This activity at local level is constantly developing in the light of testing and exercising and actual events. It is supported at the national level by a range of activities including the production of the National Risk Assessment (NRA), a classified biennial assessment that identifies and prioritises the most significant emergencies the UK could face over the next five years, with the 2014 NRA having recently been made available to local responders; the cross-government National Resilience Capability Programme supported by the 2014 National Capability Survey, a voluntary biennial survey of local responders which provides data to government and enables self-improvement activity at the local tier; and the doctrine and training provided by the Emergency Planning College. 	answer	answer is ministerial correction date of answer 19/03/2015 answer text <p>Last month, General Synod supported the idea of the Church Commissioners “giving consideration to the basis on which they might, for a limited period, release additional funds in order to support changes that will equip the Church of England more effectively for sustainable mission and ministry over the coming generations”.</p><p>The Commissioners’ own Board of Governors has also expressed its preparedness, following extensive consultation, to release additional time limited funds provided this could be done in an effective and disciplined manner. Robust processes are already in place to govern the distribution of existing discretionary funding streams and the same will be true of any additional funding.</p><p>The specific funding criteria have not yet been worked out but I can assure my hon. 	answer	answer is ministerial correction date of answer 15/09/2016 answer text <p>Shale companies need permission from independent expert regulators before any hydraulic fracturing operations can begin:</p><p>- A licence for onshore oil and gas exploration is required from the Oil and Gas Authority</p><p>- Planning permission is required from the local Mineral Planning Authority</p><p>- Permits to operate a site are required from the Environment Agency</p><p>- Safety on a drilling site and standards of well construction are regulated by the Health and Safety Executive</p><p>- A drilling consent is also required from the Oil and Gas Authority</p><p>We are confident that we have a robust regulatory regime in place. This review considered the Grocery Code Adjudicator’s performance within the current remit.</p><p> </p><p>The Government separately launched a Call for Evidence to consider whether the remit should be extended. The Government is considering the evidence submitted through the Call for Evidence including considering the position of indirect suppliers within the dairy sector. The Government will respond in due course.</p><p> </p><p>The Grocery Code Adjudicator can already investigate suspected breaches of the Code. 	answer	answer is ministerial correction date of answer 17/01/2018 answer text <p>In June 2013 the then Secretary of State for Department of Energy and Climate Change (DECC) asked Sir Ian Wood to conduct an independently led review of UK Continental Shelf (UKCS) oil and gas recovery, specifically looking at how economic recovery could be maximised.</p><p> </p><p>A key recommendation of the Wood Review was the creation of a new independent body, responsible for operational regulation of the UKCS, focused on supervising the licensing process and maximising economic recovery of the UK’s offshore oil and gas reserves in the short, medium and long terms. Given the many synergies with aspects of the regulation of onshore oil and gas activities (including shale gas) the Review also highlighted the strong rationale for a single regulator to manage the licensing regime for onshore reserves as well. On the basis of these recommendations, the Oil and Gas Authority assumed responsibility for all licensing functions related to offshore and onshore oil and gas in October 2016.</p><p> </p><p>In accordance with the Smith Commission Agreement and St David’s Day Agreement and the resulting Scotland Act 2016 and Wales Act 2017, we are currently in the process of making and laying regulations, which will transfer powers for onshore oil and gas licensing within Scotland and Wales to the Scottish and Welsh Governments respectively.
