The covenant is a written and publicised voluntary pledge from businesses and other organisations who wish to demonstrate their support for the armed forces community.</p><p> </p><p>The covenant can be signed by a business or other organisation of any size, and from any industry whether they are an employer of a member of the armed forces community or simply wish to acknowledge publically their support for the armed forces.</p><p> </p><p>The Department for Work and Pensions (DWP) National Employer and Partnership Team (NEPT) actively promote the Armed Forces Covenant to those employers and partner organisations they work with. This has been adopted into routine business to ensure that those new to DWP’s employer portfolio are aware of the opportunity and benefits of support to the Armed Forces community.</p><p> </p><p>Every Jobcentre Plus District has an Armed Forced Champion (AFC) who is key to delivering our commitments under the covenant. The AFC will ensure that any concerns and issues raised which affect Service Personnel and their families are integrated within the wider work of Jobcentre Plus. AFCs ensure Work Coaches and other DWP staff can effectively support serving personnel, service leavers, veterans and their families.</p><p> </p><p>In addition to the local activity in Jobcentres to support veterans our National Employer and Partnership Team (NEPT) also work closely with the Ministry of Defence to align engagement activity in support of the veteran’s strategy. The Serious Violence Strategy sets out the Government’s approach, which depends also on a multi-agency approach across several sectors and stresses the importance of early intervention to tackle the root causes.</p><p>The Home Secretary announced in October 2018 that the Government will: deliver a new £200 million youth endowment fund over 10 years and will support interventions with children and young people at risk of involvement in crime and violence; conduct an independent review of drug misuse which will ensure law enforcement agencies and policy are targeting and preventing the drug-related causes of violent crime effectively; consult on a new legal duty to support a multi-agency approach to preventing and tackling serious violence.</p><p>The consultation will explore different options to make multi-agency working more effective than at present and will seek to identify best practice. The consultation will be launched shortly.</p><p>In addition, the Chancellor of the Exchequer announced on 13 March that an additional £100 million funding in 19/20 will help in the police’s immediate response to the rise in serious knife crime, enabling priority forces to immediately begin planning to put in place the additional capacity they need. That is why we are working with the police, industry and other partners to develop and deliver a comprehensive action plan focusing on what works and what more needs to be done.</p><p>In London, the police are using new tactics including off-road bikes and DNA marker sprays to catch those committing these offences and Metropolitan Police figures show that these crimes have been decreasing since their peak in July last year. This is based on the action plan announced in July 2017 which is focused on ensuring effective support to victims and survivors, supporting effective policing, ensuring that the legislation is understood and consistently applied, and restricting access to acids and other harmful corrosive products.</p><p>We are working with the National Police Chiefs’ Council on delivery to ensure that the policing response is effective to prevent attacks from happening in the first place, but also in providing support to victims where they do. The National Police Chiefs’ Council has developed appropriate training for officers, including first responder training, specialist investigative guidance to help police officers understand how to safely recover and handle any evidence at the scene and the evidence required to build a case for prosecution.</p><p>We are also strengthening the powers available to the police through the Offensive Weapons Bill which is currently passing through Parliament. The Bill includes legislative measures on stopping the sale and delivery of corrosive products to under 18s and making it an offence to possess a corrosive substance in a public place.</p><p>Alongside this, the Home Secretary announced on 20 February 2019 that we will be extending stop and search powers for corrosive substances to allow the police to be able to enforce the new possession offence effectively. <br>We are also working with the Government’s Defence Science and Technology Laboratory to develop corrosive testing kits for the police to support them in situations where they believe that a suspect is carrying a corrosive substance in public.</p><p>In addition, the Government has commissioned the University of Leicester to examine what motivates offenders to carry and use acid and other corrosive substances in violent attacks. This is being delivered and includes guidance and support to police officers on how best to prevent such attacks but also how to respond to a victim of an acid attack.</p><p>The Government has also introduced the Offensive Weapons Bill which includes new measures on stopping the sale of corrosive products to under 18s, and making it an offence to possess a corrosive substance in a public place without good reason. Work to put a stop to these crimes is an integral part of our cross-Government Violence Against Women and Girls (VAWG) strategy, published in 2016.</p><p>Data on FGM includes a 2015 City University and Equality Now study, part funded by the Home Office, which estimated that 137,000 women and girls who had migrated to England and Wales were living with the consequences of FGM, and approximately 60,000 girls aged 0-14 were born in England and Wales to mothers who had undergone FGM. The study also provides a breakdown of FGM prevalence estimates by local authority area which is available online at <a href="http://openaccess.city.ac.uk/12382/" target="_blank">http://openaccess.city.ac.uk/12382/</a>.