This includes <ins class="ministerial">an estimated </ins>£1.56m resource<ins class="ministerial"> spend</ins> (mainly expenditure on staff pay and procurement) and <ins class="ministerial">an estimated </ins>£4.32m capital <ins class="ministerial">spend </ins>(mainly design fees and site preparation costs). <ins class="ministerial">These figures are subject to review by the National Audit Office in January 2016.</ins></p><br /><p>All services were procured through a competitive process and assessed as providing value for money to the department. The design work produced for the pathfinder could be used or adapted for alternative provision, and the prepared site at Glen Parva could be used for a range of developments.</p> more like this

star this property answer text <p>As the Justice Secretary has said, the safety and welfare of all those in custody is vital.</p><p>Although youth crime is down, reoffending rates are far too high and the care and supervision of young people in custody is not good enough. Restraint should only be used as a last resort, when young people are putting their own safety and the safety of others at risk.</p><p>In 2012, we introduced the Minimising and Managing Physical Restraint (MMPR). Her Majesty’s Inspectorate of Prisons has welcomed the significant improvements that MMPR has brought.</p><p>The number of minor and serious injuries requiring medical treatment resulting from RPIs is published in Chapter 8 of the Youth Justice Annual Statistics:</p><p><a href="https://www.gov.uk/government/statistics/youth-justice-annual-statistics-2014-to-2015" target="_blank">https://www.gov.uk/government/statistics/youth-justice-annual-statistics-2014-to-2015</a></p><p>We are investigating the accuracy of all restraint injury data from Medway Secure Training Centre.</p><p>The number of young people that establishments recorded as injured during incidents that required Restrictive Physical Intervention in each institution in the youth secure estate in each of the last eight years is set out in the attached document. This includes the following categories of injury: (i) serious injury requiring hospital treatment (ii) minor injuries requiring medical treatment and (iii) minor injuries, no treatment required.</p>

Both advocates and monitors can also speak to children confidentially without Secure Training Centre staff being present.</p><p> </p><p>Young people can also contact an advocate directly by calling their helpline number, which is free and available to all children to call in privacy from their rooms.</p> more like this

star this property answer text <p>When a key/lock incident is reported an immediate investigation is undertaken to assess the risk and unless it is clear that security has not been compromised, locking mechanisms and keys will be replaced and/or other necessary remedial action will be taken.</p><br /><p>In the five years from May 2005 to May 2010 there were 16 relocks at a cost of £1,280,234 to the taxpayer. Since May 2010 this has fallen to 8 relocks at a total cost of £529,973 to the taxpayer. Further to my answer of 14 December, the table below shows the location of the 8 relocks since May 2010.</p><br /><p>The cost of a re-lock will depend the size of the prison establishment and on which keys have been lost or compromised. star this property answer text <p>We will always have enough prison places for those sent to us by the courts and will do so in a way that gives taxpayers the best possible value for money.</p><p> </p><p>There are no plans to re-activate police cells under Operation Safeguard. No police cells have been used under Operation Safeguard since October 2008. This means the number of prisoners held temporarily overnight in police cells has fallen from over 50,000 in 2008.</p><p> </p><p>Tables 1 and 2 show the number of prisoners, by the requested age groups, who were temporarily held overnight in police cells in England and Wales each month in 2014 and 2015. star this property answer text <p>We treat the allegations of abuse directed towards young people at the Medway Secure Training Centre (STC), run by G4S, with utmost seriousness. The figures shown are not the same as the number of young people making complaints as one young person could make more than one complaint.</p><p> </p><p>The monitor reviews all complaints and their outcomes, and will intervene if a complaint is not being dealt with as it should be. If a child is not happy with the outcome of a complaint, they can appeal to the Monitor. Information on the number of appeals is not held centrally.</p><p> </p>
