	answer	answer is ministerial correction date of answer 12/12/2017 answer text <p>Under the National Planning Policy Framework, local authorities can alter the shape of their Green Belt only in exceptional circumstances. They do this through their Local Plan. This involves rigorous consultation in public and consideration by a planning inspector at examination, who then makes a formal determination on whether the submitted Plan is sound. It is for each Plan to be found sound if it is properly prepared, justified, effective and consistent with national policy in the Framework.</p><p>In the Housing White Paper, <em>Fixing our broken housing market</em>, we recognised the need for more clarity on the exceptional circumstances in which a Green Belt boundary change can be proposed and consulted on a criteria. 	answer	answer is ministerial correction date of answer 08/06/2016 answer text <p>Under the <em>Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015</em>, landlords of privately rented non-domestic property will need to ensure that, from 1 April 2018, their properties reach at least an energy performance rating of E before granting a tenancy to new or existing tenants. Non-domestic landlords cannot rely on subsidy to pay for any energy efficiency improvements which may be necessary, and no targeted financial assistance is planned. However, the Regulations incorporate a cost effectiveness test, and landlords may be eligible for an exemption where the recommended measure(s) do not meet a seven year simple payback. The method of calculating the payback period is set out in the regulations.</p><p> </p><p>Government is currently working with industry stakeholders to finalise a comprehensive guidance document for non-domestic landlords on meeting the requirements of the Regulations, including further details on calculating payback. The Liquidation process for such a complex and interconnected group of companies will take some time.
