	answer	answer is ministerial correction date of answer 06/01/2015 answer text <p /> <p>From April 2010 Local Criminal Justice Boards (LCJBs) took responsibility for the governance and performance management of the 143 accredited Specialist Domestic Violence Courts (SDVCs) across England and Wales. As of March 2014 there were 137 accredited SDVCs. However, the closure of SDVCs in some areas does not necessarily mean that provision in that area has ceased, as many of the SDVC systems cover a number of courthouses. This followed the Justice Secretary’s announcement on 19 December 2013 that Serco had agreed to repay £70.5m owed on the company’s electronic monitoring and prisoner escort contracts.</p><p> </p><p>The sums in question also included provision for the direct costs to Government arising from these matters.</p><p><strong> </strong></p><p>Both companies have repaid all money requested in accordance with the settlement agreements.</p><p> </p><p>We are not aware of any outstanding debts owed to this Department by the companies. 	answer	answer is ministerial correction date of answer 24/11/2014 answer text <p /> <p>Any crime committed in prison is liable to be reported to the police depending on the aggravating and mitigating factors present and many offences committed in prison are already investigated by the police. The recently announced protocol on appropriate handling of crimes in prison sets out those crimes within prisons, including violent crimes, which must be reported by establishments to the police for consideration for investigation. It will be published before the end of the financial year following final consultation. The NOMS Unions are supportive of the protocol.</p><p> </p><p>Potential costs arising from any increase in the number of serious crimes that will now be dealt with by way of the Criminal Justice System rather than the prison disciplinary system will depend on a number of factors and the costs are expected to be covered through prioritising within existing Police and Departmental budgets for handling crime.</p><p> </p><p>The aim of the protocol is to strengthen existing policy and requirements on the reporting of crime. It is not intended to remove the internal prison adjudication system which can still be a cost effective means of dealing with minor crime in prison. We do not anticipate large numbers of additional crimes being processed through the courts as a result of this protocol. Rather, the protocol will be used to ensure that in those instances where a serious assault or other serious crime occurs there is greater consistency across prison, police and CPS areas in how it is dealt with so that this type of crime can be targeted. The protocol is subject to annual evaluation and review by the signatories.</p><p> </p><p>Tackling violence in prisons is a major priority of this Government and appropriate steps are being taken to manage increased levels of violence within a complex and challenging prison population. We will be issuing new guidance on managing violence early next year. The impact of the overall package of violence management measures will be monitored closely in the coming year. Consultation on all aspects of the revised violence management policy is ongoing. This is for a variety of agreed reasons, including “Prosecution not ready”, “Interpreter availability” and “Court administration”. However, this only includes cases that have been listed for trial and are adjourned, not for any other hearings, such as preliminary hearings, guilty plea hearings or sentencing. HMCTS does not centrally collate the data on adjourned hearings, other than trials, and the reasons behind the adjournment.</p><p> </p><p>The volume of trials listed in magistrates’ courts, and those which were ineffective, are published in Table 3.5 of Court Statistics Quarterly which can be found at: <a href="https://www.gov.uk/government/collections/court-statistics-quarterly" target="_blank">https://www.gov.uk/government/collections/court-statistics-quarterly</a></p><p> </p><p>The national Criminal Justice Board, chaired by my Rt Hon Friend the Minister for Policing, Criminal Justice and Victims, is overseeing the <em>Transforming Summary Justice </em>programme, a collaboration between police, CPS and the courts to ensure that cases in the magistrates’ courts are prepared and prosecuted in a timely and efficient manner. The aim of the joint protocol between NOMS, the police and the CPS is to strengthen, rather than replace, existing policy and requirements on the reporting of crime committed in prison. It is not anticipated that a large number of additional crimes will be processed through the court as a result of the protocol.
