star this property answer text <p>The government has funded the Early Intervention Foundation (EIF) since 2013, including almost £2 million in 2018-20, to assess, evaluate and disseminate evidence of what works. The EIF has assessed the benefits of a wide range of specific early intervention programmes and suggested that whilst producing robust estimates is challenging, there is a compelling argument that the costs of intervening early are likely to pay off to society in economic terms. In particular, they highlight that the long-term economic benefits are considerable where early intervention leads to labour market gains, such as improvements in employment and earnings. However, they are clear that it is not a quick fix and is unlikely to reduce pressure on the social care system in the short term.</p><p>The value of early intervention is reflected in statutory guidance ‘Working Together to Safeguard Children’ (2018), which is clear that providing early help is more effective in promoting children’s welfare than reacting later – playing an important part in supporting children and young people to achieve better outcomes. The guidance is clear that local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early. It is right that local authorities are free to decide how to use their children’s social care budget to manage local priorities and deliver the best services for children.</p><p>The government has also committed £920 million to the Troubled Families Programme, an early intervention approach which aims to achieve significant and sustained improvement for families with multiple, high-cost problems.</p>

Providers must ensure that their premises are fit for purpose and comply with the requirements of health and safety legislation.</p><p>Ofsted refer to the EYFS statutory framework when carrying out inspections and may issue a welfare requirement notice in respect of any failure to meet a requirement in the document. star this property answer text <p>The Department takes the health and safety of staff and pupils very seriously.</p><p>The Department launched the Asbestos Management Assurance Process (AMAP) in March 2018 to enhance its understanding of the management of asbestos in schools. The AMAP was a voluntary data collection, but all state funded schools in England were expected to participate. On 16 July 2019, the Department published a report of findings from the process, alongside a list of schools and their responsible bodies that participated.</p><p>The AMAP remains open so that schools and responsible bodies can continue to participate or update their information. The Department will update the list of institutions that have responded to the AMAP every six months to ensure that this provides an up-to-date picture of participation.</p> more like this

All state-funded schools and academies in England, and their respective responsible bodies, were expected to participate and the Department is contacting the schools that did not respond to the AMAP to ask them to do so.</p><p>The AMAP remains open for schools to update their information and the Department does not intend to publish information provided by individual schools and responsible bodies. This data was not collected on the basis that school responses would be published. Doing so would be likely to increase the burdens on school leadership teams and discourage future participation in data collections, undermining the Department’s ability to collect information to support schools in the effective management of asbestos.</p><p>The Department published a detailed report on the findings from the AMAP in July 2019. Where the AMAP identified a concern, the Department is continuing to work with schools and duty holders directly, and with the Health and Safety Executive (HSE) as a regulator, to offer support. Where appropriate, this might include targeted inspections by the HSE to ensure they are taking remedial action to address issues in their asbestos management.</p><p>The Department is also sharing guidance written specifically for schools on asbestos management to support schools and responsible bodies to meet their duties under the Control of Asbestos Regulations 2012.</p>

star this property answer text <p>This government has announced a programme of research and pilots to explore ways of supporting disadvantaged families during school holidays. Following the success of our previous programmes, we now understand more about how best to support disadvantaged families. We are targeting this support where it is needed during the 6-week summer holidays.</p><p> </p><p>We awarded £2 million of funding to 7 organisations to deliver free healthy food and activities to children and families in some of the most disadvantaged areas in the country during the 2018 summer holidays. The organisations informed us that with this money they were able to support around 280 clubs and reach around 18,000 children.</p><p>In summer 2019 we invested £9 million in 11 local authority areas reaching around 50,000 children. The assessment process for bids for the 2020 summer programme remains ongoing and we will announce the outcome of the process shortly, alongside the areas that we will be working in and the number of children that we expect to benefit.</p><p>We have also commissioned an independent evaluation of the 2019 programme, which will report on the number of disadvantaged eligible children who accessed the clubs across the country, including our work in the North East, and which will be published in 2020.</p><p>Further funding of this programme after 2020 will be considered as part of the three-year Spending Review and we will set out our plans in due course.</p>
