The MHRA is the Government agency responsible for ensuring that medicines and medical devices work and are acceptably safe.</p><p> </p><p>Companies can and often do extend the shelf life of their medicines once the product is on the market and additional stability data become available. The MHRA is not able to insist on lengthy shelf lives considering the time needed to complete stability studies as to do so would create additional delays with bringing new medicines to the market. Farming accounts for 88% of UK emissions of ammonia.</p><p> </p><p>The Government’s consultation on a Clean Air Strategy was published on 22 May. The Strategy proposed that the Government would require and support farmers to make investments in farm infrastructure and equipment that will reduce emissions.</p><p> </p><p>We sought views on 3 possible approaches to regulation to reduce ammonia emissions. Proposals included regulations to reduce emissions from storage and spreading of slurry and manure and from use of urea-based fertilisers. We are considering the responses to the consultation, and the final Strategy will be published by the end of this year.</p><p> </p><p>The Government is providing technical and financial support for farmers to invest in equipment to reduce ammonia emissions. Grants are currently available through the Countryside Productivity Scheme to help farmers purchase manure management equipment including low-emission spreaders and through the Countryside Stewardship Scheme for slurry tank and lagoon covers for farmers in priority water catchments.</p><p> </p><p>Defra worked with farming industry organisations to develop a voluntary Code of good agricultural practice for reducing ammonia emissions which was published earlier this year. Catchment Sensitive Farming Officers will shortly be trained to deliver on-farm advice on ammonia mitigation methods.</p><p> </p><p>The Government has recently consulted on a new system of financial support for farmers, delivering public money for public goods. 	answer	answer is ministerial correction date of answer 15/11/2018 answer text <p>The Government is working with the Royal College of Veterinary Surgeons (RCVS) and the British Veterinary Association (BVA) to ensure there is sufficient veterinary capacity in the United Kingdom.</p><p> </p><p>Currently all pet dogs, cat and ferrets leaving the UK for other EU countries are required to have rabies vaccinations, therefore leaving the EU is unlikely to significantly impact on veterinary capacity to carry out vaccinations.</p><p> </p><p>In the unlikely event that the United Kingdom leaves the EU without a deal and the UK is an unlisted third country under the EU Pet Travel Scheme (PTS) there would be some additional requirements that veterinarians would need to carry out to so that their clients’ pets could travel to the EU. These would be taking a blood sample for rabies antibody testing at an approved blood testing laboratory. However, provided a pet has an up-to-date rabies vaccination there would be no need to repeat the blood test during the animal’s lifetime. Should the UK become an unlisted third country after leaving the EU there may be an impact on demand for rabies serology tests in UK laboratories. We are preparing for an increase in demand on laboratories for these tests to enable pet owners to continue to visit the EU with their animals under all exit scenarios.</p><p> </p><p>For each trip a pet animal makes from the UK to the EU its owner would need a health certificate. Both the blood sample and health certificate would need to be completed by an Official Veterinarian (OV) authorised to issue pet travel documents. There are currently over 9,600 OVs authorised to issue pet travel documents in England, Scotland and Wales. Promoting the safe and responsible use of fireworks, whilst taking robust action against those that break the rules, is the best way to reduce risk. 	answer	answer is ministerial correction date of answer 22/11/2018 answer text <p>The Home Energy Conservation Act 1995 (HECA) requires local authorities to prepare and publish reports every two years on their plans to achieve improved energy efficiency in their areas. These are not spending plans, but contain actions, policies, initiatives, grants, match funding and other measures offered in the local authority that encourage home energy efficiency improvements and tackle fuel poverty. Local authorities were last required to report in 2017, and their full reports are available on their websites. The Department for Business, Energy and Industrial Strategy will be issuing guidance to local authorities on the content of their 2019 reports shortly.</p><p> </p><p>Under the Energy Company Obligation local authorities are able to refer low income and vulnerable households for receipt of energy efficiency measures under ‘flexible eligibility’. 	answer	answer is ministerial correction date of answer 22/11/2018 answer text <p>Under the EU’s 2014-2020 Multiannual Financial Framework there are several funding streams that bodies within England may bid for to help them address fuel poverty and the energy efficiency of the housing stock, such as the European Regional Development Fund and Horizon 2020. However, this funding is not automatically allocated and must be successfully applied for by interested entities, and is not specifically ringfenced for energy efficiency or fuel poverty. The precise amount of EU funding allocated to address these issues therefore varies year-on-year. Given this variability, it is not possible to confirm what EU funding could be allocated in future years.</p><p> </p><p>In December 2017 the UK Government secured the agreement of the EU to continue providing funding until the current programmes end in 2020, and also undertook to underwrite current EU commitments. As such, any existing contracts will be honoured by either the UK Government or the EU until 2020. Following our departure from the EU we will create the UK Shared Prosperity Fund (UKSPF), a domestic investment programme aimed at tackling inter-community inequality.
