star this property answer text <p>In line with EU Directive 2009/128, we have in place a National Action Plan for the Sustainable Use of Pesticides (NAP) that we must review every five years. The Government has reviewed the existing NAP and concluded that it is remains fit for purpose. Looking forward, the Government proposes to undertake a broader review of pesticides policy and will work closely with all interested parties as we develop our evidence base and policy thinking.</p><p> </p> more like this

star this property answer text <p>We are in close contact with counterparts in the United States on the incidents of influenza of avian origin in cattle in the USA. We know that the strain of virus involved has not been detected in the UK.</p><p> </p><p>We are working closely with the Department of Health and Social Care, UK Health Security Agency, Food Standards Agency and Cabinet Office officials and with international partners on risk assessments to consider the routes of incursion, animal to animal spread and animal to human spill-over and to review our well-tested surveillance mechanisms and preparedness activities in light of this emerging situation.</p> more like this

star this property answer text <p>The figure that over a quarter of a million hectares of priority habitat have been created or restored since 2010 is reflective of action taken towards target 1B (an increase in the overall extent of priority habitats by at least 200,000 ha by 2020) in Biodiversity 2020 (the Government’s biodiversity strategy for England up to 2020, published in 2011). This activity was not recorded in a spatial way, but this is something we are looking to change with reporting towards the Environment Act target to restore or create over 500,000 hectares of wildlife rich habitat outside of protected sites by 2042.</p><p> </p><p>In the <a href="https://consult.defra.gov.uk/natural-environment-policy/consultation-on-environmental-targets/supporting_documents/Biodiversity%20terrestrial%20and%20freshwater%20targets%20%20Detailed%20evidence%20report.pdf#:~:text=The%20Environment%20Act%202021%20mandates%20that%20at%20least,Species%20Extinction%20Risk%2C%20Wider%20Habitats%20and%20Protected%20Sites." target="_blank">evidence report</a> for the Environment Act biodiversity targets, on page 26, we published a breakdown of habitat created and restored between 2011 and 2019. Although this does not cover the whole time period referenced, it is indicative of the general split between habitat types created and restored.</p><p> </p><p>Our best data on the location of priority habitat is the <a href="https://naturalengland-defra.opendata.arcgis.com/datasets/Defra::priority-habitat-inventory-central-england/about" target="_blank">Priority Habitat Inventory</a>. This is a spatial data set that shows where priority habitat has been recorded. Habitat must be of a sufficient quality to be considered priority habitat. Habitat is added or removed from the inventory as evidence on gains and losses become available.</p><p> </p><p>Indicator 2a in the <a href="https://www.gov.uk/government/statistics/england-biodiversity-indicators" target="_blank">England Biodiversity Indicators</a> provides more information about the condition of priority habitats in England. The indicator outlines the percentage area of priority habitats under several condition categories. Detail on how condition is assessed is given in the background section. The D1 outcome indicator of the 25 Year Environment Plan is undergoing further development and in time will describe the quantity, quality and connectivity of all major habitats across England; priority habitats would be included within this wider picture, although not at a disaggregated level.</p>

star this property answer text <p>We are taking all the necessary steps to secure our animal health science capability. Defra recognised that a complete redevelopment was needed to keep the site fit for purpose and since then has carried out a major programme of critical maintenance and set up the Science Capability in Animal Health (SCAH) programme - a major investment to secure the long-term future of the Weybridge facility. We have secured funding of £1.4 billion of which £200 million has been allocated for this SR Period to safeguard and enhance the laboratories at Weybridge and secure our vital scientific capability. This substantial investment recognises the Government’s commitment to the strongest possible standards of biosecurity.</p><p> </p><p>We have demonstrated our effective response to significant animal disease outbreaks. For example, Avian Influenza over the last two winter seasons have been the largest on record.</p><p> </p><p>The Animal and Plant Health Agency provides high-quality surveillance, preparedness, detection and response to biosecurity threats from animal diseases - both those that might affect our ability to trade and those which pose a threat to human health. The work which has commenced to safeguard and enhance the Weybridge site will enable its excellent scientists to continue at the forefront of science which protects the country, boosting our resilience against animal diseases.</p>

star this property answer text <p>We recognise the contribution to greenhouse gas emissions made by the livestock and dairy sectors. In 2019 - the most recent year for which emissions data is available - livestock emissions represented 60% of agricultural emissions (27.9Mt CO2e). Evidence shows that plant-based food products are generally less carbon intensive to produce than livestock products. While food choices and improved farming practices have an impact on these emissions, well-managed livestock can also provide environmental benefits such as contributing to protection of soil carbon in existing pastures, supporting biodiversity, protecting the character of the countryside and creating employment for rural communities. We recognise the delicate balance between these outcomes and the potential environmental trade-offs, and will ensure decision-making is evidence led.</p><p> </p><p>Achieving the net zero target is a priority for the Government, and we are developing a range of measures through the Agriculture Act, our future farming policy, our forthcoming Food Strategy White Paper and the 25 Year Environment Plan, all with the aim of enabling farmers to optimise sustainable food production, reduce emissions from agriculture and allow consumer choices to drive those changes.</p><p> </p><p>Part Two of Henry Dimbleby’s independent review of the food system will be published in July 2021. It will include a root and branch examination of the food system as it is today and the forces that shape it. The Government has committed to responding to the Review’s recommendations in the form of a Food Strategy White Paper within six months of the release of the final report. The Government is committed to developing a food strategy that will support the development of a food system that is sustainable, resilient and affordable, that will support people to live healthy lives, and that will protect animal health and welfare.</p>

star this property answer text <p>The decision to defer producer payments under Extended Producer Responsibility for packaging was taken jointly with the Devolved Administrations in light of the pressure facing consumers and businesses in the current economic context, but internal analyses conducted by my Department prior to the announcement of the deferral estimated only a very small impact on the delivery of Carbon Budgets 5 and 6. My department will continue to engage closely with all of our stakeholders on the design of core aspects of pEPR as we look to deliver an enduring scheme that provides the systemic change required to meet our environmental objectives.</p> more like this

star this property answer text <p>In August 2022 we announced that we would ban the sale of peat for use in amateur gardening; we remain committed to this and plan to legislate when Parliamentary time allows. It remains our policy that we intend to legislate to restrict, and ultimately ban, the sale of peat and peat containing products. We have seen a significant reduction in peat use, due to the demand for peat-free growing media from an increasingly environmentally aware public.</p> more like this
