The pilot was unsuccessful and the Cabinet Office will receive a full refund.</p><p><strong> </strong></p><p>The Leadership College for Government, which sits within the Government Skills and Curriculum Unit, equips public and Civil Service leaders with the skills, knowledge, and networks to solve today's most complex problems. This includes designing, convening learning and networking opportunities. The cost covered the Emergency Planning College’s two day residential Strategic Emergency Management training and accommodation, as published in their course prospectus.</p><p>This course is available to all organisations with a role in strategic emergency management and is not specifically for Cabinet Office staff. The delegate attended to further develop their skills and abilities to provide strategic management to critical incidents in line with their job role.</p><p> </p><p>(b) The event at the Bristol Beacon was aimed at 47 members of the Government Property Agency (GPA). The purpose was to launch the GPA South West and South Wales Community Group. 	answer	answer is ministerial correction date of answer 02/07/2021 answer text <p>On 30 June, a time limited statutory instrument was laid to amend the Marriages and Civil Partnerships (Approved Premises) Regulations 2005. This follows a commitment made in 2019 to accelerate plans to allow civil weddings and civil partnerships to be held outside through secondary legislation. The change took effect on 1 July and gives more options to couples and the sector in terms of how civil weddings and civil partnerships are celebrated by allowing all aspects of the ceremony to take place outdoors, within the boundary of the land of which the built premises form part. The proposed location for the outdoor proceedings must be assessed to be seemly and dignified.</p><p> </p><p>This change provides greater flexibility especially during the pandemic when there are important public health considerations to take into account. This is not radical reform and ultimately it does not change the current law’s focus on premises.</p><p> </p><p>These are time-limited amendments to the regulations which came into force on 1 July 2021 and will expire at the end of 5th April 2022. A consultation will be undertaken in the Autumn 2021 to consider the practical impacts of this policy in detail and to enable a later amending Statutory Instrument which is not time limited. A full impact assessment and equality impact assessment will be undertaken on completion of the consultation and will be published in due course.</p><p> </p><p>Amending the 2005 Regulations will benefit many thousands of couples who seek a civil marriage or civil partnership formation on approved premises. The power to make provision in regulations for approved premises is set out in statute and extends only to civil marriage and civil partnership formation. 	answer	answer is ministerial correction date of answer 28/10/2015 answer text <p>The Department has discussed with NHS England the difficulties that people on the autistic spectrum can have in getting an appropriate diagnosis in a timely manner. With support from the Department, NHS England and the Association of Directors of Social Services will undertake a series of visits to clinical commissioning groups (CCGs) where there is good practice in meeting the National Institute for Health and Care Excellence (NICE) Quality Standard 51 Autism, and to those that do not, with the aim of supporting more consistent provision. These NICE guidelines already recommend that there should be a maximum of three months between a referral and a first appointment for a diagnostic assessment for autism. We expect the National Health Service to be working towards meeting the recommendations.</p><br /><p>In Lancashire North CCG which covers Lancaster the average wait for adults for an assessment is 12 weeks which is in line with the NICE guidelines. While there are 34 children waiting for a specialist multi-agency autism assessment, additional funding has been allocated and a recovery plan is in place to clear this backlog. The CCG is also in discussions with their providers to agree how the multi-agency assessment process for children and young people can be improved. 	answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>The Department does not collect clinical commissioning group (CCG) data for routine accountability purposes as it is for NHS England to assess the performance of each CCG to ensure that they are commissioning safe, high quality and cost effective services, to achieve the best possible outcomes for patients. Public Health England is however commissioned by the Department to collect self-assessment data from local authorities and their partners on how the Autism Strategy is being implemented locally. The next exercise will commence in the spring of 2016 and this will include consideration of waiting times in local authority areas.</p><p>NHS England has been working with the Health and Social Care Information Centre to develop the Mental Health Services Data Set. This will include provision for the diagnosis of autism in children to be recorded. This mandatory data set will, for the first time, provide ‘real time’ data about diagnosis rates. The data will be published and available to support and develop services.
