star this property answer text <p>The NHS Long Term Plan commits to grow investment in mental health services faster than growth in the National Health Service budget overall for each of the next five years. This means mental health will receive a growing share of the NHS budget, worth in real terms at least a further £2.3 billion a year by 2023/24. Additionally, the NHS also commits that funding for children and young people’s mental health services will grow faster than both overall NHS funding and total mental health spending. This means that children and young people’s mental health services will for the first time grow as a proportion of all mental health services, which will themselves also be growing faster than the NHS overall. The delivery of this commitment is supported by the annual Mental Health Investment Standard, which requires commissioners to allocate additional growth in funding for mental health.</p><p>The intention, also set out in the Long Term Plan, to make further efficiencies in NHS administrative costs is intended to ensure that an increasing share of the NHS budget is invested in frontline services by, amongst other things, simplifying costly and overly bureaucratic contracting processes.</p>

Information on the number of EIP teams prior to 2016/17 is not held centrally.</p><p> </p><p>According to surveys commissioned by Health Education England and NHS England, the number of Crisis Resolution and Home Treatment teams (CRHTTs) has risen from 185 in 2016-17 to 231 in 2017-18. The number of staff working in these teams has risen by more than 1,100 over the same time period. Information on the number of CRHTTs in operation before 2016 is not held centrally.</p><p> </p><p>NHS England commissioned a one-off stocktake of adult and older adult community mental health services in 2017/18. star this property answer text <p>The Mental Health Safety Improvement Programme (MHSIP) was rolled out in April 2018 and is a two-year programme funded until March 2020.</p><p>The overall aim of the programme is for every National Health Service trust providing core mental health services in England to have understood its safety priorities and have made a measurable improvement in at least one key area of mental health safety by 31 March 2020.</p><p>From January 2019, MHSIP engagement meetings with trusts will align with the Care Quality Commission inspection cycle to ensure that there is a timely follow-up to the inspection findings.</p><p>Given the nature of the programme, it is too early to provide trend analysis at this stage.</p><p><strong> </strong></p><p> </p> more like this

star this property answer text <p><del class="ministerial">NHS England has recently announced plans to enable consistent national availability of the Freestyle Libre Flash Glucose Monitoring device according to published guidance.</del></p><p><del class="ministerial">Clinical commissioning groups (CCGs) can purchase any available blood glucose monitoring which has been approved for sale on the open market. The availability of AccuChek Expert, Dexcom G6 and Eversense XL products is a matter for CCGs who are primarily responsible for commissioning diabetes services, to meet the requirements of their population. In doing so, they need to ensure that the services they provide are fit for purpose, reflect the needs of the local population, are based on the available evidence and consider national guidelines. NHS England engages with technology companies developing products that may be of significant benefit to those with diabetes to seek to increase their availability to patients where appropriate.</del></p><p><del class="ministerial">The Department does not collate data on the number of patients using these devices nationally or by clinical commissioning group.</del></p><p><ins class="ministerial"> <p><ins class="ministerial">NHS Digital publishes Hospital and Community Health Services (HCHS) workforce statistics for England. These include staff working in hospital trusts and clinical commissioning groups (CCGs), but not staff working in primary care or in general practitioner surgeries, local authorities or other providers.</ins></p><p><ins class="ministerial">The attached table shows the number of paediatric mental health nurses who work in National Health Service trusts and CCGs in England as at the last day of each specified month from May 2010 to July 2018 (latest available), full time equivalent.</ins></p><p><ins class="ministerial">Paediatric mental health nurses include qualified nurses &amp; health visitors within the care settings 'Community Mental Health' and 'Other Mental Health', with Tertiary Areas of Work 'Child and Adolescent Psychiatry' and 'Child Psychotherapy'.</ins></p><p><ins class="ministerial">The Area of Work reproduced here is that submitted by individual NHS organisations and has not been subject to the types of validation procedures undertaken by NHS Digital in relation to many other data items used in official publications. As such, these figures should be treated with a degree of caution.</ins></p></ins></p>