</p><p>In addition, NHS digital publishes data on the prevalence of FGM within the NHS in England. It is important that we recognise that greater law enforcement on its own will not reduce serious violence and that we must continue to focus on prevention.</p><p>The majority of the investment will go towards supporting police forces where violent crime is impacting the most, to take immediate action to suppress the violence we are seeing, to make our streets safer. The review has improved the Government’s understanding of the nature, scale and sources of funding for Islamist extremism in the UK.</p><p> </p><p>The review’s single most important finding was that the most significant source of funding for Islamist extremism in the UK is small, private donations from UK-based individuals. There are however a small number of UK-based organisations with which there are extremism concerns, for which overseas funding is a significant source of income. In response to the review, the Charity Commission plan to introduce a requirement on charities to declare overseas sources of funding to increase transparency in this area.</p><p> </p><p>The review’s report is classified but the Written Ministerial Statement is a comprehensive and representative reflection of the review’s findings. Operation Sceptre includes targeted stop and searches, weapon sweeps of hotspot areas, test purchases of knives from retailers, the use of surrender bins, and educational events with young people.</p><p>Both the City of London Police and the Metropolitan Police take an active role in Operation Sceptre. The Metropolitan Police Service conducts its own local phases of Operation Sceptre every month, alongside the national weeks of action.</p><p>The latest national phase of Operation Sceptre in February resulted in the following:</p><p> </p><ul><li>591 test purchase operations were carried out in retail premises. Of these, there were 469 passes. 122 resulted in the retail outlet failing the test purchase</li><li>1212 stop and searches were carried out and 615 arrests made. Research from Visit Britain tells us that sport tourists traditionally stay for longer, have a propensity to travel around the country and spend more money when doing so. International visitors are expected to contribute up to £869 million in direct expenditure to the UK economy. Last year, an economic impact study by EY estimated a boost of almost £1bn to the UK’s GDP (of £2.2bn total spend generated). This includes £85m of infrastructure projects and the support of 41,000 jobs.</p><p>There are strong plans to drive legacy benefits from the tournament. The Rugby Football Union (RFU) is working to spread the game's popularity and there are also plans around the host cities to maximise economic and community benefits.</p><p>The RFU's plans to grow the game include:</p><br /><ul><li>improving facilities through £10m investment</li><li>investing in people, including by recruiting and training nearly 3,000 referees and over 3,000 new coaches, and recruiting 6,000 volunteers ('the Pack') to help run the tournament</li><li>increasing schools’ participation in rugby, especially state schools. 130,000 new state school pupils have played rugby, of whom a third are girls and of whom 3,000 are now playing regularly for a club</li><li>attracting 16-24 year old players back to clubs</li><li>promoting touch rugby to appeal to more people</li><li>the Unity Project to promote rugby in Europe’s developing rugby nations; and</li><li>cultural engagement through over 700 rugby themed events and celebrations.</li></ul><br /><p>DCMS and the Government continue to be fully supportive of these plans.UK Trade &amp; Investment (UKTI) is coordinating a Rugby World Cup Business Festival programme of activity across 8 of 9 regions, aligned to the locations of fixtures. A Global Investment Conference (GIC), hosted by UKTI, launched the festival on 17 September 2015 at Lancaster House. On current plans, over the next decade we will spend £64.1 billion on procurement and support of ships and submarines.</p><p> </p><p>The Royal Navy will have a second aircraft carrier, HMS PRINCE OF WALES, as well as new Type 26 Frigates and at least five Type 31e Frigates that will allow us to increase our fleet by the 2030s. Attacks on civilians and violations of International Humanitarian Law are commonplace, and these have included attacks on camps for internally displaced persons (IDPs). The UN estimates that there are 6.6 million IDPs in Syria, which is almost half of all those in need of humanitarian assistance inside the country.</p><p>The UK is at the forefront of the response to the crisis. We have pledged over £2.3 billion for the UN-led response in Syria and the region, our largest ever response to a single humanitarian crisis. To date, we have allocated £561 million of this to support vulnerable people inside Syria. By the end of May 2016, UK support inside Syria had provided over 16.3 million food rations, each of which feeds one person for one month; access to clean water for 2 million people (peak month); 3.5 million medical consultations; and more than 5.1 million relief packages.</p><p>Alongside our work to alleviate the humanitarian crisis, DFID works closely with the FCO to push for the protection of civilians within Syria. The protection of civilians was also at the heart of the “Supporting Syria &amp; the Region London 2016” Conference, which the Prime Minister co-hosted in London in February. Participants agreed to use their influence with all parties to the conflict to halt abuses, to allow humanitarian agencies rapid, safe and unimpeded access throughout Syria in order to reach besieged and hard-to-reach areas.</p><p>The UK will consider any option compliant with international law that might save lives in Syria. However, any party seeking to establish a safe area would need to ensure sufficient military capability to guarantee safety from both aerial and ground attack, including by unconventional means. The UK position on military intervention within Syria is well known.
