star this property answer text <p>The UK signed the CARIFORUM-UK Economic Partnership Agreement (EPA) on Friday 22 March 2019 with nine CARIFORUM states. The remaining <del class="ministerial">5</del><ins class="ministerial">4</ins> states will sign as their domestic processes allow. This will provide continuity in our trading arrangements after the UK leaves the EU.</p><p> </p><p>The UK is currently designing a package of funding to help businesses in the Caribbean to take full advantage of the market access granted by the EPA, recognising that even in the absence of tariffs, a number of barriers remain which may prevent firms from being able to export to the UK.</p> more like this

star this property answer text <p><del class="ministerial">All political parties since WW2 have</del> <ins class="ministerial">Successive post-war Governments have followed</ins> the same policy. Up-rating UK State Pensions for recipients who are overseas residents is longstanding; state Pensions are payable worldwide and are up-rated where there is a legal requirement to do so.</p><p> </p><p>The policy on the up-rating of UK State Pensions paid to recipients living outside the UK has been in place for over 70 years. The UK State Pension is payable worldwide without regard to nationality. Entitlement to the UK State Pension is based on the national insurance contributions on a person’s national insurance record. The annual index-linked increases to UK State Pensions are paid to recipients overseas only where there is a legal requirement to do so, for example in EEA countries or in countries where there is a reciprocal agreement in place that provides for the up-rating of the UK State Pension. We conduct regular assessments through a range of sources to ensure assistance is provided in conformity with the international humanitarian principles of neutrality and impartiality.</p><p> </p><p>UK funding is distributed on the basis of need to ensure that civilians are not discriminated against on the grounds of race, religion or ethnicity. DFID does not identify or record beneficiaries by their religion and ethnicity and does not plan to collect disaggregated population data on minority groups. Our partners carry out comprehensive vulnerability assessments to ensure aid is reaching those most in need, and we are confident that minorities, including faith communities, are not overlooked in this process.</p> more like this

In line with Treasury rules on Managing Public Money, departments through their accounting officers have ultimate and direct responsibility for their share of the aid budget and remain accountable to Parliament and UK taxpayers for how they spend it. The Government has well established mechanisms to govern aid spending and DFID provides support to other government departments to help strengthen the quality of their aid spending and maximise its impact on poverty.</p> more like this

star this property answer text <p>The UK has long standing ties with the Commonwealth through our shared history, language, values and legal system. As current Chair-in-Office we continue to work with the Commonwealth Secretariat, member states and the Commonwealth organisations and networks to ensure that the Commonwealth realises its full potential, by promoting democratic values and development, increasing trade, helping tackle global challenges such as extremism and climate change, and standing up for small states. As my Rt Hon. Friend the Foreign Secretary set out in his Written Ministerial Statement on 14 January, we are making concrete progress in delivering on commitments made at last year's Commonwealth Heads of Government Meeting to enhance security, prosperity, fairness and sustainability.</p><p>As part of our commitment to the Commonwealth, the former Foreign Secretary announced last year our intention to open 9 new missions in Commonwealth countries (Lesotho, Eswatini, The Bahamas, Antigua and Barbuda, Grenada, St Vincent and the Grenadines, Samoa, Tonga and Vanuatu). We expect these missions to open this year. Opening missions in these countries will expand the UK's diplomatic network from 38 to 47 Commonwealth members – a practical demonstration of our ambition and intent to increase the resources which the Government is devoting to Commonwealth member states.</p>
