unstar this property answer text <p>I have asked IPSA to reply.</p><p>The original April 2016 business case for IPSA’s new IT system, IPSA Online, estimated a cost of £4.641 million. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. IPSA will report to the Speaker’s Committee for the IPSA later in the year on the overall costs and benefits of IPSA Online.</p><p>IPSA is committed to supporting MPs and their staff during this transition and will make appropriate adjustments to improve the system as it beds in, while ensuring strong financial control, improvements in value for money, and high data quality and data security.</p><p> </p>

unstar this property answer text <p>The Government published, on 18 December 2018, a call for evidence to form the basis for a technical review of Approved Document B (Fire Safety). Paragraphs 35 and 36 address means of escape for disabled people and paragraphs 38 to 41 address the issue of smoke and toxicity.</p><p>The call for evidence closed on 15 March 2019. The Department is in the process of reviewing the evidence provided. My Department is also committed to reviewing Approved Document M (Access to and use of buildings) and a key objective is to ensure that these two projects deliver consistent and co-ordinated advice on this important matter.</p> more like this

unstar this property answer text <p>The Government is clear that in order to help make home ownership affordable for more people, we need to deliver more homes. We introduced a set of planning reforms in the revised National Planning Policy Framework to help towards achieving this ambition. One such measure is the Housing Delivery Test, which shows where the housing needs of communities are and are not being met. The 2018 results show that local authorities are rising to the challenge with over two thirds of authorities delivering the numbers of homes their communities need. <strong> <br> <br></strong></p> more like this

Data on land held for smallholdings purposes by individual local authorities in 1997 is unavailable. A recent report published by Defra records that, at 31 March 2018, the total area of land held by 43 reporting smallholdings authorities in England was 89,020 hectares (for the whole estate), of which 83,600 hectares were let as smallholdings (for 40 reporting authorities).</ins></p> more like this

While some market housing may be allowed on such sites, this is at the local planning authority’s discretion, and no threshold applies. On sites that are not exception sites, national policy is that affordable housing should be sought only on sites that involve major development, except in designated rural areas where a lower threshold may be set.</p> more like this

unstar this property answer text <p>The Government recognises that the community-led housing sector – of which Community Land Trusts are an important part – offers significant potential for helping to meet housing need across England, especially in rural areas. In addition to helping increase the rate of delivery of new housing, the sector will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>The principal means by which my Department supports Community Land Trusts is through the annual £60 million Community Housing Fund. This fund makes revenue and capital grant available to support community-led housebuilding schemes, and supports a programme of training and development for organisations providing technical advice and guidance to community-led housebuilding groups. The Fund is currently scheduled to close in March 2020 and decisions on funding for 2020-21 onwards are a matter for the Spending Review, which will take place this year.</p>

unstar this property answer text <p>As announced by the Secretary of State for the Department for Digital, Culture, Media and Sport on 12 June, we will shortly be consulting on proposals to simplify planning processes in England to support the rollout of 5G and further improve mobile coverage in rural areas.</p><p>Public Health England’s (PHE’s) Centre for Radiation, Chemical and Environmental Hazards takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications. Central to PHE advice is that exposure to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). ICNIRP is formally recognised by the World Health Organization (WHO).</p><p>While a small increase in overall exposure to radio waves is possible when 5G is added to the existing network, the overall exposure is expected to remain low and well within the ICNIRP guidelines.</p><p>National planning policy sets out that applications for electronic communications equipment should be supported by a statement that self-certifies that when operational, ICNIRP guidelines will be met.</p>
