unstar this property answer text <p>I have asked IPSA to reply.</p><p>The original April 2016 business case for IPSA’s new IT system, IPSA Online, estimated a cost of £4.641 million. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. IPSA will report to the Speaker’s Committee for the IPSA later in the year on the overall costs and benefits of IPSA Online.</p><p>IPSA is committed to supporting MPs and their staff during this transition and will make appropriate adjustments to improve the system as it beds in, while ensuring strong financial control, improvements in value for money, and high data quality and data security.</p><p> </p>

Data on land held for smallholdings purposes by individual local authorities in 1997 is unavailable. A recent report published by Defra records that, at 31 March 2018, the total area of land held by 43 reporting smallholdings authorities in England was 89,020 hectares (for the whole estate), of which 83,600 hectares were let as smallholdings (for 40 reporting authorities).</ins></p> more like this

While some market housing may be allowed on such sites, this is at the local planning authority’s discretion, and no threshold applies. On sites that are not exception sites, national policy is that affordable housing should be sought only on sites that involve major development, except in designated rural areas where a lower threshold may be set.</p> more like this

unstar this property answer text <p>The Government recognises that the community-led housing sector – of which Community Land Trusts are an important part – offers significant potential for helping to meet housing need across England, especially in rural areas. In addition to helping increase the rate of delivery of new housing, the sector will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>The principal means by which my Department supports Community Land Trusts is through the annual £60 million Community Housing Fund. This fund makes revenue and capital grant available to support community-led housebuilding schemes, and supports a programme of training and development for organisations providing technical advice and guidance to community-led housebuilding groups. The Fund is currently scheduled to close in March 2020 and decisions on funding for 2020-21 onwards are a matter for the Spending Review, which will take place this year.</p>

Government has provided resources and support for councils for Brexit preparations. The Ministry of Housing, Communities and Local Government has made £58 million available to help councils prepare for and manage EU exit. unstar this property answer text <p>As announced by the Secretary of State for the Department for Digital, Culture, Media and Sport on 12 June, we will shortly be consulting on proposals to simplify planning processes in England to support the rollout of 5G and further improve mobile coverage in rural areas.</p><p>Public Health England’s (PHE’s) Centre for Radiation, Chemical and Environmental Hazards takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications. Central to PHE advice is that exposure to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). ICNIRP is formally recognised by the World Health Organization (WHO).</p><p>While a small increase in overall exposure to radio waves is possible when 5G is added to the existing network, the overall exposure is expected to remain low and well within the ICNIRP guidelines.</p><p>National planning policy sets out that applications for electronic communications equipment should be supported by a statement that self-certifies that when operational, ICNIRP guidelines will be met.</p>

unstar this property answer text <p>The Government’s aim is to increase local government’s retention of business rates from 50 per cent to 75 per cent. To ensure the increase in business rates retention is fiscally neutral, some existing grants (including the Rural Services Delivery Grant) will be devolved to local authorities so that these responsibilities are funded through retained business rates. We recognise that some redistribution of business rates between authorities will continue to be necessary to ensure that no council loses out if it is unable to collect enough business rates locally to meet its needs. We are therefore undertaking a review of local authorities’ relative needs and resources to determine the basis on which redistribution will take place in the new system.</p><p>The review of relative needs and resources will set fresh baseline funding levels for councils in England, and we are working closely with local government representatives and others to examine all of the available evidence for the costs faced by authorities, including how geographical features such as rurality and density affect the cost of delivering services across the country, and how to account for these in a robust manner. In December 2018 we published a consultation paper that set out a proposed ‘Area Cost Adjustment’ methodology to account for these factors. This included consideration of how levels of 'accessibility' and 'remoteness' - the impact of journey times on labour and procurement costs - might account for the additional costs associated with sparsity, isolation or market size. For example, local authorities with longer journey times from service points to households may have to pay their staff (e.g. on domiciliary care visits) for more hours in order to deliver an equivalent level of service.</p><p>In developing this innovative new approach, we have worked closely with both local government and other government departments, including the Department for Transport and DEFRA as champions for rural proofing. Our most recent consultation closed on 21 February and we are considering the many representations made in response, before taking further decisions on the shape of the review.</p>

