unstar this property answer text <p>I have asked IPSA to reply.</p><p>The original April 2016 business case for IPSA’s new IT system, IPSA Online, estimated a cost of £4.641 million. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. IPSA will report to the Speaker’s Committee for the IPSA later in the year on the overall costs and benefits of IPSA Online.</p><p>IPSA is committed to supporting MPs and their staff during this transition and will make appropriate adjustments to improve the system as it beds in, while ensuring strong financial control, improvements in value for money, and high data quality and data security.</p><p> </p>

They are deliberately couched in performance terms and do not prescribe the technologies, materials or fuels to be used.</p><p>We are, however, planning to consult later this year on an uplift to the Building Regulations energy efficiency standards where there are safe, practical, cost-effective, and affordable opportunities to do so.</p> more like this

The remaining 39 (12 per cent) are making progress, with 28 of these currently being examined by an independent Planning Inspector. Under the Planning and Compulsory Purchase Act 2004 the Secretary of State has a broad range of powers available to intervene in the plan making process, including a power to take over the production of a plan.</p> more like this

Data on land held for smallholdings purposes by individual local authorities in 1997 is unavailable. A recent report published by Defra records that, at 31 March 2018, the total area of land held by 43 reporting smallholdings authorities in England was 89,020 hectares (for the whole estate), of which 83,600 hectares were let as smallholdings (for 40 reporting authorities).</ins></p> more like this

The amended guidance includes changes to reflect the updated National Planning Policy Framework which is clear about the important role that neighbourhood plans play in our plan-led system. unstar this property answer text <p>The local staffing for the delivery of regulatory services is a matter for those local authorities that have the statutory responsibility. Government has provided resources and support for councils for Brexit preparations. The Ministry of Housing, Communities and Local Government has made £58 million available to help councils prepare for and manage EU exit. The FSA has already made £4 million available in total so far (£2 million in 18/19, and £2 million in 19/20) for ensuring that food safety obligations are met in the event of a no deal Exit. Homes England’s objectives already include supporting more affordable housing and providing expert support to priority locations. Through this commitment to support priority locations, government funding is directed to address affordability where it poses the greatest problem for the country so homes can be built where they are most needed.</p><p>It is the responsibility of local authorities to plan to reflect local needs, particularly for affordable housing, including through rural exception sites. Homes England has dedicated rural housing champions in each of their operating areas and they remain active across the rural housing sector to ensure that the profile of affordable rural housing remains high.</p><p> </p> more like this

unstar this property answer text <p>Rural exception sites are used for affordable housing provided in perpetuity, on land that would not normally be released for development. While some market housing may be allowed on such sites, this is at the local planning authority’s discretion, and no threshold applies. On sites that are not exception sites, national policy is that affordable housing should be sought only on sites that involve major development, except in designated rural areas where a lower threshold may be set.</p> more like this
