	answer	answer is ministerial correction date of answer 23/02/2015 answer text <p>Ofcom expects providers to resolve network faults, however caused, as quickly as possible. The regulator also expects providers to deal fairly and sympathetically with consumers who experience a loss of service as a result of network issues. This could include giving compensation or by allowing customers to exit their contract without penalty.</p><p>The Communications Act requires telecoms providers to take appropriate measures to protect the security and resilience of their networks and services. When a security or availability incident occurs which has a significant impact on the operation of a network or service, the legislation requires the provider to report this to Ofcom. Ofcom monitors these reports closely and has the power to intervene if they believe a provider is not taking the appropriate measures.</p><p> </p><p>Ofcom has imposed minimum targets on Openreach requiring 80% of fault repairs to be completed within one to two working days of being notified and the company to report publicly on its performance, allowing Ofcom to monitor and intervene if required.</p><p>Consumers can pursue claims for compensation caused by line outages by contacting their communications providers. We have allocated funding to projects areas to deliver superfast broadband to 95% of UK premises, for which Oxfordshire was allocated £6.21m and North Yorkshire was allocated £25.16m from central sources. Oxfordshire is anticipated to achieve 94% superfast broadband coverage and North Yorkshire, 92% superfast broadband coverage. In addition, the projects areas will benefit from delivery of the universal standard broadband and the Government is currently piloting alternative solutions with the aim of extending superfast coverage beyond 95%.</p><p> </p><p>The UK Government also recognises the value of mobile phone coverage in rural areas. Improving coverage is part of the Government’s wider digital inclusion agenda and investment in infrastructure for the long term economic plan. One of the tools available is the 'Finance and Support Finder;' a searchable database of publicly-backed sources of finance and business support. The website www.greatbusiness.gov.uk also provides support and advice for anyone trying to start or grow a business.</p><p>In addition to on-line support, the Business Support Helpline is available to provide a quick response on queries about starting a business, or a personalised and in-depth advice service for more complex needs.</p><p>North Yorkshire has benefitted from a number of support schemes. The Start-Up Loan Scheme has provided business advice and 629 loans with a value of £3.3 million to people starting a business. 	answer	answer is ministerial correction date of answer 09/07/2014 answer text <p> </p><p>In the last eighteen months, there have been several meetings between officials from the Department for Transport and their French counterparts　to consider the effect of the EU Directive on sulphur content of marine fuels on the shipping industry, jobs and the environment. 	answer	answer is ministerial correction date of answer 22/12/2014 answer text <p>Since June 2014, Ministers in the Department for Education have received 5 letters and have had one meeting with an MP on the subject of funding for rural schools.The Government recognises the importance of rural schools, many of which are small schools, and the need to maintain access to a local school in rural areas. The Department has enabled local authorities and Schools Forums to support small rural schools by allowing funding to be allocated via a ‘sparsity factor’. Sparsity funding is additional funding given to small schools serving pupils who would have to travel a long distance to any alternative school.</p><p>In addition, the Department has recently made an additional £390 million available to the least fairly funded local authorities through the introduction of minimum funding levels.
