ studies and give them a broad general knowledge that will enable them to participate in and contribute to society.</p><p> </p><p>There is evidence that suggests that subject choice at A level directly impacts the under-representation of lower socio-economic groups at high status universities, and that these gaps can be closed by reducing differences in attainment and subject choice at GCSE. The EBacc is therefore key to removing the barriers to ensure that all children are given the same chances through education to succeed.</p><p> </p><p>Since the introduction of the EBacc the proportion of pupils taking this combination of subjects has risen from 22% in 2010 to 38% this year. This includes welcome increases in the proportion of pupils taking EBacc science (up from 63% in 2010 to 95% this year) and history or geography (up from 48% in 2010 to 78% this year). T levels will be two-year classroom-based technical training programmes for 16 to 19 year olds, which include a technical qualification, work placement, English and maths and any other components required by employers. The first teaching of T levels will begin in September 2020 with all routes available from September 2022. We will be investing up to an additional £500 million a year on T levels once fully rolled out.</p><p>This builds on our reforms to apprenticeships, making them longer, better, with more off-the-job training and proper assessment at the end. We are also encouraging employers to take on younger apprentices aged 16 to 18, through incentives to employers and training providers. We have also introduced a new careers strategy which sets out how we will go further to make sure that young people can talk regularly to employers and training providers while they are still at school. This is being supported by a Teachers Pay Grant of over £500 million covering the difference between the first 1% that schools would have been anticipating under the previous public sector pay cap and the 2018 award.</p><p>The Department has put in place a range of measures, including generous bursaries, worth up to £26,000 for priority subjects, to encourage trainees to take key subjects such as mathematics and physics. The Department is also testing new financial incentives for priority subject teachers. These include early-career payments for new maths teachers and a student loan reimbursement scheme for languages and science teachers.</p><p>The Department invests in a range of programmes to help teachers develop the knowledge and skills required to be successful in moving into school leadership positions. These include the recently strengthened National Professional Qualifications (NPQs), with over £10m made available to help schools in priority areas benefit from this high-quality professional development.</p><p>Earlier this year the Department announced the development of a new strategy to drive recruitment and boost retention of teachers. This element of the funding is for providers to attract, retain and support disadvantaged students and to support students with special educational needs and disabilities. Disadvantage funding is provided to institutions for students with low prior attainment or for students who live in the most disadvantaged areas. For the 2018/19 academic year, we have allocated approximately £510 million to institutions for 16 to 19 year olds to provide extra support for students from disadvantaged areas.</p><p>The department also provides financial support for 16 to 19 year olds who are economically disadvantaged to help with costs associated with staying in post-16 education such as travel and course equipment. The 16-19 Bursary Fund is the main programme, but there is also residential and childcare support available. These programmes aim to enable 16 to 19 year olds to participate in education whatever their financial situation.</p><p>For those aged 19 and above, the Adult Education Budget provides financial support to help adult learners to overcome barriers that prevent them from taking part in learning. Through learner support, colleges and training providers have the discretion and flexibility to help learners meet costs such as travel, books, equipment and childcare. In addition, learning support, such as equipment, an interpreter or support worker, is available to meet the needs of learners with learning difficulties or disabilities. I am meeting with the National Deaf Children’s Society in November to find out more about their concerns.</p><p>In April, the Whole School special educational needs and disabilities (SEND) consortium, led by the National Association for Special Educational Needs, were awarded a two-year contract for a new programme of work which will focus on building the skills of teachers working in mainstream and special schools and ensuring the schools’ workforce are equipped to identify and meet their training needs in relation to SEND. The National Sensory Impairment Partnership are part of the consortium.</p><p>Local authorities play a key role in providing support to children and young people with sensory impairment. They are best placed to determine local priorities and make funding decisions in consultation with local people and having regard to the range of statutory responsibilities placed on them. The Prime Minister has been clear that, in any scenario, there is no question of asking EU citizens resident here to leave. On 21 September, the Prime Minister confirmed that, in the event of no deal, all EU citizens resident in the UK before 29 March 2019 will be able to stay, their rights will be protected, and they will be able to live their lives broadly as they do now.</p><p>On 30 October, the Prime Minister extended that commitment to citizens of Norway, Iceland and Liechtenstein; and we are close to reaching an agreement with Switzerland. Friend the Secretary of State for Education announced this week £6.5 million funding for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.</p><p>The government set out, prior to Budget 2018, plans to spend £3.5 billion this year on our free early education entitlements. We provide 15 hours of free early education for disadvantaged two year-olds, with almost 750,000 benefitting since 2013, and we provide the Early Years Pupil Premium, which delivers up to £300 per eligible child per year to support better outcomes for disadvantaged three and four year olds. For the period of 2019 to 2020, we estimate that £80 million more will need to be put into the Teacher Pensions Scheme by further education employers as a result of the recent revaluation.</p><p>Our intention is to fund general further education colleges and sixth form colleges, specialist designated institutions and adult and community learning providers for the increased costs resulting from the changes to the valuation of the Teachers’ Pension Scheme.</p><p>We will undertake a public consultation to make sure that we are allocating funding to where it is most needed. This builds on similar pilots in 2018.</p><p>In addition, the Government is looking to introduce measures which will prohibit party campaigners from handling postal votes, and apply a limit to the number of postal ballots that any one individual can hand in at a polling station. The provisions will be backed up by a new offence, and will make a significant contribution to enhancing the security of postal voting. Over 234,000 people have signed up for an account.</p><p> </p><p>Through central levers such as the Digital Service Standard, Service Assessments and Spend Controls processes, GDS has supported fundamental improvements in the way government designs and delivers digital services and IT investments. The Code makes it clear that there is a balance to be struck between the public interest in diverting a defendant with significant mental illness such as dementia from the criminal justice system and other public interest factors in favour of prosecution, including the need to safeguard the public.</p><p>The eighth edition of the Code for Crown Prosecutors was published in October 2018. Prosecutors are asked to “have regard to whether the suspect is, or was at the time of the offence, affected by any significant mental or physical ill health or disability, as in some circumstances this may mean that it is less likely that a prosecution is required. However, prosecutors will also need to consider how serious the offence was, whether the suspect is likely to re-offend and the need to safeguard the public or those providing care to such persons.”</p><p>The existing CPS legal guidance on prosecuting ‘Mentally Disordered Offenders’ is currently being revised to include specific guidance on prosecuting cases where the suspect suffers from a condition such as dementia.
