star this property answer text <p>The Student Loans Company (SLC) records the nationality and domicile of individuals when they apply for student support. Domicile is based on the applicant’s residence in the years prior to starting their course, and is held as a region within the UK or as EU, rather than by individual country of domicile.<p>Eligibility for student support is based on residence. EU nationals, including non-European Economic Area (EEA) family members, are able to apply for a tuition fee loan if they have been resident in the EEA or Switzerland for the three years prior to the first day of the first academic year of their course. In addition, EU nationals who have been resident in the UK for five years (three years up to academic year 2016/17) and are resident in England prior to starting their course can also apply for maintenance support. EEA migrant workers and their family members, including those who are non-EEA nationals, who meet the residency requirements, are able to apply for both tuition fee and maintenance support. Non-EEA nationals may also be eligible for student support if they are granted refugee status, have been granted humanitarian protection, have acquired permanent residence in the UK, or have been in the UK for at least half their lives or for at least 20 years.</p><p> </p><p>The table below sets out SLC Management Information on the number of students paid either a full-time tuition fee or star this property answer text <p>Ofgem’s annual budget is approved by Parliament but its main funding comes from the licence fee it is able to levy on licence holders under the Gas Act 1986 and the Electricity Act 1989.</p><p> </p><p>Through its Forward Work Programme, Ofgem agrees its annual licence fee (and any amendments to this) in consultation with licence holders, and publishes its cost recovery principles on its website. The basic principle is that costs are recovered from network licensees in line with the proportion of gas or electricity customers that are directly connected to their respective networks. Ofgem also charges cost-reflective fees to consider applications for new licences or licence variations.</p><p> </p><p>It also receives some funding directly from Government for the administration of environmental schemes.</p><p> </p><p>There is no formal mechanism to appeal against the level of the licence fee, although Ofgem is subject to Parliamentary scrutiny and must abide by the principles for Fees, Charges and Levies set out in Managing Public Money:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/454191/Managing_Public_Money_AA_v2_-jan15.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/454191/Managing_Public_Money_AA_v2_-jan15.pdf</a></p>

star this property answer text <p>The Government has revoked West London Vocational Training College’s designation for student support funding for Higher Education (HE) courses in England with effect from 3 June. Affected students will be supported so they can continue their studies with as limited disruption as possible. The cross-agency action in this case demonstrates the Government’s continuing strong focus on improving quality and value for money across the Alternative Provider (AP) sector.</p><p> </p><p>Since the 2012-13 academic year the Government has progressively strengthened systems to oversee the specific course designation of APs to secure improved quality and standards, including the introduction of a more rigorous, risk-based approach to quality assurance and annual provider re-designation.</p><p> </p><p>Further reforms announced in the May 2016 HE White Paper will create a level playing field for all HE providers, supporting greater diversity, innovation and choice for students, whilst preserving quality and value for money.</p><p> </p>

star this property answer text <p>Requirements on Alternative Providers designated for student support are set out in “Specific Course Designation for Alternative Providers of Higher Education - Guidance for Providers: Criteria and Conditions and Annual Re-Designation” on gov.uk. Revised guidance detailing requirements for the 2016/17 academic year will be published in the summer.</p><p> </p><p>Measures introduced to address the issues raised by the National Audit Office were set out in a Written Ministerial Statement (29th January 2015) available at:</p><p> </p><p><a href="http://www.parliament.uk/documents/commons-vote-office/January%202015/29%20January/1.BIS-Higher-Ed.pdf" target="_blank">http://www.parliament.uk/documents/commons-vote-office/January%202015/29%20January/1.BIS-Higher-Ed.pdf</a>. The measures that are listed as ‘subject to consultation’ have now been implemented in full.</p><p> </p><p>Further measures were introduced for the 2015/16 academic year. Student number controls can now be used to limit recruitment at providers with unsatisfactory student completion rates or those deemed to be providing a poorer service than expected. Providers are required to give government better information about their provision to students, for example performance information including their drop-out and success rates. All providers are required to submit data on their students’ background and achievements to the Higher Education Statistics Agency. The Government has also formalised the right to access alternative providers’ premises and records.</p><p> </p><p>The Student Loans Company has introduced further checks requiring proof of residence to check student eligibility for support.</p><p> </p><p>The Department for Business, Innovation and Skills also validates different information sources against each other to check coverage, for unusual results and to monitor any discrepancies between reporting bodies.</p>
