unstar this property answer text <p>The government supports the efforts of the Japan Foundation to help schools teaching Japanese. Since September 2014, maintained primary schools in England must teach a modern or ancient foreign language to pupils at key stage 2 (ages 7 to 11). Schools can choose which language or languages to teach and should enable pupils to make substantial progress in one language by the end of primary school.</p><p>The government took action in 2010 to halt the decline in the number of school children taking language GCSEs by including it within the English Baccalaureate. This has had a positive effect on the take up of languages in schools. The proportion of the cohort in state funded schools entered for a modern foreign language has risen from 40 per cent in 2010 to 49 per cent in 2015. The government’s goal is that, in time, at least 90 per cent of pupils enter GCSEs in the EBacc subjects of English, maths, science, humanities and languages.</p> more like this

unstar this property answer text <p /> <p><strong> </strong></p><p>The Department for Work and Pensions takes seriously any declarations of intention to attempt suicide or self harm that are made by its customers. There is a clear, detailed action plan that staff and contractors must follow if a customer declares an intention to kill or harm him or herself. DWP also provides guidance to help deal with these incidents.</p><p> </p><p>I have arranged for a copy of DWP’s guidance “Managing Customer Declarations of Intention to Attempt Suicide or Self Harm” to be put in the Library.</p> more like this

unstar this property answer text <p>Commissioning of child and adolescent health services (CAMHS) in England is complex, with responsibility divided between NHS England, clinical commissioning groups (CCGs), local authorities and schools.</p><p> </p><p> </p><p> </p><p>In the Spring Budget in March 2015 the Chancellor of the Exchequer announced an additional £1.25 billion over the next five years for children and young people’s mental health.</p><p> </p><p> </p><p> </p><p>Priorities for CCG expenditure are for local determination. However, the 2015/16 planning guidance from NHS England states that: “every CCG will be expected to use its extra funding to increase funding for local mental health services in real terms next year by at least the level of the CCG’s overall funding growth.” In addition, new guidance to CCGs on local transformation plans for children and young people’s mental health will require that local partners be transparent on local activity, workforce and spend on CAMHS.</p><p> </p><p> </p><p> </p><p>The priority for NHS England, which is responsible for the commissioning of the Tier 4 in-patient beds, is to focus on improving access to these services when they are required.</p><p> </p>

unstar this property answer text <p>Removing the Climate Change Levy (CCL) renewables exemption will have no direct impact on the UK’s ability to meet its climate change and renewables targets.</p><p> </p><p> </p><p>This Government takes its environmental responsibilities very seriously and is committed to meeting its climate change commitments as cost effectively as possible. We are currently making good progress on this, with emissions down 30% since 1990.</p><p> </p><p> </p><p>One third of the value of the CCL renewables exemption was going to support renewable generation projects based overseas. These projects do not contribute to our climate change commitments and so provided poor value for money for UK taxpayers.</p><p> </p> more like this

unstar this property answer text <p>The Children and Families Act 2014, which came into force in September 2014, introduced significant reforms to the Special Educational Needs and Disability (SEND) system. The new statutory framework ensures that support is focused on needs and aspirations, enabling all pupils, including those with autism, to achieve better outcomes in education and adult life.</p><br /><p>Changes to the SEND system since September 2014 include the publication of ‘local offers’ of SEND services by local authorities; the introduction of streamlined education, health and care needs assessments and plans; and new statutory protections for young people aged 16-25 in further education.</p><br /><p>The Act also makes provision to ensure that parents, children and young people are able to access impartial information, advice and support about the SEND system through a local, dedicated and easily identifiable service. Among other things, this service offers help in preparing for meetings with schools, health professionals, or other agencies.</p><br /><p>The Department’s Free Schools programme has seen nineteen special free schools open across the country. This includes several free schools that are specifically for children with Autism, such as the Rise free school in Hounslow, the Lighthouse free school in Leeds, and the National Autistic Society’s Church Lawton free school in Cheshire. There are a further eleven special free schools due to open in the future, five of which will specialise in provision for children with autism, including the Heartlands Autism free school in Haringey and a second National Autistic Society free school, the Vanguard free school in Lambeth. The other six will also offer some places for children with autism.</p><br /><p>The Department has contracted with the Autism Education Trust (2015-16) to deliver autism training to education professionals. The Trust has now trained almost 80,000 education staff since 2012. The Department is also providing grant funding for two additional projects (2015-16): a project by the National Autistic Society to provide information and advice to parents and professionals on exclusions; and a project by Ambitious about Autism on strategies for supporting the transition from school to college.</p>
