However, where this is not possible, temporary accommodation plays an important role in ensuring that no child is ever without a roof over their head, and this is particularly important when we are dealing with the impacts of Covid-19.</p><p>Reducing the number of households in temporary accommodation has been a priority for this Government and, a result, the numbers of households in temporary accommodation, 87,410 (as of September 2019), remains below the September 2004 peak, when they hit 101,300. The number of children living in temporary accommodation is down from its peak in June 2006 at 134,470, with 127,890 in September 2019.</p><p>The Chancellor recently announced that for 2020/21, we will increase the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants so that they are set at the 30th percentile of local rents. This will mean that many people renting in the Private Rented Sector see an increase in their housing support from April 2020, providing extra security during these uncertain times. The average claimant will gain an additional £600 per year in increased housing support.</p><p>The Homelessness Reduction Act, the most ambitious reform to homelessness legislation in decades, came into force on 3 April 2018. The Act requires local authorities and other public bodies to work together to actively prevent homelessness for people at risk. The Resources and Waste Strategy, published in December last year, sets out our plans to eliminate all avoidable plastic waste. This encompasses all types of plastic and we are already taking action. The 5p charge on single use carrier bags has been highly effective in reducing the amount of plastic we use in our everyday lives, whilst also raising money for local, national and environmental charities.</p><p>Defra commissioned an <a href="http://sciencesearch.defra.gov.uk/Default.aspx?Menu=Menu&amp;Module=More&amp;Location=None&amp;ProjectID=20161&amp;FromSearch=Y&amp;Publisher=1&amp;SearchText=plastic%20bag&amp;SortString=ProjectCode&amp;SortOrder=Asc&amp;Paging=10#Description" target="_blank">independent study in 2018 </a>to explore the possible impacts of a ban on the supply of single use plastic bags in England. The Government is not currently considering an outright ban. We recognise the role that a single use carrier bag can play in spontaneous unplanned purchasing, and that alternative bag types can potentially have a significantly higher carbon impact than single use carrier bags.</p><p>Defra published a consultation in December 2018 on plans to extend the existing carrier bag charge to small and medium sized enterprises and to increase the charge to 10p. Friend, the Secretary of State for Education, in June 2018 is helping to improve the capacity and capability of governors, including training for chairs and vice-chairs through our existing governance leadership programmes. These programmes are available to eligible participants in Opportunity North East local authorities and the £500 rate will fully fund participation of the chair or vice-chair of governors. For ONE Vision schools, where governor training is identified as a priority by the analysis of need for both the chair or vice-chair, additional support will be provided. We asked our delivery partner, the Careers &amp; Enterprise Company, to publish research on ‘what works’ in career-related learning activities in primary school. The findings have informed a £2 million investment fund to develop and extend career-related learning. Successful applicants will be confirmed soon, with delivery beginning in September 2019 and both local enterprise partnerships in the North East were eligible to apply. Both LEPs already have established networks of business engagement with schools. Every school has a designated Enterprise Advisor, typically a volunteer from the business community, providing support to the school leadership team. These advisors are supported by a network of other business leaders who offer school specific experiences. Following the implementation of the National Career Benchmarks, piloted here in the North East, every child will have a bespoke career plan generating at least 4 meaningful work experiences.</p><p>The chairs of both LEPs are members of the Opportunity North East Strategic Board. They are working jointly to develop an enhanced offer of careers and enterprise engagement and support for students in the ONE Vision schools, funded through Opportunity North East. There are already a range of programmes that offer support to young people in the North East to help them think about progression to HE, such as Futureme offered through the North East Collaborative Outreach Programme (NECOP): <a href="https://futureme.ac.uk/about" target="_blank">https://futureme.ac.uk/about</a>. Since Tax-Free Childcare (TFC) was fully rolled out in February 2018, the rate of new complaints received by HMRC in relation to the childcare service has decreased substantially, while the number of users of TFC has more than trebled.</p><p> </p><p>However, it is not possible to break down complaints received about the childcare service between TFC and 30 hours free childcare complaints, as many parents receive both TFC and 30 hours free childcare.</p><p> </p><p>I refer the honorable member to my answer on 28 November 2018 (193504) <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-11-20/193504/" target="_blank">https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-11-20/193504/</a>, which sets out that to 31 October 2018, HMRC received 4,560 complaints from parents who experienced technical issues with the childcare service.</p><p> </p><p>From 1 November 2018 to 31 March 2019, HMRC received 943 new complaints from customers in relation to TFC and 30 hours free childcare (known as Tier 1). This includes complaints due to technical issues and customer service issues.</p><p> </p><p>From 1 November 2018 to 31 March 2019, HMRC received 205 complaints from customers in relation to TFC and 30 hours free childcare where a customer was dissatisfied with our decision on their initial complaint and they have asked us to look at their concerns again (known as Tier 2).</p><p> </p><p>As set out in HMRC’s monthly reports available for the 2018-19 period at: <a href="https://www.gov.uk/government/collections/hmrc-monthly-performance-reports#reporting-year-2018-to-2019" target="_blank">https://www.gov.uk/government/collections/hmrc-monthly-performance-reports#reporting-year-2018-to-2019</a>, complaints are not always logged on HMRC’s live system during the month they are received and the numbers can, therefore, be revised upwards for subsequent monthly reports. The current month will be subject to greatest revision. The Ministry of Justice publishes data on the number of prosecutions and convictions under POCA where money laundering is the principal offence. There is no legal definition or specific criminal offence of “high end” money laundering. The Crown Prosecution Service (CPS) does not maintain a central record of the number of defendants prosecuted for, and convicted of these offences. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p>CPS holds limited information on the number of offences which were charged and which reached a first hearing in the Magistrates Court. This does not equate to the number of defendants charged as single defendant may be charged with more than one offence.
