star this property answer text <p>In late 2016 and 2017 officials from the Insolvency Service held meetings with a wide range of interested parties, including members and representatives of the banking and financial services sector, to discuss the proposed reforms to the corporate insolvency framework that were the subject of the 2016 consultation.</p><p> </p><p>In December 2017 the then Minister for Small Business, Consumers and Corporate Responsibility (Margot James), met with UK Finance to discuss various matters in her ministerial portfolio including the possible reforms to corporate insolvency discussed in the 2016 consultation.</p> more like this

star this property answer text <p>The nature of Carillion business means that it sub-contracts significant proportions of its work, with the potential for those sub-contractors to sub-contract out further elements.</p><p>At this stage in the liquidation process it is too soon for the Liquidator to have gathered in full details of the company’s debts and creditors. The Liquidation process for such a complex and interconnected group of companies will take some time. The Official receiver and his Special Managers have access to the records of the company and will be analysing these over the coming days.</p> more like this

Friend, the Secretary of State for Business, Energy and Industrial Strategy, and I are working to ensure information is provided to SMEs in the Carillion supply chain in a timely manner.</p><p>The Secretary of State has chaired two meetings of a taskforce to advise on the impact on small businesses affected by the Carillion insolvency on 18 and 22 January. The taskforce’s attendees included representatives from leading business bodies, the construction trade sector, unions, banks and government.</p><p>In addition I have met leading business and construction trade bodies, representing Carillion’s sub-contractors, on 3 occasions in the last 10 days to understand the impact of Carillion’s insolvency on the supply chain, and agree actions that could be taken to mitigate this. It is our intention to continue to meet regularly with this group on an ongoing basis.</p><p>The Secretary of State and I met major high street lenders on 17 January 2018 to seek assurances that they will not penalise small businesses affected by Carillion’s liquidation. Lenders are contacting customers and, where appropriate, are putting in place emergency measures, including overdraft extensions, payment holidays and fee waivers to ensure those facing short term issues can be helped to stay on track. Details of these can be found at</p><p><a href="https://www.ukfinance.org.uk/banks-offer-support-to-business-customers-impacted-by-carillion/" target="_blank">https://www.ukfinance.org.uk/banks-offer-support-to-business-customers-impacted-by-carillion/</a>.</p><p>The Department is providing a range of advice and support services for firms, delivered both nationally and locally available to SMEs affected by the insolvency of Carillion. These include a network of 38 Local Growth Hubs, run in conjunction with the Local Enterprise Partnership, to help businesses of all sizes and in all sectors to access support.</p><p>Information is published online by the Insolvency Service for employees, creditors and suppliers affected and seeking advice. star this property answer text <p>The Official Receiver is appointed by the courts and is independent of Government. My rt. hon. Friend, the Secretary of State for Business, Energy and Industrial Strategy, and I are therefore keen to facilitate dialogue between the Official Receiver and companies impacted by Carillion’s insolvency. Therefore we have invited representatives from PwC in their capacity as special managers on behalf of the Official Receiver to two meetings chaired by my rt. hon. Friend; the first, a meeting with the major trade associations and construction trade associations on 17 January and the second on 22 January to the second meeting of the Carillion Task Force comprising trade associations, TUC and other interested parties. UK Finance are clear that the High Street Lenders are prepared to have these measures in place as long as needed to deal with the cash flow difficulties that solvent members of the Carillion supply chain are dealing with in the immediate aftermath of the collapse. Where appropriate, lenders are contacting customers and are putting in place emergency measures, including overdraft extensions, payment holidays and fee waivers to ensure those facing short term issues can be helped to stay on track. We will therefore build on this programme, providing a further £24m of core funding to Local Enterprise Partnerships (LEPs) for Growth Hubs (£12m in 2018-19 and a further £12m in 2019-2020), with allocations to LEPs remaining at current levels over this 2 year period.</p> more like this
