star this property answer text <p>Since I was appointed Community Pubs Minister on 20 May 2015, I have met with senior representatives from a broad range of bodies within the pubs industry. These include the British Beer and Pub Association, the Campaign for Real Ale, Punch Taverns, the Association of Licensed Multiple Retailers, the British Institute of Innkeeping, the Perceptions Group and the Pubs Advisory Service. I have also met with my rt Hon Friend the Member for Halesowen and Rowley Regis (James Morris), and one of his constituents, to engage with the wide range of issues affecting the pub and brewing industry.</p><p>British pubs have always been at the heart of our local communities, and we are empowering people to preserve them, as well as other local landmarks and places of interest. On 11 September 2015, we took forward our Manifesto commitment by announcing the £1.5m Pub Loan Fund which will help community groups towards the cost of acquiring local pubs threatened with closure.</p><p>This is in addition to local people being able to nominate any local building or land they love as an ‘asset of community value’ and then, if it comes up for sale, having 6 months to raise the funds to bid to buy it. So far more than 800 pubs have been listed.</p>

star this property answer text <p>The Pubs Code Adjudicator has been appointed by the Secretary of State to arbitrate alleged breaches of the statutory obligations set out in the Pubs Code. The Adjudicator will therefore be operating within the statutory framework provided in the SBEE Act and Pubs Code regulations. The parties to an alleged breach of the Pubs Code are not afforded an automatic right to object to the Adjudicator discharging what is a statutory duty. This is in contrast to the position of arbitrators appointed to deal with a private arbitration of contractual disputes.</p><p> </p><p>The Adjudicator will make and publish arrangements for dealing with any conflict of interest as he is required to do by the SBEE Act [Schedule 1 para 10]. These will be the relevant arrangements for any parties wishing to raise any questions about conflicts of interest. Where the parties raise any objection to the Adjudicator arbitrating a dispute, it is for the Adjudicator to decide whether it is appropriate for him to appoint another arbitrator (as the Act allows).</p>

star this property answer text <p>Under the <em>Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015</em>, landlords of privately rented non-domestic property will need to ensure that, from 1 April 2018, their properties reach at least an energy performance rating of E before granting a tenancy to new or existing tenants. Non-domestic landlords cannot rely on subsidy to pay for any energy efficiency improvements which may be necessary, and no targeted financial assistance is planned. However, the Regulations incorporate a cost effectiveness test, and landlords may be eligible for an exemption where the recommended measure(s) do not meet a seven year simple payback. The method of calculating the payback period is set out in the regulations.</p><p> </p><p>Government is currently working with industry stakeholders to finalise a comprehensive guidance document for non-domestic landlords on meeting the requirements of the Regulations, including further details on calculating payback. This guidance document will be published in due course.</p>
