Of our latest £70m funding to the Rohingya crisis, up to 18% is devoted to protection of rights for refugees, including prevention and monitoring of exploitation and abuse, support to survivors of sexual and gender based violence and strong safeguarding and referral practices by service providers in the camps. This includes: 30 child friendly spaces to support children with protective services and psychosocial and psychological support; child protection monitoring systems in camps; and support to survivors of violence and trafficking. We have funded improved camp lighting to help keep the most vulnerable Rohingya safer. DFID conducts thorough due diligence processes with all funding and will only work with partners with strong safeguards in place.</p><p> </p><p>Approximately 600,000 Rohingya, including children, are still in Rakhine State and are vulnerable. The UK supports agencies that have access to those that remain, such as International Committee of the Red Cross. 	answer	answer is ministerial correction date of answer 17/11/2015 answer text <p>Clinicians can already prescribe off-patent drugs off-label on clinical grounds if they judge this is the right thing to do to meet the individual clinical needs of their patients.</p><br /><p>The Government is keen to accelerate the adoption of innovative medicines and increase the innovative use of existing medicines where the evidence reports clinical benefits and cost effectiveness to patients. To that end, we are seeking a number of initiatives to provide innovation but whilst supporting the aims of the Private Member’s Bill on this subject, we do not believe the proposed mechanism is either practicable and desirable.</p><br /><p>We are working with NHS England, the National Institute for Health and Care Excellence, the General Medical Council and the Medicines and Health products Regulatory Agency to ensure that there is better information available to support clinicians who wish to prescribe off-patent drugs for off-label indications, and to ensure that new evidence is picked up more quickly and reliably and translated into clinical practice and can be fed through into licensing applications.</p><br /><p>A huge amount of work is also going on in the Accelerated Access Review which will support the “pull” of innovation through to clinical practice.</p><br /><p>As part of the debate on the Access to Medical Treatments Bill, we are working with officials in the Department, the Medicines and Healthcare products Regulatory Agency, and the Health and Social Care Information Centre to see how the power in the Bill, if it were to pass, could address the lack of provision of information on new uses for existing medicines via the power to create a database of innovations in order to support evidence-based prescribing.</p> answering member constituency Mid Norfolk answering member printed George Freeman grouped question UIN 902127 question first answered 17/11/2015 17:20:22 answering member 4020 label Biography information for George Freeman

This clinical freedom is crucial in delivering appropriate healthcare to groups of patients for whom medicines have not historically been licensed, e.g. children. It is also helpful in enabling prescribers to quickly pick up and apply new evidence that will help patients with particular clinical needs. The Off-Patent Drugs Bill would introduce a legal duty to apply for a licence for off-patent drugs where evidence of effectiveness for a new indication becomes available. This will create an expectation that only licensed uses of drugs are acceptable and therefore that off-label use is not appropriate. This would cause unnecessary delays in patients getting the medicines they need by slowing the rapid uptake of new evidence in clinical practice. This enables research council staff, and those from UKSA, to agree on which agency or council is best placed to carry out peer review to assess the merits of the proposal. Where a proposal is cross-disciplinary, UKSA and EPSRC work together to agree a leading council/agency to carry out peer review functions, with reviewers selected from both organisations. There has been one project in the last three years which was submitted to EPSRC through Je-S and was assessed by programme managers as cross boundary. We are working closely with the French Government and FTDA to ensure that where family links are established, transfers take place efficiently under the Dublin Regulation.</p><p>The transfer of cases deemed the responsibility of the UK on the basis of family unity provisions contained in the Dublin Regulation can take place relatively quickly and we have resources in place to facilitate this. An individual must first, however, claim asylum in France or another European state participating in the Regulation for the process to begin.</p><p>Under the UK-France Joint Declaration of 20 August 2015, the UK and France have committed to ensuring that the provisions of the Dublin III Regulation are used efficiently and effectively. Health Education England do not accept that the £35,000 income requirement will lead to a skills shortage in junior doctors and their current workforce plan for medical training commissions forecasts an increase of over 11,000 consultants and doctors by 2020.</p><p> </p><p>Applicants that have been granted Tier 2 visas enabling them to take on work or training within the UK cannot apply for settlement (Indefinite Leave to Remain) until they have been resident for 5 years. Whilst it is recognised that basic starting salaries for junior doctors may be below the £35,000 threshold, junior doctors also receive salary allowances. By the end of the 5 year period most will have progressed sufficiently and are likely to be above the required threshold, ensuring that only the brightest and best may apply to settle.</p><p>In respect of teaching positions, secondary education teachers from non EEA countries in the subjects of maths, chemistry and physics are on the shortage occupation list and thus are exempt from the £35,000 threshold.</p><p> </p><p>At a national level we are retaining and recruiting the teachers we need to deliver educational excellence everywhere. We have more teachers in our schools than ever before and the number of teachers has kept pace with changing numbers of pupils. There are more than 450,000 teachers in schools throughout England – up more than 13,000 since 2010. This includes clearer diagnostic pathways; decision making by specialist multi-disciplinary teams; and the centralisation of pancreas surgery within specialist teams.</p><p>However, we know more needs to be done. The Independent Cancer Taskforce’s report,<em> Achieving World-Class Outcomes a Cancer Strategy for England 2015 – 2020</em>, notes that whilst survival to date has improved significantly for some cancers, for other cancers, including pancreatic cancer, it has remained stubbornly low.</p><p>An implementation plan, <em>Achieving World-Class Cancer Outcomes: Taking the strategy forward</em>, was published on 12 May 2016 and we hope to see great progress as it is delivered.</p><p>We know earlier diagnosis of cancer makes it more likely that patients will receive effective treatments so we have committed funding of up to £300 million a year by 2020 to implement recommendation 24 of the report that by 2020, everyone referred with a suspicion of cancer will receive either a definitive diagnosis or the all-clear within 28 days.</p><p>In addition, NHS England has published a service specification for pancreatic cancer which clearly defines what it expects to be in place for providers to offer evidence-based, safe and effective pancreatic cancer services.
