star this property answer text <p>As the Justice Secretary has said, the safety and welfare of all those in custody is vital.</p><p>Although youth crime is down, reoffending rates are far too high and the care and supervision of young people in custody is not good enough. Restraint should only be used as a last resort, when young people are putting their own safety and the safety of others at risk.</p><p>In 2012, we introduced the Minimising and Managing Physical Restraint (MMPR). Her Majesty’s Inspectorate of Prisons has welcomed the significant improvements that MMPR has brought.</p><p>The number of minor and serious injuries requiring medical treatment resulting from RPIs is published in Chapter 8 of the Youth Justice Annual Statistics:</p><p><a href="https://www.gov.uk/government/statistics/youth-justice-annual-statistics-2014-to-2015" target="_blank">https://www.gov.uk/government/statistics/youth-justice-annual-statistics-2014-to-2015</a></p><p>We are investigating the accuracy of all restraint injury data from Medway Secure Training Centre.</p><p>The number of young people that establishments recorded as injured during incidents that required Restrictive Physical Intervention in each institution in the youth secure estate in each of the last eight years is set out in the attached document. This includes the following categories of injury: (i) serious injury requiring hospital treatment (ii) minor injuries requiring medical treatment and (iii) minor injuries, no treatment required.</p>

star this property answer text <p>The Department takes the issue of security within courts extremely seriously and has a robust security and safety system to protect all court users and the judiciary. For the purpose of this answer only full financial years have been provided.</p><p> </p><p><del class="ministerial">Analysis of the data for 2014/15 captured in the “other category” is currently underway to establish which items are or could be deemed as weapons, as the currently centrally held data represents a “catch all” and therefore may be misleading. I will write to the Hon. Member as soon as possible to provide clarity on that category.</del></p><p><ins class="ministerial">The increase in the number of weapons taken from people as they enter Crown Courts between 2012/13 and 2014/15 may be due to the implementation of more robust training for Court Security Officers; improved rates of recording for the taking of such items and improved searching of people entering Crown Courts.</ins></p>

star this property answer text <p>Any violence in prison is unacceptable - especially when it is directed at our hardworking staff.</p><p>We have a zero tolerance approach to violence and work closely with the police on this issue. Those who are violent could face extra time behind bars. star this property answer text <p>Section 51 of the Criminal Justice and Public Order Act 1994 creates two offences:</p><p>S.51(1) creates an offence directed at acts against a person who assists in an investigation of an offence or who is a witness or potential witness or juror or potential juror whilst an investigation or trial is in progress</p><p>S.51(2) creates an offence directed at acts against a person who assisted in an investigation of an offence or who was a witness or juror after an investigation or trial has been concluded.</p><p>The records held by the Crown Prosecution Service (CPS) identify the number of offences in which a prosecution commenced and reached a first hearing in the magistrates’ courts, rather than the number of defendants prosecuted. The number of crown court trials have also been reducing over the period in question by 9.5%, again resulting in fewer cases where S.51(1) offences are likely to apply.</p>

star this property answer text <p>The aim of the Advice Services Transition Fund (ASTF) was to support the sector to be able to respond with confidence to the challenges presented by the changing funding environment.</p><p>The Fund was always intended to support time limited transformational activity. Cabinet Office is not in a position to commit longer-term funding to support the core-running costs of advice services. However, the fund has supported organisations to transition to more collaborative working. We will also be working with the Big Lottery Fund to ensure that learning is identified and shared across the advice services sector. This work aligns with recommendations outlined in the Low Commission report.</p> more like this
