answer text <p>Under the Ticketing and Settlement Agreement, when proposing major changes to ticket office opening hours (including closures) operators, such as Northern, are required, amongst other things, to take into account the adequacy of the proposed alternatives in relation to the needs of passengers. We would also expect operators to consider equality related needs of passengers and make this clear in the notice sent to other operators and passenger groups.</p><p> </p><p>Together with industry, we want to improve and modernise the passenger experience by moving staff out from ticket offices to provide more help and advice in customer focused roles. No currently staffed station will be unstaffed as a result of industry changes. Train operators will ensure staff are well located to meet passenger needs in future.</p> more like this

answer text <p> </p><p> </p><p>Under our reforms the market will be opened up to a diverse range of new rehabilitation providers, so that we get the best out of the public, voluntary and private sectors, at the local as well as national level. A more diverse market of rehabilitation providers will bring innovation in rehabilitative services, helping to deliver a real reduction in reoffending rates. The process to establish the owners of the 21 new Community Rehabilitation Companies (CRCs) with responsibility for the provision of rehabilitation services is well underway. We will assess the bids we receive over the summer, and expect to sign contracts with new CRC owners later this year. We remain committed to seeing Payment by Results rolled out across the system by 2015.</p><p> </p> more like this
