Reforms to how the off-payroll rules are administered in the public sector have been in place since 6 April 2017. Independent research into the reforms in the public sector showed there was no clear evidence of a reduction in the number of contractor roles, relative to public sector bodies’ overall workforce. Most public sector bodies did not experience any change in their ability to fill vacancies, following the reforms. more like this

star this property answer text <p>With your permission, Mr Speaker, I would like to take question 8 and 12 together.</p><p> </p><p>This Government is committed to protecting the world’s rainforests. During my recent visit to Brazil, I raised the UK’s commitment to environmental protection and offered support to Brazil in the transition to renewable energy and a lower carbon economy.</p><p> </p><p>We are working in partnership with Brazil and through UK Government-led programmes, investing over £150 million of climate finance in forest programmes across the country.</p><p> </p><p>I was delighted that on my return from Brazil in August, the PM announced an extra £10 million in the aftermath of recent fires.</p> more like this

star this property answer text <p>We recognise the significant contribution of British music to the UK, both culturally and economically and I recognise the case for a music strategy. In 2018, music contributed £5.2bn to our economy, reached £2.5bn in exports and sustained over 190,000 jobs.</p><p>We have taken a number of steps to support the industry, including reforming licensing and planning guidance and providing £1.5m ACE funding to support grassroots venues.</p><p>We are looking to develop a music strategy in the forthcoming months and will be working closely with the UK music sector.</p><p> </p> more like this

star this property answer text <p>We recognise the challenges that the cold weather poses for those who are sleeping rough. Last month, we launched a second year of the Cold Weather Fund, doubling its funding. This £10 million fund will be available to all local authorities in England to provide a robust, local response to support as many rough sleepers as possible off the streets during the winter period.</p><p>In periods of severe weather, Severe Weather Emergency Provision (SWEP) is triggered and local authorities work closely with charities to provide basic emergency accommodation to minimise the risk of harm to individuals who are sleeping rough when the temperature drops. Many local authorities will already make sure warm places to stay are available throughout the winter, not just during times when SWEP is in force.</p> more like this

star this property answer text <p>We have repeatedly made clear to Israel our longstanding concerns about the manner in which the Israel Defense Forces police non-violent protests and the border areas, including the use of live ammunition. We encourage Israel to carry out transparent investigations into whether the use of live fire had been appropriate. While Israel has a legitimate right to self-defence, it is vital that all its actions are proportionate, in line with International Humanitarian Law, and are calibrated to avoid civilian casualties.</p> more like this
