star this property answer text Since its inception, the Supreme Court has confirmed two declarations of incompatibility under section 4 of the Human Rights Act 1998, both of which had been made previously by the Court of Appeal. These were in the cases of R (F and Thompson) v SSHD (2010) UKSC 17 and T &amp; Anor, R (on the application of) v Secretary of State for the Home Department &amp; Anor [2014] UKSC 35.<p>In the first case, the incompatibility was remedied by the Sexual Offences Act 2003 (Remedial) Order 2012.</p><p> </p><p>In the second case, while the Government’s application to appeal to the Supreme Court was outstanding, changes were made to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 and to the Police Act 1997 by secondary legislation in response to the Court of Appeal’s earlier judgment.</p> more like this

star this property answer text <p>Whilst crime is falling, more offenders are going to prison and for longer. In 2013, for the first time in the past decade, immediate custody was the most common disposal given for indictable offences. It is also important to note that more sexual offences have been dealt with this year as more victims come forward for historical crimes and because of generally increased reporting.</p><p><strong> </strong></p><p>The number of offenders found guilty at all courts, by age group, offence type and Police force area, in England and Wales from 2010 to 2013 (the latest data available) can be viewed in the table.</p><p><strong> </strong></p><p>Data by police force has been provided as we are not able to group results from the Crown Court by local criminal justice board.</p><p> </p><p>Court proceeding data for calendar year 2014 is planned for publication in May 2015.</p> more like this

star this property answer text <p>When a key/lock incident is reported an immediate investigation is undertaken to assess the risk and unless it is clear that security has not been compromised, locking mechanisms and keys will be replaced and/or other necessary remedial action will be taken.</p><br /><p>In the five years from May 2005 to May 2010 there were 16 relocks at a cost of £1,280,234 to the taxpayer. Since May 2010 this has fallen to 8 relocks at a total cost of £529,973 to the taxpayer. Further to my answer of 14 December, the table below shows the location of the 8 relocks since May 2010.</p><br /><p>The cost of a re-lock will depend the size of the prison establishment and on which keys have been lost or compromised. star this property answer text <p>We will always have enough prison places for those sent to us by the courts and will do so in a way that gives taxpayers the best possible value for money.</p><p> </p><p>There are no plans to re-activate police cells under Operation Safeguard. No police cells have been used under Operation Safeguard since October 2008. This means the number of prisoners held temporarily overnight in police cells has fallen from over 50,000 in 2008.</p><p> </p><p>Tables 1 and 2 show the number of prisoners, by the requested age groups, who were temporarily held overnight in police cells in England and Wales each month in 2014 and 2015.