star this property answer text <p>For people living with depression, anxiety or other common mental health conditions, talking to a mental health profession can be a real lifeline and help them to manage their conditions. That is why the Government and NHS England have committed to Improving Access to Psychological Therapies (IAPT) to reach 25% (1.5 million) of people with common mental health conditions by 2020/21.</p><p> </p><p>The NHS Planning Guidance sets out clear expectations for clinical commissioning groups (CCGs) to meet the IAPT expansion targets outlined in the Five Year Forward View for Mental Health as part of annual planning and all CCGs have had to submit their expected trajectories towards those targets.</p><p> </p><p>The NHS Planning Guidance is available at the following link:</p><p> </p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2018/02/planning-guidance-18-19.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2018/02/planning-guidance-18-19.pdf</a></p><p> </p><p>Assurance of delivery is gained from regional scrutiny of CCG plans against core IAPT standards. Quarterly deep-dives with regions and the national Senior Responsible Owner are used to inform our shared view of progress and support implementation. This process also helps to identify concerns and enables NHS England to understand where support is needed from the national team, and support plans to mitigate any emerging risks for the region.</p><p> </p><p>Additional funding has also been built into CCG 2018/19 baseline allocations to support the expansion of services outlined in the planning guidance and the specific trajectories set for 2018/19.</p>

Friend the Prime Minister has announced her intention to come forward with a long-term plan for the National Health Service, supported by a multi-year financial settlement. The Government will work with NHS leaders, clinicians and experts to develop this long-term plan later this year, in advance of the Spending Review. Future arrangements for the funding of training for healthcare professionals, including clinical psychologists and child and adolescent psychotherapists, will be considered as part of this.</p> more like this

star this property answer text <p>The Government is committed to improving data and transparency on mental health, as was highlighted in the Five Year Forward View for Mental Health. The publicly available Mental Health Five Year Forward View Dashboard reports against eating disorder access and waiting time standards and captures a range of data at a local clinical commissioning groups, Sustainability and Transformation Plans and national level.</p><p> </p><p><a href="https://www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/" target="_blank">https://www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/</a></p><p> </p><p>The Mental Health Services dataset (MHSDS) has included data regarding children and young people’s mental health since January 2016. The data collection is still experimental, with a focus on data quality and completion. Anticipating poor quality data in the early stages of the MHSDS, NHS England implemented an interim data collection via Unify2 that focused on the referral to treatment waiting time element of the Children and Young People with an Eating Disorder evidence based care pathway. This interim measure enabled collection of data and is helping to verify and improve the quality of statistics derived from the MHSDS.</p><p> </p><p>This Unify2 data is available quarterly starting from Quarter 1 in 2016/2017:</p><p> </p><p><a href="https://www.england.nhs.uk/statistics/statistical-work-areas/cyped-waiting-times/" target="_blank">https://www.england.nhs.uk/statistics/statistical-work-areas/cyped-waiting-times/</a></p><p> </p><p>The latest figures from Q3 (October – December 17) indicate that:</p><p> </p><p>- 76.9% of children and young people started treatment for an urgent case within one week (236 out of 307 young people who started treatment for an urgent case did so within one week). This is against a target of 95%; and</p><p> </p><p>- 83.1% of young people started treatment for a routine care within four weeks (1,238 out of 1,489 young people who started treatment for a routine case did so within four weeks). This is also against a target of 95%</p>

star this property answer text <p>For children and young people with a suspected eating disorder (up to 19 years), the Government is investing £150 million to expand eating disorder services and staff for 70 extended or new established community eating disorder services. This means at least 3,350 children and young people a year will receive swift, effective eating disorder treatment in the community.</p><p>The Government has commissioned Health Education England to repeat the 2015 baseline audit of the children and young people’s mental health workforce, across all statutory and voluntary sector providers. This will include staff delivering care in the new or extended community eating disorder services. This data will allow NHS England to monitor progress with increasing the staffing of eating disorders services to improve access and deliver care in line with the published pathway guidance and National Institute for Health and Care Excellence clinical guidance.</p><p>The planned spend by clinical commissioning groups on children and young people’s eating disorders in 2017/18 is £46,717,000 which includes the £30 million per year in clinical commissioning group baselines. This additional funding contributes to increasing staff to create the community eating disorder multidisciplinary teams. star this property answer text <p>The Government takes seriously the report of the Parliamentary and Health Services Ombudsman (PHSO) ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>Following on from the publication of the report the Department will work with partner organisations and arm’s length bodies, including NHS England, and NHS Improvement to consider how the recommendations can be taken into account as part of the planned improvements to mental health and eating disorder services.</p><p> </p><p>NHS England is considering the recommendations within the PHSO’s report and will be responding fully in due course to both the PHSO and the family of the patient concerned. The response will outline a proposed set of actions around reviewing provision of adult eating disorder services and the question of parity of adult services with children and young people services. Their formal response to the recommendations of the report will include our plans to review existing levels of geographical variation and the scope to address as part of future improvements to adult eating disorder services.</p>
