star this property answer text <p>As part of Farnborough International Airshow on 15th August 2018, the UK Space Agency announced £2m of funding in support of horizontal spaceflight and spaceports, to further accelerate this early-stage market. The UK Space Agency is working closely with colleagues from several government departments, including the Scotland Office, to finalise the details of this scheme.</p><p> </p><p>We must, of course, ensure that any use of public funds provides value for money and will benefit the UK. We plan to make further announcements, subject to business case, later in 2018.</p> more like this

star this property answer text <p>Community benefit funds for onshore wind farms are industry led, voluntary initiatives, which are agreed between developers and local communities in line with protocols that have been established in England and Scotland. Trade associations are responsible for ensuring that the protocols they have created are honoured by their signatories.</p><p> </p><p>We have been clear that we expect developers to provide a fund for local communities in the vicinity of their wind farms. Whilst in Coalition we worked with industry to implement a new community benefit protocol for projects in England, to ensure communities receive a greater level of benefit, and established an online register of English community benefits to aid transparency and accountability. A similar protocol and register has been established for onshore wind projects in Scotland.</p><p> </p><p>Guidance has been produced by the UK Government to aid engagement between developers, communities and local authorities when negotiating community benefit fund arrangements, which is available online at:</p><p> </p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/363405/FINAL_-_Community_Benefits_Guidance.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/363405/FINAL_-_Community_Benefits_Guidance.pdf</a></p><p> </p><p>This recommends that the agreement to provide a community fund should be documented as a legal contract between the wind farm developer and the Fund Administrator, and that a mechanism for ensuring that the community benefit provisions continue should be included, irrespective of who owns the wind farm.</p><p> </p>

As a condition of the grant agreement, all funding allocated to local bodies will need to be spent by the end of March 2021. Each local body will operate as the delivery lead for their project, so the timetable for spending their funding prior to this deadline will vary for each project according to their delivery schedule.</p> more like this

star this property answer text <p>The UK has a strong small satellite manufacturing sector, and forecasts suggest that the global satellite launch and spaceflight industry could be worth as much as £25 billion pounds over the next 20 years. By establishing a spaceport to enable these activities, growth and skilled jobs will be created in regions of the UK that need them most.</p><p> </p><p>The UK Space Agency is leading work across Government to enable the UK to play a leading part in the growing commercial space market. As part of this programme, the Space Agency is working with a number of different sites across the UK that have expressed interest in becoming a spaceport, and have recently invited proposals from partnerships of potential spaceports and space vehicle operators.</p><p> </p><p>Glasgow Prestwick Airport in Ayrshire has been looking into starting spaceport operations for some years now, working closely with the Space Agency to develop their plans. Any proposal for a UK spaceport will be assessed on both value for money and benefit – both local and national. I cannot discuss the details or identities of any bids as this is an on-going commercial process, but I will update the hon Member as soon as possible.</p>
