unstar this property answer text <p>The scope of the cap is guided by the Office for National Statistics (ONS) independent classification of public sector bodies. The ONS determines whether a body falls within the public sector by reference to objective criteria based upon governance, funding, ownership and function. Magnox Ltd is classified as a public sector body by the ONS classification guide.</p><p> </p><p>We are undertaking staged implementation of the cap, with the first stage capturing: the UK Civil Service, non-departmental public bodies, executive agencies, non-ministerial departments, the National Health Service, academy schools, local government, and police forces. The cap on exit payments will then be extended to the rest of the public sector including Magnox Ltd, as guided by ONS classification, in due course.</p> more like this

The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of the ATM network.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. This will support the credit union sector through increased membership, awareness and deposits, as well as encouraging participants to build up savings to help them cope with financial shocks.</p><p> </p><p>At Autumn Budget 2018 the Chancellor also announced a new £2 million challenge fund to promote innovative solutions from the UK’s Fintech sector to address challenges faced by social and community lenders, including credit unions.</p><p> </p><p>This Government believes improving governance in the sector is best led by the sector itself, and supports the work of industry bodies in this regard.</p> more like this

However, if the UK leaves the EU without a deal, many UK businesses will need to apply the same processes to EU trade that apply when trading with the rest of the world. Guidance on customs procedures have been published on Gov.uk to include the temporary tariff structure which will be in place for 12 months after the UK leaves the EU.</p><p> </p><p>All HMRC staff follow standard guidance when dealing with customer queries on import duty and tariffs. It is not standard practice to refer such questions to Members of Parliament to answer. All HMRC staff receive regular coaching on their work and there is a structured quality review process in place to identify any areas of improvement.</p> more like this

unstar this property answer text <p>The Government takes the issue of investment fraud very seriously and is committed to protecting people and pursuing those who perpetuate scams wherever possible. In the area of pension scams in particular, the Government introduced regulations to ban pensions cold calling which came into force in early January 2019. Firms who break the rules could face penalties of up to half a million pounds.</p><p> </p><p>If fraudulent investments were recommended by an authorised financial advisor, the consumer can seek redress by the advisor’s firm by bringing the case to the Financial Ombudsman Service (FOS).</p><p> </p><p>In the event that the authorised financial adviser is responsible or a UK authorised collective investment scheme fails, consumers also have access to Financial Services Compensation Scheme protection. The FSCS provides compensation to customers of financial services firms that have failed. Since 2011 the FSCS has paid over £60 million to claimants.</p> more like this

unstar this property answer text <p>HMRC is promoting Help to Save to potential customers through established channels including the Tax Credit digital service, HMRC helplines, Jobcentres, and HMRC App. Initial research suggested that this is the most appropriate way of reaching the eligible population.</p><p> </p><p>HMRC has publicised the scheme through social media and had positive coverage in national, regional and consumer media. HMRC is also engaged with local authorities and housing associations nationwide, along with a wider national stakeholder network including Citizens Advice and the Money Advice Service.</p><p> </p><p>HMRC is currently sending out text messages with details of the scheme to potentially eligible customers who have yet to open an account. Plans are also in place to send letters to individuals who may be eligible for the scheme.</p><p> </p><p>HMRC has also developed new relationships with organisations offering salary deduction services to major UK employers, allowing employees to sign up to the scheme while making savings easier through automatic deductions.</p><p> </p><p>HMRC will continue to review how best to maximise take-up, and is increasing its understanding of customer interest and behaviour throughout these early stages of the scheme.</p>

Equally, the supply of any on-site staff to an individual, landlord or company has, since the inception of VAT, been a taxable supply.</p><p> </p><p>HMRC became aware that a number of property management and similar companies had not been correctly accounting for VAT on their services, thereby giving them an unfair advantage over their competitors.</p><p> </p><p>To address this, on 7 September 2018, HMRC issued a Revenue and Customs Brief 06/2018 and associated documents to publicise the correct VAT treatment in respect of goods and services, including staff, supplied by a property management company or similar to a landlord or a “Right to Manage” (RTM) company. unstar this property answer text <p>It is important that consumers have access to suitable insurance products at the right price. The government remains in regular discussion with the insurance industry and other interested parties, including the Financial Conduct Authority (FCA), on the provision of insurance in the UK.</p><p> </p><p>Insurers make decisions about the terms on which they will offer cover following an assessment of the relevant risks. This is usually informed by the insurer’s claims experience and other industry-wide statistics.</p><p> </p><p>The Government does not intend to intervene in the commercial decisions of insurers as this could damage competition in the market. The respective capabilities of insurers to assess risk is a key element on which they compete. This competition is important and should lead to better products and lower prices for consumers overall.</p><p>In addition, on 31st October 2018 the FCA announced the details of a market study into the pricing practices used by insurers. The market study will give the FCA a deeper understanding of the scale of any harm to consumers from insurance pricing practices, who it affects and, if required, what actions are required to improve the market. The FCA expects to release its interim report in Summer 2019.</p><p> </p><p>Consumers are encouraged to shop around for the most suitable cover at the best price. The charity Unlock provides support specifically for those with previous convictions in accessing insurance services and can be found at <a href="http://www.unlock.org.uk/" target="_blank">www.unlock.org.uk</a>.</p>

Within this, local councils will receive £240 million for adult social care. This will make sure people can leave hospital when they are ready, into a care setting that best meets their needs. This will help the NHS to free up the beds it needs over winter. This repeats the £240 million for local councils for adult social care to alleviate winter pressures in 2018-19.</p><p>The Budget announced a further £410 million in 2019-20 for adults and children’s social care. Where necessary, local councils should use this funding to ensure that adult social care pressures do not create additional demand on the NHS. Local councils can also use it to improve their social care offer for older people, people with disabilities and children.</p> more like this

The government has given the FCA strong powers to protect consumers.</p><p> </p><p>FCA rules are based on the principle that money should only be lent to a consumer if they can afford to repay it. The rules set out what is expected of firms, and the sanctions if they lend irresponsibly. The FCA requires all lenders to treat customers fairly, and to establish appropriate policies for dealing with vulnerable customers.</p><p> </p><p>Treasury ministers and officials meet regularly with the FCA, and the government will continue to work closely with the FCA to ensure all customers are treated fairly.</p> more like this

unstar this property answer text <p>At Spring Statement 2018, the Chancellor announced a call for evidence, jointly with the Department for Environment, Food and Rural Affairs, into whether red diesel for non-road mobile machinery discourages the purchase of cleaner alternatives. Red diesel for agricultural use will be out of scope, as will fishing vessels, home heating and other static generators. The consultation document will be published shortly.</p> more like this