Decisions on funding for 2020-21 onwards are a matter for the Spending Review, which will take place this year.</p><p>The Government recognises that the community-led housing sector offers significant potential for helping to meet housing need across England. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. unstar this property answer text <p>The National Planning Policy Framework makes it clear that in rural areas, planning policies should identify opportunities for villages to grow and thrive, especially where this will support local services. These opportunities should be explored in both local plans and neighbourhood plans that look to allocate housing.</p><p>The Framework also makes it clear that in rural areas housing development that reflect local needs should be supported. The rural exception sites policy specifically promotes the delivery of affordable housing in rural areas.</p><p>In addition, an £8.5 million ‘discounted homes’ pilot is being used to support communities who wish to bring forward affordable homes for sale through neighbourhood planning, many of these are expected to be in rural areas.</p> more like this

unstar this property answer text <p>We are committed to increasing the supply of social housing and have invested over £9 billion into our Affordable Homes Programme to deliver 250,000 affordable homes by 2022, including at least 12,500 for social rent. In September we announced an additional £2 billion of long-term funding certainty for housing associations. This extra funding will deliver more affordable homes and stimulate the sector’s wider building ambitions, through strategic partnerships. £1 billion of this funding is open for bidding with existing Homes England Strategic Partnerships.</p><p>We have increased the size of the Affordable Homes Programme, re-introduced social rent, removed the Housing Revenue Account borrowing cap for local authorities, and have set out a long-term rent deal for councils and housing associations in England from 2020. Housing associations and local authorities now need to accelerate delivery and build more affordable homes.</p> more like this

The scheme is a pilot that is testing the impact of offering this incentive on teacher retention. It is aimed at early career teachers of languages and science who qualified since 2013/14, and is available in specific local authorities. Friend, the Member for Runnymede and Weybridge, announced in his Spring Statement on 13 March 2019 that the Department for Education will lead a scheme to provide access to free sanitary products in all secondary schools and colleges across England. On 16 April 2019, the former Parliamentary Under Secretary of State for Children and Families (Nadhim Zahawi). my hon. Friend, the Member for Stratford-upon-Avon, announced that funding would be extended to cover need in primary schools and that national roll-out would take place in early 2020.</p><p>The invitation to tender for the period products scheme closed on 15 July 2019. unstar this property answer text <p>My officials regularly engage with funeral and bereavement stakeholders to help them build awareness of the support available</p><p> </p><p>In August 2018, the GOV.UK website was updated with a step-by-step guide about to do after someone has died, including arranging a funeral and applying for a Funeral Expenses Payments.</p><p> </p><p>DWP is currently updating the leaflet that registrars give to people registering deaths. The revised version will include details of Funeral Expense Payments, and direct people to the GOV.UK step-by-step guide. DWP staff can also provide this information over the phone or in Jobcentres.</p> more like this

It does not provide funding for local authorities.</p><p> </p><p>My department does not collect data on the number of Local Authority funerals. It continues to meet the legislated necessary costs of a cremation, with the amount of the average award increasing year-on-year to meet these costs. It also provides up to £700 towards other costs, such as flowers, coffin and funeral director fees.</p> more like this

Housing costs in legacy benefits and Universal Credit are withdrawn after an adult has been a hospital in-patient for a specified period depending on their individual circumstances.</p><p><strong> </strong></p><p>Housing Benefit can remain in payment up to 52 weeks, for people who are hospitalised, as long as they intend to return to their normal dwelling and it has not been sublet during their absence.</p> more like this

unstar this property answer text <p>We are supporting the development of residential chargrepoint infrastructure through the Electric Vehicle Homecharge Scheme (EVHS) (£500 off cost of installation); and we plan to consult as soon as possible on changes to building regulations to ensure every new home in England has a chargepoint where appropriate. The EVHS grant is designed to help private plug-in vehicle owners offset some of the upfront cost of the purchase and installation of a dedicated domestic recharging unit. It is available for people living in flats, as long as they meet all of the eligibility criteria of the scheme, which can be found in the EVHS guidance for customers online. The Ministry of Housing, Communities and Local Governments have launched a consultation to review the provision of chargepoint infrastructure as part of the Law Commission’s work to review and reinvigorate the commonhold tenure in England and Wales.</p> more like this

These systems are commercial products which assist drivers with navigation and information about the routes. Guidance provided by these satellite navigation systems should only ever be considered as advisory. However, Highways England publishes its traffic flow information and the Department is also aware that manufacturers produce satellite navigation devices for lorries in order to provide them with routing information appropriate to their vehicle.</p> more like this
