star this property answer text
There are no plans to lift the four year Local Housing Allowance (LHA) freeze before April 2020.

The Government recognises however that the impact of this measure varies across the country, especially in areas of high rental growth and in view of this 30 per cent of the savings from the LHA Freeze are being recycled to create Targeted Affordability Funding. This funding is used to increase LHA rates in areas where local rents have diverged the most. For example in 2017/18, 48 LHA rates have been increased by 3 per cent. Further Targeted Affordability Funding will be made available in 2018/19 and 2019/20.

In addition since 2011, the Government has provided around £900 million in Discretionary Housing Payments to local authorities to protect vulnerable claimants and support households affected by different welfare reforms including the freeze to LHA rates.
more like this

star this property answer text
The Department for Work and Pensions is working with a range of key stakeholders and with other Departments to take forward the framework we set out in Improving Lives: Helping Workless Families. We are making progress on delivering its objectives. For example, Public Health England will run a trial of the Individual Placement and Support approach, starting in spring 2018. And our vital work on reducing parental conflict is boosted by the Chancellor’s budget announcement to increase available funds up to £39m until 2021.

As part of this work, we also published two delivery tools – a local data report and a Family Evidence Resource – to enable local commissioners and practitioners working with families and children to understand and act on the factors of disadvantage in their local area. We continue to engage with local authorities and others to test, refine and promote these resources.

In addition to our statutory duty to publish annual data on the statutory indicators of parental worklessness and children’s educational achievement, we will also publish the latest data on the non-statutory indicators each year, in line with the commitment set out in Improving Lives: Helping Workless Families.

star this property answer text
We have at our disposal a range of strong enforcement powers, intended to ensure all parents fulfil their financial responsibilities towards their children. We use all of the powers available to us where it is appropriate to do so, and we are seeking to extend these where appropriate, for instance by deducting money from bank accounts held jointly by the paying parent.

We take into consideration a number of factors when deciding if and what type of enforcement action to take, including the welfare of any relevant children involved and the likelihood of collecting monies owed. Taking enforcement action can be a costly process, particularly in cases where the paying parent is determined not to pay – we must therefore ensure we maximise the efficiency and effectiveness of our enforcement system, deciding what is appropriate on a case by case basis and using powers that have the greatest chance of ensuring people meet their obligations and securing money for children.
more like this

star this property answer text
Central to the Government’s long term economic plan is the creation of jobs and making work pay. We know that work is the best route out of poverty. Our welfare reforms are about reversing the trend of working age benefits rising faster than earnings since the recession to ensure it pays to work. They are focussed on supporting those people who can work to find and keep work rather than rely on benefits, ensuring fairness and affordability for the tax payer. We are committed to balancing incentivising work with protecting those who cannot work, and helping with the costs of additional needs. That is why benefits for the additional costs of disability, and for carers, are up-rated each year in line with prices.
more like this

star this property answer text
The Welfare Reform and Work Act 2016 has frozen the majority of working-age benefits for four tax years, from 2016-17 to 2019-20. These benefit rates will therefore remain the same.

These reforms to working-age benefits are part of the Government’s commitment to incentivise work for those who can in a high-wage, low-tax economy. This includes increasing the National Living Wage to £9 an hour by 2020, cutting income tax for over 30 million people and the roll-out of UC. These reforms are working, with employment at historic high levels.

We are also committed to supporting those who cannot work, and those with additional needs. Our triple lock guarantee has meant that the basic State Pension is now over £1,100 a year higher than in 2010. Benefits for the additional costs of disability, and for carers, are exempt from the benefit freeze and will continue to be up-rated in line with the rise in prices.
more like this
